4. WHAT THIS BOOK IS
It is; hundreds of sources for the latest electronic surveillance gear, countermeasures
devices, covert entry equipment, tactical gear, newsletters, books, consultants,
seminars, courses, expositions, and designers.
I have tried to provide a feel for who really supplies what. If you have dealt with exotic
equipment suppliers in the past, you know that many of the catalogs will start to look
very familiar.
Because of the nature of this business many less-than-totally-scrupulous suppliers
simply resell (often with the same advertising literature) goodies anyone can purchase
themselves for, maybe, 1/5 of their catalog price...
Why does this system work? How can some dealers offer a badly Xeroxed catalog of
available equipment for $40 along with a built-in, sucker's markup, of 600% on the
goods?
Because.
Because some of these things are hard to find, some are thought to be unavailable,
and most buyers want them yesterday.
I am not saying you shouldn't shop at the Spy Factory, or use a mail order catalog -
sometimes they sell at the same price you would get at the source, minus the hassle of
dealing with a foreign firm.
I am saying look at the layers of suppliers, decide what you or your department needs,
and make a decision about the best way to purchase it.
5. Most of the companies included in this lovely book have responded to questionnaires I
sent out. Some are firms I have personally dealt with, others have been recommended
to me by people I trust.
A few are unknown to me, or did not answer our inquiries for one reason or another. I
have done my level headed best not to be prejudged against these firms and still
present who sells what and where it can be gotten at a better price, or better terms.
Do understand that some big dealers, like AFY, Sherwood, STG, etc., may well fill your
order faster and possibly, cheaper than would the original manufacturer.
Also realize that many small, mail-drop type suppliers only actually stock the $99
transmitters. The expensive orders they simply pass on to the manufacturer to drop
ship to you, or worse, buy one unit from them in order to re-send it to you.
In these cases you will not save money and you are risking the possibility of not having
your order filled on time.
If at all.
Assuming you are as clever as I think you are, you will begin to notice stock items (and
stock ads) from several manufacturers that are offered by many dealers at various
price levels. In this situation you have a choice of ordering from the cheapest dealers
and never worrying about customs, the post office, wire transfers and other hassles, or
going directly to the manufacturer and probably getting a better price.
You choose.
Some of the terms you need to know in order to read this book successfully are:
OEM - Original Equipment Manufacturer. The guys who actually make the equipment.
Some will sell retail, some only thru distributors or dealers, and some will sell to
anyone who buys a minimum quantity.
OPS - My term. Means "Other People's Stuff". Not necessarily a negative remark,
dealers, stores and most catalogs sell Other People's Stuff.
6. That's their job.
LE - Law enforcement only. No kidding.
Dealer - A store or mail order house that stocks a number of items and sells directly to
single customers.
Distributor - Stocks a few OEM lines and sells to dealers, or, on occasion, single
customers.
Spy Store - A physical location where one can shop in person. May have, or not have
a catalog.
Note I have not included phone numbers (in most cases) because of various laws,
restrictions and my poor typing. If you want to call a listed supplier check with 800
information first, then do a 555-1212 for the city in which they are located.
7. RULES OF ENGAGEMENT
Some suppliers will deal only with law enforcement and/or government agencies. DO
NOT be stupid here; don't try to order a product or a catalog from these firms unless
you are a bona fide law enforcement agency.
They will check you out, you will be breaking a number of laws that irritate real law
enforcement people, you will not get the items ordered, and you will be put on a list or
two.
Some suppliers deal with law enforcement and/or legit security firms. Okay, request
the item ON YOUR LETTERHEAD. Never send a handwritten request to a professional
supplier.
When known, I have listed the price of a supplier's catalog. If there is no price listed I
would suggest:
• If it is a supplier of specialized, limited gear and you are a legit purchaser (agency,
cop, PI, something) ask for the catalog on your letterhead or call them and request
one.
• If it is a dealer or distributor that offers several product lines, send a check for $5.00
with your request, asking them to cash it and/or bill you for any additional funds. If
there is no charge, you will have spent nothing, if the charge is more than five
bucks you may well get the catalog and a bill.
Pay it. Catalogs do cost money to make and distribute, it is not unfair for a supplier to
ask $5.00 for a catalog.
It should be worth that much to you.
8. NEVER send Xeroxed, mimeographed letters, postcards, or obvious duplicates of a
request-for-catalog.
Cheap shot, most companies worth their salt will ignore such a request. Those that do
respond probably have a reason for doing so (like they charge ten times as much as a
legit dealer).
Don't write top level manufacturers or distributors on non-letterhead stationary. Be
professional.
Don't ask involved questions in a catalog request. Get the literature, read it, and if you
still need help in choosing a product, call or fax the company with a succinct question.
It really does take time to answer letters and if it's obvious that the writer hasn't even
read your literature, or wants two hours of free counseling, well, most firms just don't
have the time to compose a reply.
9. BIG ONE
A few of these suppliers are small operators. No problem, some of the neatest
equipment comes from the one man, Martin Kaiser type shops, BUT if you get your
letter back with a "forwarding order expired" or "not at this address" postal stamp, don't
fire off a two page letter to me.
The Covert Catalog is printed electronically, a very expensive process that allows the
publisher to print small quantities in a matter of days. I update anything I find as soon
as possible, but I don't have a secretary (don't I wish) on hand to correspond with
readers who want to talk about why Jones and Company isn't answering their mail any
more.
This book is as current as I can make it. If you do find a supplier that has seemingly
disappeared, let me know. I'll investigate and change the listing before the next
printing.
I do try here, I like my books to be worth their money but please realize this is how I
make my living and, although I get a kick out of the letters I receive, I don't always have
the time to answer properly.
Not being a jerk, if you worked 12-14 hours a day cooking Italian food and a friend
invited you to a party only to hand you a spatula in front of the crowd while saying he
was so glad to see you, and would you mind cooking dinner for 50 people...
You get the idea.
10. FINALLY
I have included literally every supplier, dealer, designer, show, broker and source I
have run across (and verified) in the last several years of my research. Much of this
effort was originally destined for The Whole Spy Catalog.
At one point I realized it was simply too overwhelming to try and highlight hundreds of
sources (and keep them updated) in a book that was already becoming he most
intensive effort I've ever put forward.
Okay, so nothing has been held back in this publication. If you know of a source that
should be included, please so advise me and it will be.
Included, that is.
This book is not an ad for my stuff. You will note that Intelligence Incorporated, the
company that publishes most of my works, gets some play.
That's okay. I have also included the OEM sources for every product II carries that is
they don't manufacture. I would like to point out that they sell most items at the same
price, or in some rare cases, for less, than the original supplier, but feel free to check it
out.
I would like to offer a gentle suggestion that you use this book along with Book II
How To Get Anything On Anybody and/or The Whole Spy Catalog in order to
decide what equipment or source fits your needs.

