written in the book. Below, there will be a critical review of a claim or a particular
theory in each of the first seven chapters on its merits. Chapter one is an
introduction of what is to come. It claims that there are two models of governing
the majoritarian model and the consensus model. In a majoritarian model, a
governing body will seek to satisfy a will from a bare majority and sometimes a
wish of a plurality of a governed body. Alternatively, a governing body will seek to
form a consensus in which it seeks to fulfill wishes of as many people as possible.
Mr. Lljphart failed to point a potential third model. Even in a democracy, it is
