Yes a.The solid waste generated during
process of mining like over burden,
rejects from coal, etc. will be dumped at
earmarked sites. The overburden
dumps will be reclaimed biologically
with native species.
b.Opencast equipment such as HEMM
needs regular washing. Water from
washing station will be treated for oil
and grease separation before
discharging it out. The treated water will
be used for greenbelt development
within the premises.
c.The mine discharge water normally
contains coal fines will be treated in
settling ponds.

diverted. The details of diversion are
as follows.
• It is proposed to divert the Vatti vagu

the existing diverted position to
facilitate to extend the quarry further
on the north–west side
• Length of proposed diversion: 1.80
Km.
• The distance of diversion from present
position is 500 m.

overlying strata consisting of topsoil and

removed separately as overburden.

mining operations at different stages and

overburden material during Balance life
of the project. The average solid waste
generated during balance operation of

implementation of emergency plan into
operation in case of incident.

IV. Proposed Terms of Reference for EIA studies

Proposed Terms of Reference
1.0 Introduction
1.1 Purpose: The purpose of these Terms of Reference is to provide the public, government
agencies and Singareni Collieries Company Limited (SCCL) with the information
requirements needed for preparing an Environmental Impact Assessment (EIA) report. The
purpose of the EIA report is to identify and assess the environmental impacts associated
with the proposed Khairgura Opencast Expansion Coal Mining Project and determines
whether the project is acceptable and in the public’s best interest.
1.2 Proposed Terms of Reference:
• Generation of baseline data covering the micro meteorological data, ambient air quality,
surface water quality, ground water quality, phreatic surface, hydrogeology, soil quality,
noise levels, biological environment including flora, fauna & aquatic life, land use and
land cover within the core and buffer zone of the project for one season except
monsoon.
• Presently post project monitoring is being carried out in and around the Khairgura
opencast Project Phase-I. Micro meteorological data with windrose diagrams and the
details of post project monitoring locations are enclosed as Annexure - II.
• Delineation of major topographical features such as land use, surface drainage of rivers
/ streams / nallahs / canals, locations of human habitations, major construction including
railways, roads, pipelines, major industries, mines and other pollution sources. Details
of diversion of roads, transmission lines if any.
• Land use studies based on revenue records, SCCL land records, satellite imagery of
the core and buffer zone.
• Detailed hydro geological studies covering ground water resource estimation as per
GEC 1997 methodology, impact of proposed project on surface water regime, ground
water regime, predicted zone of influence, details and impact of diversion of the streams
if any.
• Flow chart of water balance. treatment of effluents from workshop, township, domestic
waste water, details of STP in the colony and details of ETP in the mine
• Activity wise land use details showing break-up of land for mining operation such as
quarry area, OB dumps, green belt, safety zone, service buildings, infrastructure, CHP,
ETP, Stock yard, township / colony, undisturbed area if any within the mining lease area
and out side the mining lease area.

• Land ownership details and phases of acquisition, etc.
• Details of post mining land use, impact of mining on land use pattern, etc.
• Impact of mining on the ambient air quality, prediction modeling using ISCST - 3
(revised) or AERMOD Model.
• Details of coal reserves, geological status of the study area and the seams to be
worked, ultimate working depth and progressive stage-wise working scheme until end of
mine life, calendar programme of coal production and OB removal as per approved
mining plan.
• The progressive mine development and final mine closer plan supported by appropriate

technology and equipment proposed to be used vis-à-vis the potential impacts
• Top soil removal, preservation, spreading and management.

• Copies of clearances / approvals - Mining Plan, Ground Water etc.

• Study on existing flora and fauna in the study area and authenticated list of flora and
fauna by local forest divisional officer.
• Transportation of coal - infrastructure and impact of mineral transportation within and
out side the lease area.
• Occupational health issues - Baseline data of health of the population and measures for
occupational health and safety.
• Capital and revenue cost for implementation of environmental safeguards.
• Post environmental clearance monitoring in respect of air, water, noise levels, land use
and land cover, etc.
• Public consultation in accordance to the provisions of S.O. 1533, dated 14.09.2006 and
subsequent amendments vide S.O. 3067, dated 1st December 2009.
• The EIA / EMP will be prepared as per the generic structure of the EIA Notification vide
S.O. 1533, dated 14th September 2006.

Micro-Meteorological Data
The micro-meteorological data was generated at the project site using an Automatic Weather
Station (Watchdog Model 2000 series made in Dr. East Plainfield, USA) during February2012 to
April 2012 (Three months) to record meteorological data observations like

The maximum and minimum temperature and humidity recorded at the project site are 45.80

the period of February to April 2012 is found to be 30.8 mm.

Details of the existing post project monitoring in and around the Khairagura

A. Air quality monitoring
Parameters:
As per MoEF guidelines, the concentration of Suspended Particulate Matter (PM10 and PM2.5),
Sulphur Dioxide (SO2) and Oxides of Nitrogen (NOx) is being monitored, at 500 m from the dust
generating sources. SCCL is also monitoring ambient air quality in nearby villages to assess the
impact of mining operations on surrounding habitation.
Frequency of Monitoring:
Ministry of Environment and Forests has stipulated load based frequency for monitoring of
ambient air quality in coal mining areas as given below.
• Air quality monitoring is being carried out at a frequency of once in a fortnight (24 hourly
sampling) at the identified locations near the dust generating sources.

B. Water quality monitoring parameters and frequency
Water quality monitoring involves periodical assessment of quality of mine discharge water,
treated workshop effluents, CHP effluent, treated colony effluents, ground water and surface
water.
The following parameters are being periodically monitored in effluents in a coal mining industry
as per the Environmental Standards for coalmines, GSR - 742 (E) dated 25.09.2000.

All the parameters as given in Part - A of General Standards for Discharge of Environmental
Pollutants, GSR 801 (E) EPA 1986 prescribed by CPCB is being analyzed for all the effluents, in
addition to the above parameters, once in a year for assessing the overall quality of effluents.
Frequency of monitoring
Monitoring of waste water samples for four parameters should be done at a frequency of once in
a fortnight.
Effluents are being analysed in every fortnight, whereas ground water, surface water (all
parameters) is being analysed once in every quarter.

The noise level recordings are being measured in dB(A) Leq values, where dB(A) denotes the
time weighted average of the level of sound in decibels on scale A , which is relatable to human

2. INTRODUCTION OF THE PROJECT / BACKGROUND INFORMATION:

The Khairagura Opencast Mine Block is a part of Bellampalli-Dorli Coal belt located
in the northwestern extremity of the Godavari Valley Coalfield. It is located at a
distance of 12Km from Goleti Group of Mines of Bellampalli Area. The total area of
excavation of Khairagura OCP is 5.43 Sq.km. and is covered in Survey of India Topo
sheet No.56/M/7 and 56/M/8 and is bounded by latitudes 190

longitudes 790

18’15”.
The area falls in the reserve forest area in Asifabad Taluka of Adilabad district of
Andhra Pradesh. It is covered under the Tandur Mining Leasehold of the SCCL.
The Khairagura Opencast Project is covered in Existing Tandur Mining Lease (1st
renewal) which was approved vide reference No. G.O. No. 150 (I&C dept), dated
12-02-1990 to an extent of 16286 Ha. and valid up to 31-12-2014 (30years). Copy of
the Mining lease is enclosed herewith.

ii. Brief description of the nature of the project
Khairagura Opencast Project is an existing Opencast Coal Mine belongs to the
Singareni Collieries Company Limited. The Khairagura block forms a virgin coal–
bearing block with an aerial extent of 8.80 Km. long in the Northwestern extremity of
Tandur leasehold in Asifabad Mandal of Adilabad district. It forms a part of the 45
Km. long Bellampalli-Goleti coal belt. In this block 66 bore holes with a total of 13265
m. were drilled up to a maximum depth of 300 m. Total estimated reserves in this
block are 106.31 Mt.
Feasibility report of Khairagura opencast project was initially prepared in 1988 upto a
depth of 107 m. with Dragline, Shovel & Dumper combination based on technical
feasibility study made by CMPDIL, Ranchi with coal and OB removal by
departmental HEMM. The seams proposed for working are II seam and top and
bottom sections of middle seam in the descending order. The project was envisaged
to produce 15.23 Mt of coal by removing 77.69 M.Cum. of overburden with an
average stripping ratio of 5.10 cu m/t and rated capacity of 0.72 Mt per annum. The
life of the project was estimated as 25 years and with average grade of the coal as
‘E’. After approval of the project by the Board on 05.02.1989, it was submitted to the
Govt. of India for sanction on 16.03.1989 and the same was not approved due to
non-availability of land for compensatory afforestation.

