The document is a presentation by Paul Young arguing that the Liberal government in Canada has failed to be open and transparent as promised. It lists over 100 examples of alleged failures across issues like access to information, fiscal reporting changes, ethics violations by the Prime Minister and others, the SNC-Lavalin affair, court orders blocking information, fisheries policy, procurement practices, deficits, foreign policy, criminal justice cases, and more. It aims to show that the Liberals have been less than truthful and open on many issues of governance.

3. INTRODUCTION
• Liberals have been in power since November 2015 as such during that time the liberal record on the
economy and fiscal management has been less than stellar -

more open and transparent when
it came to governing Canada -

failures when it comes to open
and transparent government

8. JUSTIN TRUDEAU OPEN AND TRANSPARENT
GOVERNMENT
2015 Election Campaign
• Trudeau has failed on access to information -
https://ipolitics.ca/2018/03/28/trust-me-trudeau-has-forgotten-
what-got-him-elected/ “If that’s the test, the Liberals have
flunked, big time. After three years in power, openness has
given way to opacity. Just this week, it took a grilling by the
opposition to get the Prime Minister to admit that he received
an overnight bag from the Aga Khan as a gift during his now-
infamous vacation on Bell Island. Trudeau hadn’t disclosed the
gift because it was deemed “unacceptable” by the Ethics
Commissioner, and thus did not have to be publicly disclosed
due to the wording of the Conflict of Interest Act, which only
requires the disclosure of “acceptable” gifts over the amount of
$200, other than those from a relative or friend. Trudeau still
refuses to reveal the value of the gift or what happened to it,
and while it might appear petty to insist on knowing whether
the bag was Walmart or Vuitton, that’s what you get when you
win power over promises to “do things differently” from your
secretive predecessors.”

12. ETHICAL VIOLATIONS / LIBERALS
• Trudeau never truly accepted the ruling from the
ethics commissioner.
• Trudeau was also convicted of another ethical

13. LAVAGATE
• New Minister of Justice refuses to open up the Justice
Committee to debating the Lavalin case -
https://www.ctvnews.ca/politics/ag-sees-no-
justification-for-probe-of-alleged-pmo-interference-in-
snc-lavalin-case-1.4289301
• Liberals again are hiding information for their own
reasons.
• Failing to open up the what happen with PMO
and Jody Wilson-Raybould means the Liberals are
neither transparent nor open when it comes to
information.

Trudeau said Canada is back
when it comes Foreign Policies
Globe is so far off! @JustinTrudeau has been failure on Foreign
Policy. @stephenharper was very solid.
I am suspecting that Globe is only looking at the UN angle
rather than country by country relationship!

22. COLTEN BOUSHIE TRIAL • Dangerous changes to the Criminal Code -
https://www.thepostmillennial.com/canada-is-using-online-
outrage-to-make-dangerous-changes-to-the-criminal-code/
“But the public is being misled.
Wilson-Raybould later tempered her Twitter pronouncement
by saying she wasn’t talking about any specific case, but the
message was clear: she would “fix” the law so future Gerald
Stanleys would be convicted.
The solution was Bill C-75, which has now passed third reading
in parliament.
Joseph Neuberger, a Canadian criminal lawyer and legal expert
warns that “this was a knee jerk reaction to one high profile
case that makes for very bad law and can lead to increased
time for jury trials and harms fairness for accused individuals.”

•
• How so? The carbon tax would cost people an extra $1,100 to 1,800 through higher
costs. The tax rebate would be lucky to cover 10% of the cost. Liberals are lying as
they normally do because they do not consider the complete past through of the
carbon to consumer goods, household expenses, etc.

34. BLOG #3 – ETHICS / LAVALIN
• Birds of a feather flock together. @JustinTrudeau is no role model either for his MPs or Canadians as he has proven numerous
times that honesty, integrity, openness and accountability does not apply to him.
• Liberals under Trudeau will never be about what is best for Canada, but what is best for their agenda. All you must do is look at
what happen at the ethics committee meeting on August 21, 2019:
• @stevenmackinnon nice arrogant approach at the ethics committee. I hate to say it you are pure example why people need to
vote out your party. The DPA does not include jobs!
• @PierrePoilievre
• Steve does not seem to look at GDP details.
• https://www.slideshare.net/paulyoungcga/2019-election-gdp-and-growing-the-economy-canada-may-2019 . Lavalin also said no
jobs were at stake https://www.cbc.ca/news/business/snc-lavalin-job-losses-1.5071833
• https://www.slideshare.net/paulyoungcga/justin-trudeau-scorecard-2015-to-2019-august-2019
@andrewscheer if you want to sway voters then I suggest instead of attacking repeatedly the Lavalin affair that you just show how
you would be more open and transparent:
• More performance audits
• Ethics commissioner office goes into independent group
• Attorney General is separated into a separate department
• Anyone convicted of any ethics violation will be kick out of your party
35. CHANGES TO STATS CANADA REPORTS
• Stats Canada reports are good reports to use
along other reports as part of assessing both
government policies as well as the
performance of the economy.
• Liberals used to include graphs with many of
their reports, but that seems to have gone
out the window. Individuals can do their own
graph, but that would require work
• Liberals seem to be looking at more ways to
keep information from view.

