4. The overall scenario of higher education in India does not match with the global Quality standards.
5. In a competitive world – particularly in the context of globalization only Quality assures greater mobility with better acceptance. And thus, the secret of success is QUALITY . No way, except to compete with the Best and honestly try to become better than the best.
6. Will the changes – particularly, qualitative changes come about on their own – or, should be consciously initiated ?
8. “ Our university system is, in many parts, in a state of disrepair... almost two-third of our universities and 90 per cent of our colleges are rated as below average on quality parameters... I am concerned that in many states university appointments, including that of vice-chancellors, have been politicised and have become subject to caste and communal considerations, there are complaints of favouritism and corruption.” Who said this ?
20. Patriotism is being quality conscious and being committed to giving quality in everything we think, say and do.
21. When quantitative expansion is stressed, for whatever reasons, and however justified, Quality is the first thing that suffers. In a country with such diversity, challenges in social fabric, fuelled by political ambitions, with compulsions of coalition politics, no wonder – quality becomes the first to be compromised / sacrificed.
22. The question is ~ can we afford ? At What price? With what consequences ? What has to be done ? What can be done ? Are we willing to do our bit ?
23. “ Hidden variables" of education quality E nsuring equal opportunities, stimulating development of positive attitudes, supporting promotion of citizenship values and "human face" of post-industrial knowledge society.
24. Who are the stakeholders ? The University – The Teachers The Students The Support Staff The Parents The Intellectuals, The Industry The Society in general,
25. Surely, a lot has been done – and a lot more is in the pipeline. The question is – how serious are we? Why is it we are not, collectively speaking, demonstrating the necessary seriousness ? Why a general slackness has set in? Why the love for quick money? Why the get-rich-quick-at-any-cost attitude gaining ground? Why the degeneration in values? Why the lack of concern for the fellow human being?
27. How to IMPROVE Quality ? Syllabus must be continuously updated - once in a year, and each year – a list of suggested readings of the latest articles from journals must be provided, to help students easily update their knowledge. With all the technological developments, it would not be difficult to use internet – surely, a low-cost alternative.
28. How to IMPROVE Quality ? Industry-Institution Interaction to be considerably increased to ensure turning out creative, constructive and employable personnel, with value orientation.
29. How to IMPROVE Quality ? Emphasis to be laid on Life-long continuous quality learning, as a way of living.
30. How to IMPROVE Quality ? Semester system must be introduced right from the 10+2 stage, in all disciplines. This would make both the students and the faculty more serious.

39. EDUCATION is the most powerful weapon which you can use to change the world. It is the spinal cord of the society. In a democratic polity, the sustenance of cultured governance is dependent upon the enlightenment of the population through proper education
40. QUALITY . . . INSTITUTIONS . . . OF THE SOCIETY . . . CITIZENS . . . EDUCATION . . . TEACHERS