Subsequently, the Feasibility Report was revised considering OB removal by hiring
of HEMM and Coal by departmentally in January 2001 and submitted to Technical
Committee of SCCL Board.
The brief particulars of changes made in the original FR are as under.
a) Though shovel-dumper & dragline combination was proposed earlier in
the project, shovel-dumper combination with hiring of HEMM for OB
removal is proposed as it was cheaper.
b) Extraction of Bottom seam with 3.13 Mt of ‘C’ grade coal is added along
with No.II seam, Top and Bottom sections of Middle Seam which were
envisaged in the original FR, keeping in view the latest economics.
c) Total land requirement is brought down from 500 Ha as per original FR to
298 Ha. (Including 140.30 Ha. of forest land). The requirement of forest
land has been reduced from 336.50 Ha. to 140.30 Ha. by shifting the
external dump to non forest land.
The proposal was approved by SCCL Board in its meeting held on 20.09.2001 with a
capital investment of Rs 47.46 Crores and rated capacity of 0.72 Mtpa.

Environmental Clearance for this project was issued by MOEF, GOI vide Lr. No.
J-11015/36/2003-1A-.II (M) dated.16-09-2004.
Forest clearance for diversion of 140.38 Ha of Forest land required for Khairagura
OCP has been obtained Vide Ref. F.No.8-102/200D-FC dated 10.09.2003.
Forest clearance for diversion of 29.85Ha of forest land towards approach road and
power transmission line etc. obtained for Khairagura underground project Vide Ref.
F.No.8-28/94-FC. Dated.28.09.2000. Since the underground project is deferred and
this approach road is also required for Khairagura OCP, the above land requirement
is shown in the RFR Khairagura OCP.
Revised Feasibility Report of Khairagura Opencast Mine
Keeping in view, the experience of working opencast mines at greater depths and
high stripping ratios, it is felt feasible to extend the present project upto a maximum
depth of 222m as against 120m in the existing project. With this the total extractable
reserves will increase to 66.87 Mt and corresponding OB to be removed will be
584.77 M.Cu.m.
This additional area cannot be proposed as a separate UG project as the area is
falling within the high flood level of Vattivagu irrigation project. The optimization of

project is technically feasible by combining with the existing Khairagura OC project.
This will also minimize the construction period. Hence, it is proposed to formulate the
Revised Feasibility Report with a total rated capacity of 2.50 Mtpa upto a maximum
depth of 222m.
Total extractable reserves of the present proposal are 66.87 Mt. with total OB
volume of 584.77 M.Cu.m. The average stripping ratio of the revised proposal is
estimated at 8.74.
Revised Feasibility Report of Khairagura Open Cast Project was approved by the
Board Vide letter No CRP/CS/054/899 Dt. 13-09-2006 with an estimated capital cost
of Rs.92.46 Crores, for a targeted annual output of 2.50 Mt. and with the project life
of 27 years. It is proposed to excavate OB by out sourcing and coal by departmental
HEMM. The Environmental Clearance for this project was issued vide Lr.No.J-
110156892007-1A.II (M) Dt.22-10-2007.
Present proposal
Keeping in view of the increase in demand in the SCCL command area and limited
scope for enhancing production in the short run, it is proposed to enhance the
capacities of presently operating opencast mines to their optimum levels with short
gestation.
Khairagura OCP is one of such projects wherein the potential production capacity
can be enhanced from 2.5 MTPA to 3.12 MTPA with minimum additional facilities
and with short gestation.
iii. Need for the project and its importance to the country and or region
The Singareni Collieries Company Limited is a state owned Public Sector Company
operating 35 Nos. of Underground mines and 15 No. of Opencast mines. It has been
exploiting coal for more than 120 years. Out of 470 Km long Pranhita Godavari
valley Coal field, the 350 Km sector is lying mostly in the South Indian State of
Andhra Pradesh. Over the years, the Company had expanded its exploitation
activities in Adilabad, Karimnagar, Warangal and Khammam districts of Andhra
Pradesh.
SCCL is taking the following steps for increasing the coal production.
1) Reconstruction of existing mines for optimum production by intermediate and
high technology.
2) Improving the productivity in the existing mines by improving the utilization of
the equipment.
3) Opening of new mines in the adjoining/superjacent areas/seams for higher
production.
4) Adopting opencast method of mining wherever possible for high rate of
production.
5) Conversion of shallow underground workings to opencast method for
extraction of balance coal reserves.
6) Extension of the existing opencast workings to further dip side upto optimum
level.
7) Enhancing the production of existing opencast projects where ever possible

In this context, viability of enhancement of production of existing Khairagura
Opencast Project is examined and found amenable for enhancement by enhancing
the capacity of HEMM.
iv. Demand-Supply gap
The total availability of coal from the existing projects, projects under implementation
and approved projects is inadequate to meet the total demand and a substantial gap
remains unfulfilled. The following statement reveals the gap and justifies planning of
additional new projects and reconstructing the existing Projects. The terminating
year production projections of XI Plan can only be met by starting new mines and by
reorganizing & reconstructing some of the existing mines to step up production with
advanced technology.
The main consumers of coal are power sector companies like NTPC, APGENCO,
KPCL, MSEB, cement and other industries like Heavy water plant, Brick etc.

The present proposal of, expansion of existing Khairagura Opencast Project, is
planned to increase production capacity from 2.5 MTPA to 3.12 MTPA without
increase in ML area.
v. Imports vs. Indigenous production
Certain quantity of coal is being imported to mitigate demand-supply gap in the
country. In order to reduce the imports and to increase the production capacities, it is
proposed to increase the capacity of the existing Khairagura Open Cast Project.
vi. Export possibility
There is no possibility of export of coal from this mine as there is sufficient demand
for industries located in the region and also elsewhere in AP and India
vii. Domestic / export markets
The coal produced is fed to the major domestic customers namely Power sector,
Cement industries, fertilizers, brick industries etc
viii. Employment generation(Direct and Indirect) due to the project:
This is an existing project, which is considered for further production enhancement.
Due to opening of this project direct employment was generated in the company for
working various operations in the mine. The total manpower deployed by the
company in this mine is 366.
Apart from the direct employment, Indirect employment may also be generated to lot
many in the form of Coal transportation, picking of Shale / Stone from the conveyor

belts, supply of raw material like fly ash bricks, general conveyance of persons to the
mine from their location by means of hired vehicles, housekeeping, out sourced OB
removal etc.

The project is a coal producing unit referred to as a Coal mine. The coal produced is
brought to surface and dispatched to identified customers namely Power houses,
Cement industries, fertilizer industries, and other coal based industries.
The components of the project are:
Under the prevailing geo-mining conditions, with multiple seams it is proposed to
mine the property using shovel-dumper combination, which is considered to be most
suitable method of opencast mining.
The method of work with Shovel-dumper Mining comprises of –
• Removal of topsoil.
• Initial opening of Box cut and removal of intermediate hard rock (Since it is a
continuing Project opening of Box cut is not required).
• Removal of OB to expose the coal seam.
• Excavation of coal.
The activities involved in the Process are:

• Transportation of coal from face to surface by means of dumpers

Mode of Transportation of Raw Material:
• Explosives are being transported in Explosive Vans Approved by the Chief
controller of Explosives
• Diesel oil is being transported to Company Established Oil Bunks at site
through approved Oil Company Lorries.
Marketing area of final product:
• The coal is supplied to the major customers like Powerhouses, Cement,
Textiles, Paper, Railways, and other coal based industries.
Mode of Transportation of Finished Product (Coal):
• The coal is being transported by road through trucks to consumers/CHP.
vii. Resource optimization / recycling and reuse envisaged in the
Project, if any, should be briefly outlined.
Resources like Explosives, Diesel Oil, Machinery, Land, Power and Water are
fully optimized to minimize unnecessary losses during the process of excavation
and supply of coal to the customers.
As the coal mining process does not involve any chemical process, the excess
pumping water will be useful for supply for domestic purpose, drinking and
irrigation to nearby fields. The effluents from workshop are being treated in ETPs
and waste water will be utilized for watering plantations, parks, lawns, gardens
and for spraying arrangement for dust control, etc.
Excess water, Let out from the mine is being treated in settling tanks and used for
agriculture purpose.
viii. Availability of water, its source, Energy / Power requirement and
source should be given
• The water produced in the mine during mining activity is collected at identified
sumps and is pumped to surface by means of suitable capacity of pumps. The
water is treated in slow sand filters followed by disinfections can be utilized for
drinking. The water required for industrial purpose such as washing, spraying,
etc. is also met from the pumped out water.

