2. Definition of Public Systems Management
Public system is broad term encompassing the
constitutional, legal, institutional and conventional
arrangements by which, the country is governed,
and especially the means by which the policies of
the Government are formulated, and then
implemented by State sector organizations, and the
means by which those organizations are governed,
funded, managed and monitored.

3. Every system is demarcated by its spatial and temporal boundaries, surrounded and
influenced by its environment (social, political & cultural), described by its structure
and purpose and expressed in its functioning with a set of rules that governs
structure and/or behavior.
Constitution is a source of guidance while independent judiciary is a watch dog in
the creation of public policies by the policy makers.
Good nation is the result of good governance of the nation by the administrators,
creating relevant and sustainable policies, having zero tolerance towards
corruption, creates level playing field to bring out the talent of every citizen and
paves the way for reaching the maximum potential of every individual with a
freedom to live as per his/her choice.