On the other hand, I feel very good about recommending most of my books and tapes.

countermeasures gear (and a piece or two of
surveillance gear). Once you recognize the
Capri look - black or white plastic boxes with
large black knobs, you will see their ACM-3
countermeasures system, video camera
detector, microwave detector, sub carrier
detector, etc. in many other catalogs.
The bad news is that Capri has just decided to
go wholesale only, selling thru other sources
and will no longer issue their own retail
catalog. Still, if you need inexpensive
surveillance or counter surveillance units that
really work, buy this line from a dealer.
I especially recommend their scanner/recorder
interface (shown) which starts and stops a
recorder automatically when audio is present.
This compresses a surveillance tape down to
the nitty gritty. Price? About $50...

mail order catalogs than any other brand. Usually for about a 400% mark-up. Look for
the distinctive Cony "hands" and the somewhat quaint use of the English language.

Electronic Surveillance Circuits: It is possible to construct, or pay someone
else to construct, surveillance equipment that is difficult or impossible to
purchase In a completed form. DOing It yourself also saves money, since the
markup in this business rivals only that of nobody-gets-turned-down for credit, jewelry
stores.
The downside is that you do need some basic electronic skills and equipment in order
to build a scratch bug.
This ain't Betty Crocker here...
Even kits usually require some tuning and tweaking to function correctly; operations
that simply can not be performed by an equipment free layman.
People that sell plans and/or kits do not normally include trouble shooting your
construction in the price of their product.
It is not legal to sell or possess "equipment designed primarily for the surreptitious
interception of conversations" (I'm paraphrasing a bit here), a law that has
occasionally been applied to dealers and buyers of things like telephone taps
because it's hard to argue you are using them to monitor the baby.
On the other hand, plans, and for the most part kits, are legal.
Okay, that is not really true, after Richard Nixon (you remember) glorified the
advantages of electronic surveillance, a law was passed forbidding the sale or
publication of plans for these units, but this legislation is so obviously against the US
constitution that, to my knowledge, no one has ever been busted under it.
So let's think of it as legal.
This means that one can purchase more exotic equipment in the form of plans or kits
than one can as finished products.
Now Hear This! Electronic Eavesdropping Equipment Design is a book by
one Winston Arrington. Mr. A is an electronics engineer who used to design and sell
some of the hottest surveillance stuff around. Mostly to the government, but not always
and then some nice men with badges visited him (or so my sources tell me) and had a
chat about his marketing policies.
The result being that Sheffield Electronics (Mr. Arrington's company) began selling
only kits and a book. This publication is probably the most complete work on
government level surveillance gear ever published.
Bad news is that it's now out of print.
Good news is that Mr. A tells me he is about (as this is written) to come out with a new
and improved version of his classic work. No price yet, the last one was cheap at $30.