• The source of power for the project is from 132 kV sub-station, Mandamarri.
This sub-station is having sufficient spare capacity to meet the power
requirement of expansion project also. One overhead transmission line of 33
KV supplies power from this substation to Goleti which is 12 km away from the
Khairagura project, from there the power required for the project is drawn.
ix.Quantity of wastes to be generated (liquid/solid) and scheme for their
disposal
In this project involves the excavation of coal from the earth crust. During the
process of excavation, the superincumbent strata required to be removed and
dumped in the earmarked sites as a solid waste. The wastes in the form of solid &
liquid are being generated during mining activity.
Solid waste
As per the RFR of Khairagura opencast Project, the total coal to be extracted is
66.87 Mt and OB to be removed is 584.77 M.Cum with a stripping ratio of 8.74
Cum/T.
Out of 584.77 M.Cum of total OB to be handled, 573.91 M.Cum is hard OB and the
balance 10.86 M.Cum is topsoil. Out of 573.91 M.Cum hard OB to be excavated in
the entire life of the project, 181.13 M.Cum of OB will be dumped in external Dump
yards (Dump-1, Dump-2 & Dump-3) and the remaining 392.78 M.Cum of OB will be
dumped internally.
Maximum height of the External Dump yard-1 & 2 will be 90m, External dump yard-3
height will be 120m and that of internal dump yard will be 90m above ground level
with decks of 30m each.
A total of 10.86 M.Cum of Top soil is excavated during the project life. Adequate care
has been taken to preserve the Top soil in temporary dump yards (during the initial
period of Quarry operation) and spread over the dumps in the later part.
The Top soil produced from the main quarry area was preserved on the northwest
side of the quarry and the top soil produced in the expansion quarry area will be
spread over the external and internal dumps
Liquid waste
The liquid waste generated in the mine like used engine oil, used gear oil, used
brake oils and other lubricants are stored in separate tins/drums/cans and sent to
main stores for disposal to APPCB authorized recyclers.

4. SITE ANALYSIS:
i. Connectivity
The nearest railhead from the project site is Asifabad Road Railway Station, which is
at a distance of about 23 Kms. This railway station is situated between Kazipet-
Balharshah section of South Central Railway.
Goleti-2 Incline underground mine is 8 Kms. to the East of the block and all weather
motorable road communication is present upto this mine.
. The Khairagura Opencast Mine is connected by 14 km road to Hyderabad-Nagpur
Highway and by 320 km road to the State Capital Hyderabad.
Land form, Land use and Land ownership
The total land required for the project is 1217.50 Ha: which is presently under the
control of SCCL. No additional land is required for the present expansion proposal of
the project. The land already acquired is used for the project is as follows:

Physiography
The Khairagura Block forms part of a small valley surrounded by rugged country,
with hill range on all sides, viz., in the East by Madigutta (MSL 533 m.) and Sonapur
gutta (MSL 512 m.), in the West by Borijamgutta (MSL 406 m) in the south by
Bijalgutta (MSL 482 m.) and in the North by Gurram Rajula Gutta (MSL 640 m.) as
shown in Plate No.1. The Chopri gutta (MSL 458 m.) forms another important
landmark in the southeastern extremity of the block. The surface elevation in the
valley portion is around 266 m. above mean sea level (MSL).
Drainage
The area is drained mainly by the Vattivagu, a perennial Vagu and its small rivulets
of dendritic pattern. The Vattivagu flowing in the northerly direction meanders

through the area. The Vattivagu joins Mosaramvagu which joins Peddavagu, which
in turn forms a tributary to river Pranhita. The basin slope of this area is about
10.35m/Km.
A dam has been constructed across Vattivagu about 7.5 Kms. downstream of the
area proposed for opencast, with a high flood level of 239 m above mean sea level.

ii. Existing land use pattern (agriculture, non -agriculture, forest, water
bodies(including area under CRZ)),shortest distances from the periphery of
the project to periphery of the forests, national park, wild life sanctuary, eco
sensitive areas, water bodies(distance from the HFL of the river).In case of
industrial area, a copy of the Gazette notification should be given.

The existing project area does not fall under CRZ area. There is No National Park,
Wild life sanctuary; eco sensitive area exists within 15 Km radius of the project
boundary. Part of project area falls under Tiryani reserve Forest.
Vattivagu which is a main drainage channel in the area, passing through the property
was diverted along the Mine boundary before starting of the Mine. A flood protection
bund is constructed with top of bund at 242 m MSL on the eastern bank of the Vagu
between the Vagu and the existing opencast area. The length of the bund is about
1.40 Km.
iii.Existing Infrastructure
The infrastructure existing in the mine is used for extraction and transportation coal.
The existing infrastructure is given below:

• HEMM of different capacities
• Different capacities of electrical equipments.

iv.Soil classification
The soil is clayey loam to silty clay loam. Its colour varies from reddish brown to dark
gray brown. The pH value ranging from 6.54 to 8.1, which indicate that the soils are
alkaline in nature. The available organic carbon is on average low to medium,
phosphorous content is ranging from less than 1.00 to 22.54 kg/Ha and potash
content is varying from 100 to 623 Kg/Ha.
v. Climatic data from secondary sources
The area enjoys a typical tropical climate. A distinct hot summer between March and
May with temperatures recording around 45O
C, a good rainy season spreading from
June to September and mild pleasant Winter between October and February
characterize the climate of the area.
The maximum wind speed is reported to be 22 Km/h with a maximum pressure of
100 Kg/cm 2.
The annual rainfall of this area monitored from 1973 to 2005 at Asifabad, the nearest
gauging station, indicated the annual rainfall to vary widely from 670.50 mm (1974)
to 2061.80mm (1998) with an average of 1131.0 mm and a median of 1035.6 mm.
The maximum daily rain fall during this period is 240 mm (13th
August 1986) and the
maximum monthly rain fall is 757.40mm (August 1986).
vi.Social Infrastructure available
The mining activities in the proposed project area are being carried since 1979. The
social infrastructure in terms of connectivity by road and rail, communication, health,
sanitation, community centers, education, financial institutions, income source, etc.
are well established. Infrastructure facilities were fully developed in the area. SCCL
has constructed quarters for residential accommodation of the employees employed
in the mine at Goleti Town ship. The housing satisfaction of the employees is around
65%. Other facilities provided were:
• Well connected to District and State head quarters.
• Power supply network and communication network
• Hospital for necessary medical aid with specialist doctors
• Acute Medical cases referred to Super specialty hospitals by the company
• Clubs for social interactions and recreation
• Bank facility and ATM counters
• Schools for providing necessary education
• Parks for recreation
• Necessary market facilities and shops
• Provision of Super bazaar
• Supply of free LPG
• Provision of petrol through Company petrol bunk

Details of coal seams
The detailed investigations in Khairagura block have established the presence of 3
coal seams viz., Bottom seam (Top and Bottom sections), Middle seam (Top and
Bottom sections) and No.II seam in ascending order. Outcrops of the coal seams
are exposed in the Vattivagu in its tributaries in southern part of the area. All the
seams are considered for extraction

The rated production capacity of the project is proposed to be enhanced from 2.50
MTPA. to 3.12 MTPA. The life of the project for the remaining property is 17 years.

The rated capacity of 3.12 MTPA of ROM coal is proposed to be achieved during the
first year of mining operations itself i.e. 2013-14 and will be maintained till 2028-29.
The coal output in the final year i.e. 2029-30 is 2.29 Mt. The details pertaining to
Khairagura OC Project Capacity Expansion (for balance area to be excavated from
2013-14onwards) are as follows:

Expansion Project with Shovel-Dumper combination.
CONSTRUCTION AND DEMOLITION WORKS
Khairagura Opencast Project is a working mine, hence the existing infrastructure
facilities like service buildings, work shop, Office buildings and Sub-stations etc will
serve this expansion project. No further construction or demolition of structures is
required.

