Introduction
Project Manager of AYUSH Resource Centre for North East, Guwahati, Mr. Sanjay Talukdar
accompanied by National Resource Expert, Ms. Gunamoni Das visited Meghalaya between
15th
September 2010 and 13th
October 2010. The purpose of the visit was to Monitor the
progress of the Mission Scheme of the year 2009-10 under Meghalaya State Medicinal Plants
Board and- in addition to that- interact with the officials of various departments of
Meghalaya connected with SMPB and AYUSH to discuss issues concerning implementation of
new schemes, pending utilization certificates and other problems faced by these
departments of National Medicinal Plants Board & Department of AYUSH.

Discussions with Shri T. T. C Marak: CEO, State Medicinal Plants Board
Following issues were discussed:
 SMPB, Meghalaya have engaged Vista Agritech Private Ltd as consultant who are
managing the private sector nurseries and cultivation sites under National Mission
Scheme on Medicinal Plants. The concerned DFO’s are responsible for the
implementation of the projects under Mission Scheme for the public sector nurseries.
This arrangement is working satisfactorily.
 CEO informed that the bank’s are not willing to give loan to the farmers hence a farmer
has to manage the whole cost of cultivation from the money received Mission Scheme
which is adversely affecting his productive capacity.
 The farmers are getting only 20 per cent to 50 per cent subsidy of the total cost of
cultivation. Off this, 50 per cent is for seeds and 50 per cent for land development. Over
and above, the promoter has to bear the cost of manpower. This makes the projects
unviable.

Discussions with Mr. S. Hussain: Consultant, Vista Agritech Private Ltd
Following issues were discussed:
 Mr. Hussain informed that Vista Agritech Pvt. Ltd were planning plantation of selected
species on the basis of mixed cropping. This will result in quicker return on investment;
thereby higher income generation will be possible with available funds. This will also be
able to mitigate environment degradation caused by development taking place in
Meghalaya.
 Consultant, Mr. Hussain, Mr. A. Barua and Mr. T. Jarwa (SMPB) accompanied the
representative of AYUSH Resource Centre for the monitoring of the nursery and
cultivation areas under National Mission on Medicinal Plants (NMMP) scheme.
 In Meghalaya, cultivation of only Gloriosa superba, Acorus calamus, Sarpagandha,
Saraca asoca, Piper longum and Cinnamomum tamala has been approved, while Vista
Agritech found that there is a possibility of cultivation of many other species with good
commercial value. Other species that were suggested by Vista Agritech have not been
accepted by NMPB. NMPB may like to review this suggestion.
 According to Vista Agritech, Gloriosa plants are very sensitive and difficult to maintain
and need extra funding for manpower. It would be better to cultivate some easily
maintainable plant species of high medicinal value like Alpinia galanga, Kampheria
galanga, Aquiliaria agallocha, Piper longum, Asperagus racemosus etc instead.
NMPB/SMPB may like to examine the proposal.
Discussion with Dr. Khongwir: Department of AYUSH
Following issues were discussed:
 Dr. W.Y.H. Dhar, Nodal officer, AYYUH was unavailable during the visit. Therefore,
representatives of the Resource Centre meet with Dr. Khongwir.
 Dr. Khongwir informed that project proposals for Program Management Unit and other
fresh proposals are under process.
Following issues were discussed:
 Dr. Khongwir informed that project proposal for PMU and other fresh proposals are
under process (NE Resource Centre will watch the progress).

During the visit, representatives of NE Resource Centre also discussed the Financial

Conclusion:
National Medicinal Plants Boards in the year 2009-10 had given the State of Meghalaya
Rs.306.60 lakhs as grants to implement the National Mission Scheme on Medicinal Plants.
State Medicinal Plants Boards along with their consultant group, Vista Agritech Pvt Ltd. have
carried out and implemented the Mission to their best of capability.
Rs. 144.00 lakhs were granted for setting up of 16 Public & Private Nurseries.
Resource Centre team visited 13 out of the 16 Nurseries and found out that grants given for
Nursery have been properly utilized keeping in mind the target for which the Nurseries have
been set up. From all the 13 Nurseries almost 1.00 lakh to 1.25 lakhs planting material is
ready for selling already. In addition to that some of the Public & Private Nurseries have
been so well maintained that it any person who has the interest in Medicinal plants can
come and learn how to set-up and maintain a medicinal plant nursery. General public can
also come and learn to identify and understand the importance of Medicinal plants.
Rs. 148.00 lakhs have been granted for plantation of six medicinal plants. The
farmers have to manage the whole cost of cultivation from the money received from the
Mission Scheme only as they are not getting financial help from bank. Most them are them
are marginal farmers and they are working hard and trying to produce maximum
productivity so that they can maintain their livelihood. Resource Centre team visited 15
Nursery sites. Plantation at most of 15 visited sites is satisfactory and the harvest when
done will be in good quantity. However at some sites the plants are not growing well due to
the extreme weather conditions. Harvest have been done at some sites and raw materials
have been processed for e.g. dried Alpinia galanga roots, Rauvolfia serpentina seeds and
Piper longum which are ready for selling in the market.
In the recently concluded exhibition ‘Indigenously Yours’ organized by Horticulture
Department, State Medicinal Plants Board had put up a stall in which planting material along
with other medicinal plants and some processed materials were put on for selling in retail.
Around 100 planting materials of various Medicinal Plants were sold along with it 50 packets
of dried Alpinia galanga roots and piper longum respectively were also sold in the two day
exhibition.