John S. Wilson is another ex-spook supplier who went from 20 years of equipment
design for the alphabet agencies to providing plans for the private sector. Mr. Wilson
produced a newsletter called 2008 which featured his plans for transmitters,
receivers, long range microphones, remote transmitters, car trackers and so on.
Mr. W put his newsletter into a book format and sold them; some to cop types only,
some to the general public. He eventually turned the plans over to his daughter to
market under her imprint, Singletary Publishing.
Daughter eventually sold plans to Mike Enlow, a rather well known PI and author. Mike

prefer to work through computer but will go on an 800 number for a slightly higher
rate. Avert will also check previous employer verifications by telephone for
approximately $14.00 for two references.

documents, vessels, and professional licensing (such as nurses, contractors, etc.).
They require a $100.00 setup fee but have no monthly minimum, you pay only for
the searches you run.

competitor. This could be true since they offer over 150 separate and distinct
searches. Ferrari is set up for computer inquiries that return text files directly to your
printer or they will deal with you on a toll free voice phone or fax service. They also
have some nice add on fees such as fax/rush call back Their coverage is national
and they don't limit themselves to online records as they do search out non-
computer available resources.
Ferrari searches the US, Canada, and over 280 foreign countries and their
searches include all the usual vital statistics, telephone number from name and
address, skip trace, real property, pre-employment, civil statewide, civil county,
consumer credit, date of birth identifier, federal tax liens, garbage retrieval service

Ferrari has maintained a very good reputation in this business and considers
themselves an original source for most of their searches (as opposed to simply
going through another data bank and adding a value added charge to forward
your copy).
The down side is you need to contribute a $300.00 start up fee plus a $25.00

• INTERNATIONAL RESEARCH BUREAU, INC., 1331 East Lafayette St., Suites A & B,

good in the state of Florida. They provide such interesting things as a search
conducted with the Florida Department of Highway, Safety, and Motor Vehicles that
reports all motor vehicle accidents that an individual has been involved in from
1983 to the most recent update. This includes if the target was the driver,
passenger, or pedestrian. They also offer lots of good asset searches. Some nice
background information and criminal history search, and DMV stuff in the state of
Florida. They do a few nationwide searches but they are the same ones handled
by everyone else.
• INFORMATION BANK OF TEXAS INC., 111 W. 14th St., Houston, TX 77008. FAX 713-
862-6237. More limited searching agency, the Information Bank specializes in both
data and off-line (HUMINT) investigations within the Texas region. They provide
state records, federal records, tracing, as well as video surveillance, witness
statements, witness locates, liability and asset discovery.
• IRSC INC., Information Resource Service Company, 3777 N. Harbor Blvd.,
Fullerton, CA 92635, 800-640-4772 (California only), 800-841-1990 (outside
California). One of the real major database providers around ISRC operates from
their own 8,000 square foot facility in Fullerton, California, with 50 employees that
specialize in information resources. They use a state of the art mainframe computer
and will access almost all types of data from skip tracing, employment screening,
consumer credit reports, to asset searches, national locates, criminal records,
driver records, business databases and some special combined searches that will
hit one or more of the identifiers and cross match them with other data. Prices are
quite reasonable. They require a computer and a modem and work directly online
with a user friendly scenario. Most reports are ready in 10 minutes. Some take 24
hours or more. One of the faster and reasonably priced agencies in the information
providing business. They'll accept Visa and Master Card and appear to hit most of
the important databases. Their initial sign up fee is $250.00 and there's a monthly
maintenance fee of $30.00.
• LOGAN REGISTRATION SERVICE, P. O. Box 161644, Sacramento, CA 95816. FAX
800-524-4111, DMV Systems Technology Specialists. Logan offers some of the
cheapest DMV, Alpha, and driver's license searches available on a national basis.
Prices vary depending on the time you allow for processing (they'll do overnight)
and how you access them (fax, non-urgent, mail in, mail back, phone in, mail
report, or 72 hour special phone-to-phone). LRS can provide such esoteric

Nighthawk is run by a couple who are licensed private investigators and I
personally used them for several traces and found them as good as advertised.

retrieval of public records. They have active researchers available throughout the

driving records, criminal records, federal bankruptcy, etc. Good prices.

license history, vehicle search, etc., but have featured no access fee, subscription
fee, or minimum search. Prices are actually quite good and they have a couple
interesting searches that are not found in other bureaus such as Worker's
Compensation Claim Reports and nationwide search for federal penitentiary
information as well as county wide criminal search in most states.

2567. Although they work for some of the largest insurance companies and law
firms in the country, they also encourage private individuals in such areas as
customized investigations surveillance, Workman's Comp, driving records, social
security records, skip locates, etc. Fees are a little bit higher than some of the more
general providers but Florida charges are very reasonable.

365 days a year. Accessible by modem or fax. They require a subscription to their
service but then make available tracking services, real property, public records,

consumers, liens, telephone traces, vehicle and vessel information, etc. Again, this
is a large agency that tends to deal with attorneys or other professionals but unlike
many they branch out by offering non-detective based database research such as
legal or medical research or new research along with business records.