WASTE MANAGEMENT
Dumping Strategy (Background)
The hard OB removed from the Quarry will be dumped in the External Dump yards
from the beginning of the Quarry starting to the 12th
year of the Project. Internal
dumping will start from 8th
year of the (1st
year of expansion project) project till the
end of the project. From 8th
year to 12th
year, part of hard OB quantity about 100.37
M.Cu.m will be dumped in the External dump yard. Out of 573.91 M.Cum of total
hard OB to be removed from the Quarry in the entire life of the project, 187.65
M.Cum (i.e. 32.09%) of OB will be dumped externally (Dump-1, Dump-2 & Dump-3)
and 395.64 M.Cu.m (i.e. 67.91%) of OB will be dumped in the internal dump yard.
Maximum height of the External Dump yard-1 & 2 will be 90m, External dump yard-3
height will be 120m and that of internal dump yard will be 90m above ground level
with decks of 30m each.
Design criteria:
The following design criteria has been considered for waste dumps,
i) Separate spoil dumps for Top soil and other OB.
ii) Maximum height of Top soil dump will be 10 meters.
iii) Hard OB to be dumped in 30 m high decks.
iv) 35m wide terrace for allowing safe transport.
v) Dump slope for each deck to be at 37 ½ 0
vi) Track Dozers will be deployed for shaping the dumps
vii) Maximum height of External dump yard-1&2 and Internal dump yard will be
90m above ground level.
viii) Maximum height of External dump yard-3 will be 120m above ground level.
Dump Yards:
It is proposed to accommodate the overburden in the following dump yards:
1. External Dump yard-1 which is located on the North-East side of quarry.
2. External Dump yard-2 which is located on the North-West side of quarry.
3. External Dump yard-3 which is located on the North-West side of quarry.
4. Internal Dump yard will be commenced from 1st
year of the Expansion Project.
5. Temporary storage of Topsoil between External Dump yard-2 and External
Dump yard-3 which will subsequently be spread over the slopes of the finished
dump yards.

The total (hard OB and Topsoil) OB produced in the project including top soil is
584.77 M.Cum, which will be accommodated in the external and internal dump yards
as shown.

External Dump yards:
Out of total 573.91 M.Cu.m of hard OB removed from the Quarry, 25.89 M.Cu.m of
OB was dumped in the External Dump yard-1 which is located in North-East side of
quarry, 23.13 M.Cu.m of OB will be dumped in the External Dump yard-2 and 132.11
M.Cu.m of OB will be dumped in the External Dump yard-3 which are located in the
North-West side of the quarry.
The maximum dump height proposed for External dump yard-1&2 will be 90m and
for External dump yard-3 it will be 120m above the ground level.
57.55 Ha of land is earmarked between External Dump yard-2 and 3 for temporary
storage of top soil of about 7.15 M. Cu.m. The height of top soil dump yard will not
be more than 10m.
Internal Dump Yard:
Internal dumping will be commenced from the 8th
year and will continue till the end of
the project. Out of total 573.91 M.Cu.m of hard OB excavated from the Quarry in the
entire life to the project, 392.78 M.Cu.m of hard OB will be dumped in the Internal
Dump yard. The Final height of the internal dump yard will be 90m above the ground
level.
Topsoil:
Temporary storage of top soil of about 7.15 M.Cu.m will be done in an area of about
57.55 Ha (Ullipitta Block Area) between External Dump yard-2 & 3 which will be
rehandled and spread over the finished dumps. The maximum height of the top soil
dump yard will be 10m.
Out of 10.86 M.Cu.m of total top soil removed, 1.48 M.Cum of top soil was used for
Bunds in the early years, 1.8 M.cum of top soil in External dump yard-1, 1.69 M.cum
of top soil in External dump yard-2, 3.03 M.cum of top soil in External dump yard-3
and remaining 2.86 M.cum of top soil will be spread over the finished Internal dump
yard.
There will not be any topsoil production after 16th
year.
Final Void
The Maximum depth of the Final void at the end of mining operations is 222m.The
volume of the void is 299.13 M.Cum and covers an area of 157.71 Ha.
ii. Population projection
The average daily attendance required to achieve the rated production of 3.12 MTPA
is estimated to be 312 excluding area level. After considering absenteeism towards
authorized leave, sick etc., the men on roll for the project is 366 excluding Area level.
Contractor manpower is not considered. The average daily production is 9455
tonnes (3.12 MTPA). The planned O.M.S. is 30.30 tonnes at 100% performance
level.
iii. Land use planning (breakup along with green belt etc)
The land required for the project is being used for quarry, OB dumping, pit head
infrastructure, approach roads, etc. but the same will be reclaimed to economic /
social use.

iv. Assessment of infrastructure demand (Physical & Social)
The proposed project is planned to develop in the existing coal belt of the company
and well established infrastructure such as road, rail, railway siding, CHP, Township,
communication, power supply arrangements, etc. are available.
v. Amenities/Facilities
The facilities are provided to the persons connected to mining operation whether
direct or indirect are:
Residential quarters, Rest shelters for taking rest, Canteen facilities at subsidized
rates, Washing/bathing facilities, provision of motor cycle/Cycle sheds, provision of
drinking water points, sanitation facilities ,first aid and medical facilities etc.
6. PROPOSED INFRASTRUCTURE
i. Industrial area (Processing area)
The existing office buildings, workshops and CHP will be catering the needs for
proposed expansion project.
ii. Residential area (Non processing area)
No additional township is required for the envisaged proposal. The existing township
is sufficient to cater the needs of persons employed in the mine.
iii. Green belt

Till now plantation was done in an area of 232.41 Ha over the external OB dumps
and mine premises. And it is proposed to carry out plantation as a part of Green belt
development at areas along the roads, vacant lands along ML boundary and also in
the township outside the lease area.
iv. Social Infrastructure
Social Infrastructure available in the area will cater the needs of the employees
working in the mine. No additional social infrastructure is proposed in the project
v. Connectivity(Traffic and transportation road/ Rail/Metro/ Water ways etc)
Presently, the coal dispatches of Khairagura OCP are being handled by RKP CHP,
which is situated at about 63KM. Part of the coal is being dispatched by off-loading
through Wharf loading system to the customers from nearby Rebbana Railway
Station.
A Coal Handling Plant of 4.0 M.T. of annual capacity is envisaged in this area and is
under construction at Rebbana Rly Station. This CHP is proposed to be served by a
6 Kms. long railway siding drawn cut from Asifabad Road Railway Station of south
Central Railway.
vi. Drinking water management (Source and Supply of water)
Seepage water is collected in the sumps created in the dip most area of the quarry.
The water is pumped to the surface and treated by RO system before it is used for
drinking. And the remaining water is being used for other industrial purpose.
vii. Sewerage system
The sewerage water is being treated in 1.5 MLD capacity STP in Goleti Township for
newly constructed quarters. The sewage water coming out from existing old quarters
and office premises is being treated in septic tank followed by soak pit.
viii. Industrial waste management
The major effluent source is mine water pumped out from the mine, which is being
let out into natural streams after removal of suspended solids. The other source of
concern would be the domestic and service building effluents. The domestic effluent
is being treated in septic tank followed by soak pits.
In the coal extraction process, coal containing impurities such as shale or sometimes
sandstone is being transported to the coal handling plant. There, the shale and sand
stone is being picked out manually. This solid waste is in the form of lumps.
The solid waste from the townships is being collected from the collection bins and
tricycles provided by SCCL. The domestic solid waste collected is being transported
to the disposal sites of SCCL. The solid waste disposal sites are identified in the low-
lying areas, over burden dumps and subsidence areas of SCCL. Hence, no
appreciable impact is anticipated due to disposal of solid wastes.

There is no problem for collection, handling and transport of solid wastes and there
will not be any subsequent pollution of air, water and soil due to disposal or reuse of
solid wastes.
ix. Solid waste management

x. Power requirement & supply/source
The source of power for the project is from 132 kV sub-station, Mandamarri. This
sub-station is having sufficient spare capacity to meet the power requirement of
expansion project also. One overhead transmission line of 33 KV supplies power
from this substation to Goleti which is 12 km away from the Khairagura project, from
there the power required for the project is drawn.
The power requirement for this project is about 1.748 MVA (as OB removal is by
hiring HEMM, which are mainly with diesel operated equipment).
7. REHABILITATION AND RESETTLEMENT (R&R) PLAN:
This is already operating project and no new land is required for this project.
Production enhancement is proposed by optimizing the existing HEMM. Hence no
R & R is involved.
8. PROJECT SCHEDULE:

The project is already operating opencast mine and proposed to enhance its rated
capacity from 2.5 MTPA to 3.12 MTPA. The project under the present proposal is a
working mine, hence it is expected to achieve the rated capacity in the 1st
year itself
(i.e. 2013-14) and to be closed in the year 2029-30 (17 years life).
9. ANALYSIS OF PROPOSAL (FINAL RECOMMENDATION):
Financial and social benefits with special emphasis on the benefit to the local
people including tribal population, if any, in the area.
IMPROVEMENT IN PHYSICAL INFRASTRUCTURE
This project is located in the Adilabad district of Andhra Pradesh. The project is also
located in an area where communications and other facilities are not up to the mark.
The following physical infrastructure facilities will further improve due to proposed
project.
• Road Transport facilities
• Communications
• Housing facilities
• Water supply and sanitation
• Power
• Medical, Educational and social benefits will be made available to the nearby
civilian population in addition to the workmen employed in the project.
IMPROVEMENT IN SOCIAL INFRASTRUCTURE
Coal mining and agriculture is the basic sector of employment for the local people in
this area. This project is lead to indirect employment opportunity. Employment is
expected during civil construction period, in trade, garbage lifting, sanitation and
other ancillary services, Employment in these sectors is primarily temporary or
contractual and involvement of unskilled labor is more. A major part of this labor
force is mainly from local villagers who are expected to engage themselves both in
agriculture and project activities. This will enhance their income and lead to overall
economic growth of the area.
The following changes in socio-economic status are expected to take place with this
project.
i) The project is having a strong positive employment and income effect, both direct
as well as indirect. Migrant - non-migrant ratio will shift towards migrant side
because a number of people will migrate towards the central region of study
circle in the years to come. This will happen because of better indirect
employment opportunities due to this project.
ii) The project is going to have positive impact on consumption behavior by way of
raising average consumption and income through multiplier effect.
iii) The project is going to bring about changes in the pattern of demand from food to
non-food items and sufficient income is generated.
iv) People perceive that the project will help in the development of social
infrastructures / such as.
• Education facilities
• Banking facilities
• Post offices and Communication facilities

OTHER TANGIBLE BENEFITS
The proposed Khairagura Opencast Expansion Project is likely to have other
tangible benefits as given below.
• Indirect employment opportunities to local people in contractual works like
housing construction, transportation, sanitation, for supply of goods and
services to the project and other community services.
• Additional housing demand for rental accommodation will increase.
• Market and business establishment facilities will also increase.
• Cultural, recreation and aesthetic facilities will also improve.
• Improvement in communication, transport, education, community
development and medical facilities.
• Overall change in employment and income opportunity.
• The State Government will also benefit directly from the proposed project,
through increased revenue from royalties, excise duty and etc.
Justification
• Opencast method is a safe method of mining compared to underground
method.
• The development of coalfield will provide better social and economic life to the
area. It will also give a boost to the industrial activity in the area and help in
creating national wealth.
• In order to meet the ever increasing coal demand, it is essential to enhance
the production. The project will contribute 3.12 Mt of coal per annum.
• This project enables extraction of 52.21 Mt of coal.
• Thin seams, which are not amenable for extraction by underground method,
can now be extracted by opencast method.

Yes a.The solid waste generated during process of mining like over burden, rejects from coal, etc. will be dumped at earmarked sites. The overburden dumps will be reclaimed biologically with native species. b.Opencast equipment such as HEMM needs regular washing. Water from washing station will be treated for oil and grease separation before discharging it out. The treated water will be used for greenbelt development within the premises. c.The mine discharge water normally contains coal fines will be treated in settling ponds. 1.16 Facilities for long term housing of operational workers? No Existing township is sufficient for this project requirement for housing needs of the employees. 1.17 New road, rail or sea traffic during construction or operation? No Existing road network is sufficient to cater the needs of expansion project. 1.18 New road, rail, air waterborne or other transport infrastructure including new or altered routes and stations, ports, airports etc? No Nil 1.19 Closure or diversion of existing transport routes or infrastructure leading to changes in traffic movements? No No closure or diversion of existing transport routes or infrastructure 1.20 New or diverted transmission lines or pipelines? No No new or diversion of transmission lines or pipe lines required. Existing transmission lines will meet the requirements of expansion. 1.21 Impoundment, damming, culverting, realignment or other changes to the hydrology of watercourses or aquifers? Yes • Vatti vagu is passing through the north-west side of the expansion mining block and is required to be diverted. The details of diversion are as follows. • It is proposed to divert the Vatti vagu during the 15th year of the project from the existing diverted position to facilitate to extend the quarry further on the north–west side • Length of proposed diversion: 1.80 Km. • The distance of diversion from present position is 500 m. 1.22 Stream crossings? Yes There are no stream crossings in the 6 S. Yes Presently 11430 KLD of water is being discharged from the existing mine. Excess mine discharge 9780 KLD is being discharged into vatti vagu after treatment, which is being used by near by villagers for agricultural purpose. 1.24 Changes in water bodies or the land surface affecting drainage or run-off? Yes The Vatti Vagu passing through the proposed expansion is required to be diverted 1.25 Transport of personnel or materials for construction, operation or decommissioning? Yes Individual transport by workmen from township to the site. 1.26 Long-term dismantling or decommissioning or restoration works? Yes De commissioning / closure plan will be prepared as per the guidelines given by Ministry of Coal in this regard. 1.27 Ongoing activity during decommissioning which could have an impact on the environment? Yes The project area will be reclaimed and plantation will be carried out in phased manner. Till now progressive area of afforestation is 232.41 Ha in the this project Service buildings will be dismantled at the end of mining operations. All the activities involved during de- commissioning will be carried out and material will be handled as per closure plan approved by Ministry of Coal, thereby minimizing the impact. 1.28 Influx of people to an area in either temporarily or permanently? Yes No influx of people to the area is envisaged as required manpower will be deployed from existing / closing mines of the area. Present Project manpower is 366. 1.29 Introduction of alien species? No external source is required for expansion project. About 1650M3/day will be required for various mine requirements of the project. 2.3 Minerals (MT) Yes No minerals are required to be used for the project as it is only process of excavation of coal from the earth crust. 2.4 Construction material – stone, aggregates, sand / soil (expected source – MT) Yes Only meager quantity of construction materials like sand, stone, cement are required for construction of structures. 2.5 Forests and timber (source – MT) No No timber is required for the project. 2.6 Energy including electricity and fuels (source, competing users) Unit: fuel (MT), energy (MW) Yes The drilling in OB is by electrical operated drills and remaining machinery is operated by Diesel. Rainfall recorded during the period of February to April 2012 is found to be 30.8 mm. Air quality monitoring Parameters: As per MoEF guidelines, the concentration of Suspended Particulate Matter (PM10 and PM2.5), Sulphur Dioxide (SO2) and Oxides of Nitrogen (NOx) is being monitored, at 500 m from the dust generating sources. SCCL is also monitoring ambient air quality in nearby villages to assess the impact of mining operations on surrounding habitation. Frequency of Monitoring: Ministry of Environment and Forests has stipulated load based frequency for monitoring of ambient air quality in coal mining areas as given below. • Air quality monitoring is being carried out at a frequency of once in a fortnight (24 hourly sampling) at the identified locations near the dust generating sources. In case of mining project, a copy of mining lease / letter of intent should be given Singareni Collieries Company Limited 2 Prefeasibility Report of Khairagura OCP The Khairagura Opencast Mine Block is a part of Bellampalli-Dorli Coal belt located in the northwestern extremity of the Godavari Valley Coalfield. It is located at a distance of 12Km from Goleti Group of Mines of Bellampalli Area. The total area of excavation of Khairagura OCP is 5.43 Sq.km. and is covered in Survey of India Topo sheet No.56/M/7 and 56/M/8 and is bounded by latitudes 190 14’10” to 190 15’20” and longitudes 790 16’00” to 790 18’15”. The area falls in the reserve forest area in Asifabad Taluka of Adilabad district of Andhra Pradesh. It is covered under the Tandur Mining Leasehold of the SCCL. The Khairagura Opencast Project is covered in Existing Tandur Mining Lease (1st renewal) which was approved vide reference No. G.O. No. 150 (I&C dept), dated 12-02-1990 to an extent of 16286 Ha. and valid up to 31-12-2014 (30years). Copy of the Mining lease is enclosed herewith. Project Proponent. Brief description of the nature of the project Khairagura Opencast Project is an existing Opencast Coal Mine belongs to the Singareni Collieries Company Limited. The Khairagura block forms a virgin coal– bearing block with an aerial extent of 8.80 Km. long in the Northwestern extremity of Tandur leasehold in Asifabad Mandal of Adilabad district. It forms a part of the 45 Km. long Bellampalli-Goleti coal belt. In this block 66 bore holes with a total of 13265 m. were drilled up to a maximum depth of 300 m. Total estimated reserves in this block are 106.31 Mt. Feasibility report of Khairagura opencast project was initially prepared in 1988 upto a depth of 107 m. with Dragline, Shovel & Dumper combination based on technical feasibility study made by CMPDIL, Ranchi with coal and OB removal by departmental HEMM. The seams proposed for working are II seam and top and bottom sections of middle seam in the descending order. The project was envisaged to produce 15.23 Mt of coal by removing 77.69 M.Cum. of overburden with an average stripping ratio of 5.10 cu m/t and rated capacity of 0.72 Mt per annum. The life of the project was estimated as 25 years and with average grade of the coal as ‘E’. After approval of the project by the Board on 05.02.1989, it was submitted to the Govt. of India for sanction on 16.03.1989 and the same was not approved due to non-availability of land for compensatory afforestation.

