This document describes a blockchain platform for the telecom industry that aims to improve global mobile service coverage and increase revenue for operators. It outlines issues with current roaming technologies and SIM card options that involve high costs or poor service quality. The proposed blockchain solution would allow subscribers to easily connect to local operators abroad while keeping their domestic number and balance. It would process payments and authorization via smart contracts, removing the need for technical integration between operators. This new approach combines the pros of existing options while eliminating their cons, benefitting both subscribers and operators through lower prices, higher quality service, and reduced costs.

Blockchain MDS platform
1. Blockchain platform
for Telecom Industry
Easy way to provide global coverage,
improve quality of mobile service and
increase ARPU
2. Current options for access to third-party operators
Roaming technology Purchasing a local SIM-card
Pro:
Subscriber: easy connection, unified balance,
keeping domestic phone number
Domestic operator: additional revenue
Pro:
Subscriber: low retail price, high quality because of
direct connection to the local operator
Contra:
Subscriber: time-spending on purchasing and
activation of the SIM-card, non-domestic phone
number, separate balance and personal account
Local operator: high acquisition cost (up to 50% of
retail price)
Domestic operator: no additional revenue
Contra:
Subscriber: high retail prices, low quality because of non-
optimal data traffic routing
Domestic operator: high wholesale prices, significant
financial expenses on infrastructure and commitments,
long period of the technology implementation

Combines all Pro’s
Eliminates all Contra’s
4. New philosophy of Operators’ interactions
The interaction is provided via Smart Contracts: as soon as any Operator
receives an order from its Subscriber on mobile services abroad, it creates
a new Smart Contract for foreign Operator. The second Operator could
execute the Smart Contract, with publish transaction on blockchain.
No technical integration or mutual settlements are
required. It reduces financial and timing expenses
thousands of times.
All the process is seamless for the Subscriber and takes about 2
minutes. Direct connection to a local operator provides low rates and
high LTE quality.
