Three driving principles
• Government: bears primary responsibility for funding
basic research and determines the total amount of
funding available in different fields
• Universities: primary institutions responsible for
carrying out government-funded research
• Assessment: based not on political or commercial
grounds but on meritocracy, through an intensely
competitive process of peer review by independent
experts based on scientific merit alone