Singareni Collieries Company Limited 3 Prefeasibility Report of Khairagura OCP Subsequently, the Feasibility Report was revised considering OB removal by hiring of HEMM and Coal by departmentally in January 2001 and submitted to Technical Committee of SCCL Board. The brief particulars of changes made in the original FR are as under. a) Though shovel-dumper & dragline combination was proposed earlier in the project, shovel-dumper combination with hiring of HEMM for OB removal is proposed as it was cheaper. b) Extraction of Bottom seam with 3.13 Mt of ‘C’ grade coal is added along with No.II seam, Top and Bottom sections of Middle Seam which were envisaged in the original FR, keeping in view the latest economics. c) Total land requirement is brought down from 500 Ha as per original FR to 298 Ha. (Including 140.30 Ha. of forest land). The requirement of forest land has been reduced from 336.50 Ha. to 140.30 Ha. by shifting the external dump to non forest land. The proposal was approved by SCCL Board in its meeting held on 20.09.2001 with a capital investment of Rs 47.46 Crores and rated capacity of 0.72 Mtpa. Revised Feasibility Report of Khairagura Opencast Mine Keeping in view, the experience of working opencast mines at greater depths and high stripping ratios, it is felt feasible to extend the present project upto a maximum depth of 222m as against 120m in the existing project. With this the total extractable reserves will increase to 66.87 Mt and corresponding OB to be removed will be 584.77 M.Cu.m. This additional area cannot be proposed as a separate UG project as the area is falling within the high flood level of Vattivagu irrigation project. The optimization of Singareni Collieries Company Limited 4 Prefeasibility Report of Khairagura OCP project is technically feasible by combining with the existing Khairagura OC project. This will also minimize the construction period. Hence, it is proposed to formulate the Revised Feasibility Report with a total rated capacity of 2.50 Mtpa upto a maximum depth of 222m. Total extractable reserves of the present proposal are 66.87 Mt. with total OB volume of 584.77 M.Cu.m. The average stripping ratio of the revised proposal is estimated at 8.74. Revised Feasibility Report of Khairagura Open Cast Project was approved by the Board Vide letter No CRP/CS/054/899 Dt. 13-09-2006 with an estimated capital cost of Rs.92.46 Crores, for a targeted annual output of 2.50 Mt. and with the project life of 27 years. It is proposed to excavate OB by out sourcing and coal by departmental HEMM. The Environmental Clearance for this project was issued vide Lr.No.J- 110156892007-1A.II (M) Dt.22-10-2007. Present proposal Keeping in view of the increase in demand in the SCCL command area and limited scope for enhancing production in the short run, it is proposed to enhance the capacities of presently operating opencast mines to their optimum levels with short gestation. Khairagura OCP is one of such projects wherein the potential production capacity can be enhanced from 2.5 MTPA to 3.12 MTPA with minimum additional facilities and with short gestation. iii. Need for the project and its importance to the country and or region The Singareni Collieries Company Limited is a state owned Public Sector Company operating 35 Nos. of Underground mines and 15 No. of Opencast mines. It has been exploiting coal for more than 120 years. Out of 470 Km long Pranhita Godavari valley Coal field, the 350 Km sector is lying mostly in the South Indian State of Andhra Pradesh. Over the years, the Company had expanded its exploitation activities in Adilabad, Karimnagar, Warangal and Khammam districts of Andhra Pradesh. SCCL is taking the following steps for increasing the coal production. 1) Reconstruction of existing mines for optimum production by intermediate and high technology. 2) Improving the productivity in the existing mines by improving the utilization of the equipment. 3) Opening of new mines in the adjoining/superjacent areas/seams for higher production. 4) Adopting opencast method of mining wherever possible for high rate of production. 5) Conversion of shallow underground workings to opencast method for extraction of balance coal reserves. 6) Extension of the existing opencast workings to further dip side upto optimum level. 7) Enhancing the production of existing opencast projects where ever possible

