日本における公正さの動向についても見てみましょう。この図では、下から上に向かって成績が高く、左から右に向かって公正さが良好な配置になっています。
OECDは「成功している教育制度(successful school system)」を①成績がOECD平均以上で②社会経済的背景が成績に与える影響がOECD平均以下の国、と定義しています。右上の第1象限が「成功している教育制度」になりますが、日本はこの定義に当てはまります。OECD平均でみると、2006年から2015年にかけて成績は500点から493点へと低下しましたが、公正さについては向上しています。一方で日本は逆のベクトルを示していて、成績が531点から538点へと向上しましたが、公正さについては7.4から10.1へと低下しています。ただし、この差分については統計的に明確な変化とは言えません。
PISAのような大規模国際アセスメントが途上国を巻き込んでいるという側面もあります。大規模国際アセスメントは1964年に行われたFIMS(第1回国際数学教育調査)が最も初期のもので、当初は先進国の参加が主でしたが、2000年代には8割弱の途上国が参加するようになりました。
PISAはOECDという先進国側の組織によって運営されていますが、参加国の大きな割合を途上国が占めています。
途上国の参加を任意とみなすこともできますが、OECDはPISA for Developmentというプロジェクトを通じてコロンビア、エクアドル、グアテマラなどの国々でPISAを用いた政策立案を支援しており、積極的に巻き込んでいると見ることもできます。
