12. Way Forward
• India is short of all energy resources. Need to expand resources
through exploration, energy efficiency, renewables and R&D.
• Additional sources of energy like CBM must be fully exploited.
Renewable energy sources contribution should be increased.
• More transparent policy framework that treats the different energy
sources in similar manner.
• Institutions promoting energy conservation and improvement need
to be strengthened.
• Subsidies and support need to be linked to outcome of renewable
energy instead of capital investment.
• Development of robust energy R&D systems.

14. Development of alternative Fuels
• CBM-Coal Bed Methane – 26 blocks already been offered in
bidding.
• Gas Hydrates – National GH Programme started in 1997.
Seismic surveys conducted in KG & Mahanadi basin.
Potential areas are Kerala & Konkan basin.
• UCG-Underground Coal Gasification – ONGC & GAIL
engaged for exploration.
• CTL-Coal To Liquid – Two blocks allocated to Tata & Jindal.
• Bio fuels – Planned for 5% increase of ethanol in Bio-diesel
blended fuel.
• Oil Shale – Identified in Assam, Arunachal Pradesh &
Nagaland estimated about 100 Billion barrels.