Demand-Supply gap The total availability of coal from the existing projects, projects under implementation and approved projects is inadequate to meet the total demand and a substantial gap remains unfulfilled. The following statement reveals the gap and justifies planning of additional new projects and reconstructing the existing Projects. The terminating year production projections of XI Plan can only be met by starting new mines and by reorganizing & reconstructing some of the existing mines to step up production with advanced technology. Imports vs. Indigenous production Certain quantity of coal is being imported to mitigate demand-supply gap in the country. In order to reduce the imports and to increase the production capacities, it is proposed to increase the capacity of the existing Khairagura Open Cast Project. vi. Export possibility There is no possibility of export of coal from this mine as there is sufficient demand for industries located in the region and also elsewhere in AP and India vii. Domestic / export markets The coal produced is fed to the major domestic customers namely Power sector, Cement industries, fertilizers, brick industries etc viii. Employment generation(Direct and Indirect) due to the project: This is an existing project, which is considered for further production enhancement. Due to opening of this project direct employment was generated in the company for working various operations in the mine. The total manpower deployed by the company in this mine is 366. PROJECT DESCRIPTION: i. Type of project including interlinked and interdependent projects, if any. The project is independent and not interlinked or interdependent on any project for its production enhancement. ii. Location (map showing general location, specific location, and project boundary & project site layout) with coordinates The Khairagura Opencast Mine Block is a part of Bellampalli-Goleti Coal belt located in the northwestern extremity of the Godavari Valley Coalfield. It is located at a distance of 8 Km from Goleti Group of Mines of Bellampalli Area. The total area of excavation of Khairagura OCP is 5.43 Sq.km. and is covered in Survey of India Topo sheet No.56/M/7 and 56/M/8 and is bounded by latitudes 190 14’10” to 190 15’20” and longitudes 790 16’00” to 790 18’15”. The area falls in the reserve forest area in Tiryani Mandal of Adilabad district of Andhra Pradesh. It is covered under the Tandur Mining Leasehold of the SCCL. The plan showing general location, specific location, project boundary & project layout with co-ordinates is enclosed as Plate No: I. iii.Details of alternate sites considered and the basis of selecting the proposed Site, particularly the environmental considerations should be highlighted As the mining is site specific in nature and production enhancement is planned in the existing mine which commenced its production in the year 2005. As such details of alternative sites are not considered. iv.Size or magnitude of operation The mine is proposed to operate at normal capacity of 3.12 MTPA. The components of the project are: Under the prevailing geo-mining conditions, with multiple seams it is proposed to mine the property using shovel-dumper combination, which is considered to be most suitable method of opencast mining. Mode of Transportation of Finished Product (Coal): • The coal is being transported by road through trucks to consumers/CHP. vii. Resource optimization / recycling and reuse envisaged in the Project, if any, should be briefly outlined. Resources like Explosives, Diesel Oil, Machinery, Land, Power and Water are fully optimized to minimize unnecessary losses during the process of excavation and supply of coal to the customers. As the coal mining process does not involve any chemical process, the excess pumping water will be useful for supply for domestic purpose, drinking and irrigation to nearby fields. The effluents from workshop are being treated in ETPs and waste water will be utilized for watering plantations, parks, lawns, gardens and for spraying arrangement for dust control, etc. Excess water, Let out from the mine is being treated in settling tanks and used for agriculture purpose. viii. Availability of water, its source, Energy / Power requirement and source should be given • The water produced in the mine during mining activity is collected at identified sumps and is pumped to surface by means of suitable capacity of pumps. The water is treated in slow sand filters followed by disinfections can be utilized for drinking. The water required for industrial purpose such as washing, spraying, etc. is also met from the pumped out water. This sub-station is having sufficient spare capacity to meet the power requirement of expansion project also. One overhead transmission line of 33 KV supplies power from this substation to Goleti which is 12 km away from the Khairagura project, from there the power required for the project is drawn. ix.Quantity of wastes to be generated (liquid/solid) and scheme for their disposal In this project involves the excavation of coal from the earth crust. During the process of excavation, the superincumbent strata required to be removed and dumped in the earmarked sites as a solid waste. The wastes in the form of solid & liquid are being generated during mining activity. Solid waste As per the RFR of Khairagura opencast Project, the total coal to be extracted is 66.87 Mt and OB to be removed is 584.77 M.Cum with a stripping ratio of 8.74 Cum/T. Out of 584.77 M.Cum of total OB to be handled, 573.91 M.Cum is hard OB and the balance 10.86 M.Cum is topsoil. Out of 573.91 M.Cum hard OB to be excavated in the entire life of the project, 181.13 M.Cum of OB will be dumped in external Dump yards (Dump-1, Dump-2 & Dump-3) and the remaining 392.78 M.Cum of OB will be dumped internally. Maximum height of the External Dump yard-1 & 2 will be 90m, External dump yard-3 height will be 120m and that of internal dump yard will be 90m above ground level with decks of 30m each. A total of 10.86 M.Cum of Top soil is excavated during the project life. Adequate care has been taken to preserve the Top soil in temporary dump yards (during the initial period of Quarry operation) and spread over the dumps in the later part. The Top soil produced from the main quarry area was preserved on the northwest side of the quarry and the top soil produced in the expansion quarry area will be spread over the external and internal dumps Liquid waste The liquid waste generated in the mine like used engine oil, used gear oil, used brake oils and other lubricants are stored in separate tins/drums/cans and sent to main stores for disposal to APPCB authorized recyclers. x. Connectivity The nearest railhead from the project site is Asifabad Road Railway Station, which is at a distance of about 23 Kms. This railway station is situated between Kazipet- Balharshah section of South Central Railway. Goleti-2 Incline underground mine is 8 Kms. to the East of the block and all weather motorable road communication is present upto this mine. . The Khairagura Opencast Mine is connected by 14 km road to Hyderabad-Nagpur Highway and by 320 km road to the State Capital Hyderabad. Land form, Land use and Land ownership The total land required for the project is 1217.50 Ha: which is presently under the control of SCCL. No additional land is required for the present expansion proposal of the project. The land already acquired is used for the project is as follows: The land requirement for the existing project ownership wise is given below Land details over mine take area (in Hectares): • Forest land : 296.86 • Non Forest Land : 920.64 • Total mine take area : 1217.50 Topography (along with map) Physiography The Khairagura Block forms part of a small valley surrounded by rugged country, with hill range on all sides, viz., in the East by Madigutta (MSL 533 m.) and Sonapur gutta (MSL 512 m.), in the West by Borijamgutta (MSL 406 m) in the south by Bijalgutta (MSL 482 m.) and in the North by Gurram Rajula Gutta (MSL 640 m.) as shown in Plate No.1. The Chopri gutta (MSL 458 m.) forms another important landmark in the southeastern extremity of the block. The surface elevation in the valley portion is around 266 m. above mean sea level (MSL). Drainage The area is drained mainly by the Vattivagu, a perennial Vagu and its small rivulets of dendritic pattern. The Vattivagu flowing in the northerly direction meanders Singareni Collieries Company Limited 12 Prefeasibility Report of Khairagura OCP through the area. The Vattivagu joins Mosaramvagu which joins Peddavagu, which in turn forms a tributary to river Pranhita. The basin slope of this area is about 10.35m/Km. A dam has been constructed across Vattivagu about 7.5 Kms. downstream of the area proposed for opencast, with a high flood level of 239 m above mean sea level. There is No National Park, Wild life sanctuary; eco sensitive area exists within 15 Km radius of the project boundary. Part of project area falls under Tiryani reserve Forest. Vattivagu which is a main drainage channel in the area, passing through the property was diverted along the Mine boundary before starting of the Mine. A flood protection bund is constructed with top of bund at 242 m MSL on the eastern bank of the Vagu between the Vagu and the existing opencast area. The length of the bund is about 1.40 Km. iii.Existing Infrastructure The infrastructure existing in the mine is used for extraction and transportation coal. Its colour varies from reddish brown to dark gray brown. The pH value ranging from 6.54 to 8.1, which indicate that the soils are alkaline in nature. The available organic carbon is on average low to medium, phosphorous content is ranging from less than 1.00 to 22.54 kg/Ha and potash content is varying from 100 to 623 Kg/Ha. v. Climatic data from secondary sources The area enjoys a typical tropical climate. A distinct hot summer between March and May with temperatures recording around 45O C, a good rainy season spreading from June to September and mild pleasant Winter between October and February characterize the climate of the area. The maximum wind speed is reported to be 22 Km/h with a maximum pressure of 100 Kg/cm 2. The annual rainfall of this area monitored from 1973 to 2005 at Asifabad, the nearest gauging station, indicated the annual rainfall to vary widely from 670.50 mm (1974) to 2061.80mm (1998) with an average of 1131.0 mm and a median of 1035.6 mm. The maximum daily rain fall during this period is 240 mm (13th August 1986) and the maximum monthly rain fall is 757.40mm (August 1986). vi.Social Infrastructure available The mining activities in the proposed project area are being carried since 1979. The social infrastructure in terms of connectivity by road and rail, communication, health, sanitation, community centers, education, financial institutions, income source, etc. are well established. Infrastructure facilities were fully developed in the area. SCCL has constructed quarters for residential accommodation of the employees employed in the mine at Goleti Town ship. The housing satisfaction of the employees is around 65%. Singareni Collieries Company Limited 16 Prefeasibility Report of Khairagura OCP WASTE MANAGEMENT Dumping Strategy (Background) The hard OB removed from the Quarry will be dumped in the External Dump yards from the beginning of the Quarry starting to the 12th year of the Project. Internal dumping will start from 8th year of the (1st year of expansion project) project till the end of the project. From 8th year to 12th year, part of hard OB quantity about 100.37 M.Cu.m will be dumped in the External dump yard. Out of 573.91 M.Cum of total hard OB to be removed from the Quarry in the entire life of the project, 187.65 M.Cum (i.e. 32.09%) of OB will be dumped externally (Dump-1, Dump-2 & Dump-3) and 395.64 M.Cu.m (i.e. 67.91%) of OB will be dumped in the internal dump yard. Maximum height of the External Dump yard-1 & 2 will be 90m, External dump yard-3 height will be 120m and that of internal dump yard will be 90m above ground level with decks of 30m each. Design criteria: The following design criteria has been considered for waste dumps, i) Separate spoil dumps for Top soil and other OB. ii) Maximum height of Top soil dump will be 10 meters. iii) Hard OB to be dumped in 30 m high decks. iv) 35m wide terrace for allowing safe transport. v) Dump slope for each deck to be at 37 ½ 0 vi) Track Dozers will be deployed for shaping the dumps vii) Maximum height of External dump yard-1&2 and Internal dump yard will be 90m above ground level. viii) Maximum height of External dump yard-3 will be 120m above ground level. Dump Yards: It is proposed to accommodate the overburden in the following dump yards: 1. External Dump yard-1 which is located on the North-East side of quarry. 2. External Dump yard-2 which is located on the North-West side of quarry. 3. External Dump yard-3 which is located on the North-West side of quarry. 4. Internal Dump yard will be commenced from 1st year of the Expansion Project. 5. Temporary storage of Topsoil between External Dump yard-2 and External Dump yard-3 which will subsequently be spread over the slopes of the finished dump yards. . Hard Overburden The total (hard OB and Topsoil) OB produced in the project including top soil is 584.77 M.Cum, which will be accommodated in the external and internal dump yards as shown. Singareni Collieries Company Limited 17 Prefeasibility Report of Khairagura OCP External Dump yards: Out of total 573.91 M.Cu.m of hard OB removed from the Quarry, 25.89 M.Cu.m of OB was dumped in the External Dump yard-1 which is located in North-East side of quarry, 23.13 M.Cu.m of OB will be dumped in the External Dump yard-2 and 132.11 M.Cu.m of OB will be dumped in the External Dump yard-3 which are located in the North-West side of the quarry. The maximum dump height proposed for External dump yard-1&2 will be 90m and for External dump yard-3 it will be 120m above the ground level. 57.55 Ha of land is earmarked between External Dump yard-2 and 3 for temporary storage of top soil of about 7.15 M. Cu.m. The height of top soil dump yard will not be more than 10m. Internal Dump Yard: Internal dumping will be commenced from the 8th year and will continue till the end of the project. Out of total 573.91 M.Cu.m of hard OB excavated from the Quarry in the entire life to the project, 392.78 M.Cu.m of hard OB will be dumped in the Internal Dump yard. The Final height of the internal dump yard will be 90m above the ground level. Topsoil: Temporary storage of top soil of about 7.15 M.Cu.m will be done in an area of about 57.55 Ha (Ullipitta Block Area) between External Dump yard-2 & 3 which will be rehandled and spread over the finished dumps. The maximum height of the top soil dump yard will be 10m. Out of 10.86 M.Cu.m of total top soil removed, 1.48 M.Cum of top soil was used for Bunds in the early years, 1.8 M.cum of top soil in External dump yard-1, 1.69 M.cum of top soil in External dump yard-2, 3.03 M.cum of top soil in External dump yard-3 and remaining 2.86 M.cum of top soil will be spread over the finished Internal dump yard. There will not be any topsoil production after 16th year. Final Void The Maximum depth of the Final void at the end of mining operations is 222m.The volume of the void is 299.13 M.Cum and covers an area of 157.71 Ha. ii. Population projection The average daily attendance required to achieve the rated production of 3.12 MTPA is estimated to be 312 excluding area level. After considering absenteeism towards authorized leave, sick etc., the men on roll for the project is 366 excluding Area level. Contractor manpower is not considered. The average daily production is 9455 tonnes (3.12 MTPA). The planned O.M.S. is 30.30 tonnes at 100% performance level. iii. Land use planning (breakup along with green belt etc) The land required for the project is being used for quarry, OB dumping, pit head infrastructure, approach roads, etc. but the same will be reclaimed to economic / social use. Assessment of infrastructure demand (Physical & Social) The proposed project is planned to develop in the existing coal belt of the company and well established infrastructure such as road, rail, railway siding, CHP, Township, communication, power supply arrangements, etc. are available. v. Amenities/Facilities The facilities are provided to the persons connected to mining operation whether direct or indirect are: Residential quarters, Rest shelters for taking rest, Canteen facilities at subsidized rates, Washing/bathing facilities, provision of motor cycle/Cycle sheds, provision of drinking water points, sanitation facilities ,first aid and medical facilities etc. 6. PROPOSED INFRASTRUCTURE i. Industrial area (Processing area) The existing office buildings, workshops and CHP will be catering the needs for proposed expansion project. ii. Residential area (Non processing area) No additional township is required for the envisaged proposal. The existing township is sufficient to cater the needs of persons employed in the mine. iii. Singareni Collieries Company Limited 19 Prefeasibility Report of Khairagura OCP • Other areas : 140.20 Ha • Total Area of Plantation : 819.23 Ha Till now plantation was done in an area of 232.41 Ha over the external OB dumps and mine premises. And it is proposed to carry out plantation as a part of Green belt development at areas along the roads, vacant lands along ML boundary and also in the township outside the lease area. iv. Social Infrastructure Social Infrastructure available in the area will cater the needs of the employees working in the mine. No additional social infrastructure is proposed in the project v. Connectivity(Traffic and transportation road/ Rail/Metro/ Water ways etc) Presently, the coal dispatches of Khairagura OCP are being handled by RKP CHP, which is situated at about 63KM. Part of the coal is being dispatched by off-loading through Wharf loading system to the customers from nearby Rebbana Railway Station. A Coal Handling Plant of 4.0 M.T. of annual capacity is envisaged in this area and is under construction at Rebbana Rly Station. This CHP is proposed to be served by a 6 Kms. long railway siding drawn cut from Asifabad Road Railway Station of south Central Railway. vi. Drinking water management (Source and Supply of water) Seepage water is collected in the sumps created in the dip most area of the quarry. The water is pumped to the surface and treated by RO system before it is used for drinking. And the remaining water is being used for other industrial purpose. vii. Sewerage system The sewerage water is being treated in 1.5 MLD capacity STP in Goleti Township for newly constructed quarters. The sewage water coming out from existing old quarters and office premises is being treated in septic tank followed by soak pit. viii. Industrial waste management The major effluent source is mine water pumped out from the mine, which is being let out into natural streams after removal of suspended solids. The other source of concern would be the domestic and service building effluents. The domestic effluent is being treated in septic tank followed by soak pits. In the coal extraction process, coal containing impurities such as shale or sometimes sandstone is being transported to the coal handling plant. There, the shale and sand stone is being picked out manually. This solid waste is in the form of lumps. The solid waste from the townships is being collected from the collection bins and tricycles provided by SCCL. The domestic solid waste collected is being transported to the disposal sites of SCCL. The solid waste disposal sites are identified in the low- lying areas, over burden dumps and subsidence areas of SCCL. Hence, no appreciable impact is anticipated due to disposal of solid wastes. Singareni Collieries Company Limited 20 Prefeasibility Report of Khairagura OCP There is no problem for collection, handling and transport of solid wastes and there will not be any subsequent pollution of air, water and soil due to disposal or reuse of solid wastes. ix. Solid waste management The following design criteria have been considered for waste dumps i) Separate spoil dumps for Topsoil and other OB. ii) Maximum height of Top soil dump will be 10 meters. iii) Main OB to be dumped in 30 m high decks. iv) 30 m berm width for allowing safe transport in external dumps. v) Dump slope for each deck to be at 37 ½ 0 and overall slope 26.50 vi) Track Dozers will be deployed for shaping the dumps. vii) The maximum dump height proposed for External dump yard-1&2 will be 90m and for External dump yard-3 it will be 120m above the ground level. viii) The Final height of the internal dump yard will be 90m above the ground level. Power requirement & supply/source The source of power for the project is from 132 kV sub-station, Mandamarri. This sub-station is having sufficient spare capacity to meet the power requirement of expansion project also. One overhead transmission line of 33 KV supplies power from this substation to Goleti which is 12 km away from the Khairagura project, from there the power required for the project is drawn. The power requirement for this project is about 1.748 MVA (as OB removal is by hiring HEMM, which are mainly with diesel operated equipment). 7. REHABILITATION AND RESETTLEMENT (R&R) PLAN: This is already operating project and no new land is required for this project. Production enhancement is proposed by optimizing the existing HEMM. Hence no R & R is involved. 8. PROJECT SCHEDULE: i. Likely date of start of construction and likely date of completion(Time schedule for the project to be given)