40. COVID19 AND DR TAM
I have no doubt Ms Tam is very bright as I review his past positions. My concerns are that Tam likely is being gag and/or control
by Trudeau in terms of statements and policies.
Background:
It appears that Dr Theresa Tam led the leadership team on SARS. If so, then why did MS Tam not review the playbook for SARS –
https://www.ncbi.nlm.nih.gov/books/NBK92465/
It seems like Ms. Tam has been relegated to say what PMO tell her to say or do in terms of policies and statements?

PBO and Transparency
The first accused the government of having failed to provide detailed information in its recent request to Parliament for
$79 billion in added spending authority. "While the sum of these measures is significant, the amount of information
that is publicly available to track this spending is lacking, thus making it more challenging for parliamentarians to
perform their critical role in overseeing government spending and holding it to account," reads the report

Why are you creating another dept, especially as water management falls under the jurisdiction of the provinces? All you need to
do is create a central database that can be updated by provinces and local governments as it relates to water management

Canada Water Agency
• Creating a cohesive system for managing Canada’s fresh water is a tall order. Currently, responsibilities for freshwater
management are shared among federal, provincial, territorial and municipal governments, and Indigenous peoples. At the
federal level alone, more than 20 departments and agencies have some responsibility for fresh water

Published Tuesday, the report — collated from data collected from 84 of 90 federal public service organizations

80% of Canadian manufacturers surveyed in a new report are facing an immediate labor and skills shortage that was made worse by the COVID-19
pandemic.
TORONTO — 80% of Canadian manufacturers surveyed in a new report are facing an immediate labor and skills shortage that was made worse by the
COVID-19 pandemic.
A Canadian Manufacturers and Exporters survey of 563 companies across 19 sectors released Dec. 1 found the need for skilled laborer's has been
growing rapidly for years, but COVID-19 government relief, health concerns and family responsibilities are making the situation even more
troublesome.
“Our skills gap that existed before the pandemic was just exacerbated by the pandemic and we need to make sure that everybody is working toward
getting that next generation of workers in the sector,” said Dennis Darby, president of the CME.
His organization, which represents more than 2,500 companies across the country, said 70% of manufacturers had a shortage of labor and skills in 2018,
up from 40% in 2016.

93. CHINA AND VACCINES Three members of Prime Minister Justin Trudeau’s cabinet who are most involved in
plans to procure COVID-19 vaccines will be called before a Commons committee to
explain how a sizable investment early on in the pandemic to manufacture doses
domestically did not bear fruit.
Health Minister Patty Hajdu, Public Services and Procurement Minister Anita Anand,
and Innovation, Science and Economic Development Minister Navdeep Bains will
each be summoned to testify before the House breaks for the winter holidays, in
accordance with a motion adopted by the industry committee on Tuesday.
Their appearances will be part of the committee’s emergency study of $44 million
that Ottawa spent on upgrades to the National Research Council’s (NRC) Royalmount
vaccine production facility in Montreal.
The investment was suggested as part of a partnership with Chinese vaccine producer
CanSino Biologics in May to “support upgrades to the NRC’s facilities in Montreal
… to ensure readiness for Canadian bioprocessing of potential vaccine candidates as
they become available.” The facility was originally supposed to produce 250,000
vaccine doses by November.

Internal e-mails show the Prime Minister’s Office was scrambling last summer to contain the fallout over the silencing of
Canada’s pandemic early-warning system after learning it was curtailed less than a year before COVID-19 struck.

Rail Safety – Audit
• Overall, Transport Canada made progress in addressing recommendations from our 2013 audit in the areas we followed
up on; however, we also found that the department still had important improvements to make. The department
strengthened its approach to planning and prioritizing activities to oversee rail safety and in following up on companies’
plans and actions to address deficiencies noted in inspections.
• 5.19 However, Transport Canada was unable to show whether departmental oversight activities have contributed to
improved rail safety. In addition, the department did not assess the effectiveness of the railways’ safety management
systems—despite the many reports over the last 14 years recommending that Transport Canada audit and assess these
systems.

But just a few weeks later, the agency rescinded its approval, saying Spartan’s proprietary cheek swab wasn’t collecting
sufficient amounts of the virus from infected individuals to ensure accurate readings. That led Spartan to put production on
hold after the firm had landed millions of dollars’ worth of contracts.
Spartan’s R&D team then spent the rest of 2020 retooling the technology. The original plastic swabs were ditched in favor
of the longer nasopharyngeal swabs commonly used at COVID-19 testing facilities across the country, which collect samples
from the back of the nose and throat where the viral load is higher.

C10 – Internet Censorship

4. Farmers have concerns with the new climate change policies from the Liberals
5. Goods-producing sector have raised concerns about taxation, regulations, and skills gaps
6. The liberals’ deficits in the past did little to fix the systemic issues with the economy
7. There are job quality issues facing many Canadians
8. Little has been done to support the mitigation of climate change
9. Canada lacks an effective strategy to develop natural resources in a sustainable way

shareholders are tax as investment income.

152. BROADCASTING / CRTC

Liberals focused should be on the following:
- Streaming services should be paying fees to media for pushing their articles and/or videos.
- C10 should not restrict freedom of speech.
- A global standard when it comes regulating the streaming of videos along with the publishment of articles.
- It seems the Minister be more concerned with how the revenue is earned by people charging for their podcasts. This
all comes back to tax treaties and tax fairness - https://vlogfluence.com/income-tax-guide-youtubers-canada/