Mr. T. T. C. Marak, State Medicinal Plants Board 2. Mr. S. Hussain, Consultant, Vista Agritech Private Ltd 3. Dr. M. Khongwir, AYUSH Officer Discussions with Shri T. T. C Marak: CEO, State Medicinal Plants Board Following issues were discussed:  SMPB, Meghalaya have engaged Vista Agritech Private Ltd as consultant who are managing the private sector nurseries and cultivation sites under National Mission Scheme on Medicinal Plants. The concerned DFO’s are responsible for the implementation of the projects under Mission Scheme for the public sector nurseries. This arrangement is working satisfactorily.  CEO informed that the bank’s are not willing to give loan to the farmers hence a farmer has to manage the whole cost of cultivation from the money received Mission Scheme which is adversely affecting his productive capacity.  The farmers are getting only 20 per cent to 50 per cent subsidy of the total cost of cultivation. Off this, 50 per cent is for seeds and 50 per cent for land development. Over and above, the promoter has to bear the cost of manpower. Hussain: Consultant, Vista Agritech Private Ltd Following issues were discussed:  Mr. Hussain informed that Vista Agritech Pvt. Ltd were planning plantation of selected species on the basis of mixed cropping. This will result in quicker return on investment; thereby higher income generation will be possible with available funds. This will also be able to mitigate environment degradation caused by development taking place in Meghalaya.  Consultant, Mr. Hussain, Mr. A. Barua and Mr. T. Jarwa (SMPB) accompanied the representative of AYUSH Resource Centre for the monitoring of the nursery and cultivation areas under National Mission on Medicinal Plants (NMMP) scheme.  In Meghalaya, cultivation of only Gloriosa superba, Acorus calamus, Sarpagandha, Saraca asoca, Piper longum and Cinnamomum tamala has been approved, while Vista Agritech found that there is a possibility of cultivation of many other species with good commercial value. Other species that were suggested by Vista Agritech have not been accepted by NMPB. NMPB may like to review this suggestion.  According to Vista Agritech, Gloriosa plants are very sensitive and difficult to maintain and need extra funding for manpower. It would be better to cultivate some easily maintainable plant species of high medicinal value like Alpinia galanga, Kampheria galanga, Aquiliaria agallocha, Piper longum, Asperagus racemosus etc instead. NMPB/SMPB may like to examine the proposal. Discussion with Dr. Khongwir: Department of AYUSH Following issues were discussed:  Dr. W.Y.H. Dhar, Nodal officer, AYYUH was unavailable during the visit. Therefore, representatives of the Resource Centre meet with Dr. Khongwir.  Dr. Khongwir informed that project proposals for Program Management Unit and other fresh proposals are under process. State Medicinal Plants Boards along with their consultant group, Vista Agritech Pvt Ltd. have carried out and implemented the Mission to their best of capability. Rs. 144.00 lakhs were granted for setting up of 16 Public & Private Nurseries. Resource Centre team visited 13 out of the 16 Nurseries and found out that grants given for Nursery have been properly utilized keeping in mind the target for which the Nurseries have been set up. From all the 13 Nurseries almost 1.00 lakh to 1.25 lakhs planting material is ready for selling already. In addition to that some of the Public & Private Nurseries have been so well maintained that it any person who has the interest in Medicinal plants can come and learn how to set-up and maintain a medicinal plant nursery. General public can also come and learn to identify and understand the importance of Medicinal plants. Rs. 148.00 lakhs have been granted for plantation of six medicinal plants. The farmers have to manage the whole cost of cultivation from the money received from the Mission Scheme only as they are not getting financial help from bank. Most them are them are marginal farmers and they are working hard and trying to produce maximum productivity so that they can maintain their livelihood. Resource Centre team visited 15 Nursery sites. Plantation at most of 15 visited sites is satisfactory and the harvest when done will be in good quantity. However at some sites the plants are not growing well due to the extreme weather conditions. Harvest have been done at some sites and raw materials have been processed for e.g. dried Alpinia galanga roots, Rauvolfia serpentina seeds and Piper longum which are ready for selling in the market. In the recently concluded exhibition ‘Indigenously Yours’ organized by Horticulture Department, State Medicinal Plants Board had put up a stall in which planting material along with other medicinal plants and some processed materials were put on for selling in retail. Around 100 planting materials of various Medicinal Plants were sold along with it 50 packets of dried Alpinia galanga roots and piper longum respectively were also sold in the two day exhibition.