Singareni Collieries Company Limited 21 Prefeasibility Report of Khairagura OCP The project is already operating opencast mine and proposed to enhance its rated capacity from 2.5 MTPA to 3.12 MTPA. The project under the present proposal is a working mine, hence it is expected to achieve the rated capacity in the 1st year itself (i.e. 2013-14) and to be closed in the year 2029-30 (17 years life). 9. ANALYSIS OF PROPOSAL (FINAL RECOMMENDATION): Financial and social benefits with special emphasis on the benefit to the local people including tribal population, if any, in the area. IMPROVEMENT IN PHYSICAL INFRASTRUCTURE This project is located in the Adilabad district of Andhra Pradesh. The project is also located in an area where communications and other facilities are not up to the mark. The following physical infrastructure facilities will further improve due to proposed project. • Road Transport facilities • Communications • Housing facilities • Water supply and sanitation • Power • Medical, Educational and social benefits will be made available to the nearby civilian population in addition to the workmen employed in the project. IMPROVEMENT IN SOCIAL INFRASTRUCTURE Coal mining and agriculture is the basic sector of employment for the local people in this area. This project is lead to indirect employment opportunity. Employment is expected during civil construction period, in trade, garbage lifting, sanitation and other ancillary services, Employment in these sectors is primarily temporary or contractual and involvement of unskilled labor is more. A major part of this labor force is mainly from local villagers who are expected to engage themselves both in agriculture and project activities. This will enhance their income and lead to overall economic growth of the area. The following changes in socio-economic status are expected to take place with this project. i) The project is having a strong positive employment and income effect, both direct as well as indirect. Migrant - non-migrant ratio will shift towards migrant side because a number of people will migrate towards the central region of study circle in the years to come. This will happen because of better indirect employment opportunities due to this project. ii) The project is going to have positive impact on consumption behavior by way of raising average consumption and income through multiplier effect. iii) The project is going to bring about changes in the pattern of demand from food to non-food items and sufficient income is generated. iv) People perceive that the project will help in the development of social infrastructures / such as. • Education facilities • Banking facilities • Post offices and Communication facilities Singareni Collieries Company Limited 22 Prefeasibility Report of Khairagura OCP • Medical facilities • Recreation facilities • Business establishments & Community facilities • Plantation and parks OTHER TANGIBLE BENEFITS The proposed Khairagura Opencast Expansion Project is likely to have other tangible benefits as given below. • Indirect employment opportunities to local people in contractual works like housing construction, transportation, sanitation, for supply of goods and services to the project and other community services. • Additional housing demand for rental accommodation will increase. • Market and business establishment facilities will also increase. • Cultural, recreation and aesthetic facilities will also improve. • Improvement in communication, transport, education, community development and medical facilities. • Overall change in employment and income opportunity. • The State Government will also benefit directly from the proposed project, through increased revenue from royalties, excise duty and etc. Justification • Opencast method is a safe method of mining compared to underground method. • The development of coalfield will provide better social and economic life to the area. It will also give a boost to the industrial activity in the area and help in creating national wealth. • In order to meet the ever increasing coal demand, it is essential to enhance the production. The project will contribute 3.12 Mt of coal per annum. • This project enables extraction of 52.21 Mt of coal. • Thin seams, which are not amenable for extraction by underground method, can now be extracted by opencast method. ******
