hroughout 2014 Ciett has continued with its strategy
to win better recognition for the positive role played by
the employment and recruitment industry in reaching
better functioning labour markets around the world.
I am delighted to be able to take this opportunity to share with
you the results in this year’s activity report, which comes in a
new format.
From raising the profile of the industry vis-à-vis
international policymakers and calling for appropriate
regulation to be adopted on private employment
services to providing capacity building to the Ciett
members and to developing a better understanding
of the reality of the industry, this report demonstrates
what Ciett & Eurociett have done for their members
and the industry as a whole.
As the only authoritative voice representing the
employment and recruitment industry at global level,
Ciett has been working hard on developing pro-active
engagements with many of our stakeholders, be it
international policymakers such as the International
Labour Organisation, the Organisation for Economic
Co-operation and Development, the International
Organisation for Migration, and the EU institutions,
trade unions or the academic world.
On top of that, 2014 was for Ciett a year of change, with a new
leadership put in place under the newly-elected Ciett President
Annemarie Muntz. A new strategy has been adopted by Ciett
members to take our industry to the next level.
Entitled “Reaching out & Partnering”, the Ciett strategic plan for
2015-2017 has three main objectives: to strengthen the global
geographical scope of Ciett, to better link private employment
services to other business services and to increasingly cover the
enlarged scope of HR services provided by Ciett members. The
implementation of this strategic plan has already started, and
the first outcomes will be delivered in 2015!
At the same time, Ciett will continue to develop its operational
activities in terms of advocating, capacity building and
educating. Our Way to Work campaign and related events and
materials will be further developed to debunk misperceptions
and prejudices about our industry. Looking at the persistent
level of unemployment across the world, private employment
services are more than ever needed to ensure a better match
between supply & demand of work and for accompanying
workers, businesses and public authorities in adapting to the
new world of work!
I would like to thank the staff of the Ciett & Eurociett Secretariat
for their hard work, the respective members of the Ciett &
Eurociett Board for their long-lasting, active commitment
and the Ciett & Eurociett members for their support and
contribution. It is thanks to the Ciett family that so much has
been achieved in 2014!

About Ciett
Founded in Paris in 1967, Ciett is the authoritative voice representing the interests of the employment and recruitment industry
across the world. It is recognised as such by international policymakers (e.g., International Labour Organisation, Organisation
for Economic Co-operation and Development, International Organisation for Migration, World Bank, EU institutions) as well
as by global stakeholders (International Organisation of Employers, International Trade Union Confederation, think tanks,
academic world).
Ciett represents the full spectrum of HR services provided by its members: agency work, permanent recruitment, interim
management, executive search, outplacement, training. Ciett brings together 50 national federations and 8 of the largest
multinational staffing companies. Through their network of 260,000 agencies and their 1.66 million permanent employees, Ciett
members employ 12 million agency workers (full time equivalent) on an average day. Each year over 60 million workers gain
access to work through private employment agencies.
Ciett’s mission is to seek greater recognition for the contribution that the employment and recruitment industry makes to

Calling for appropriate regulation through
face-to-face meetings with key policymakers
ILO
Ciett regularly meets ILO officials to discuss appropriate regulation and
related topics. In 2014 people we met included: Guy Ryder (Director
General), Moussa Oumarou (Director Governance and Tripartism
Department), José Maria Salazar-Xirinachs (Assistant Director-General
for Policy), Corinne Vargha (Chief Fundamental Principles and Rights
at Work), Manuela Tomei (Director of Work Quality), Michelle Leighton
(Chief of Labour Migration), Beate Andrees (Chief of the Special Action
Programme to Combat Forced Labour), Deborah France-Massin
(Director ACT/EMP), José Assalino (Head of ILO Country Office Nepal)
ONE-TO-ONE MEETINGS
Meetings took place with Ministers of Labour from Argentina, China,

As a consequence of these many activities,
recognition of the industry has improved and
regulatory framework in several countries has
become more appropriate:
•	 Regulation on private employment services has
been updated in 10 countries around the world
•	 Unjustified restrictions on the use of agency work
lifted in 6 countries in Europe (Czech Republic,
Greece, France, Italy, Poland, Spain) and better
regulation outside Europe (China, Japan, Russia,
Brazil) and support to members (Indonesia and the
Philippines) to improve regulation.
•	 ILO Convention N°181 on private employment
agencies in the process of being ratified by France

Media profile
2014 was a successful year
in terms of media relations.
In total Ciett was referenced
over 400 times in newspapers,
magazines, radio or TV.
Although Ciett and Eurociett
are often mentioned together,
Eurociett was separately
quoted more than 100 times in
2014.

•	24 columns published in Global Recruiter magazine  Staffing Latin America website
•	17 interviews with Ciett/Eurociett leaders published in several national and international media
Social media
•	Twitter: Number of followers increased dramatically in 2014 (+ 203% for Ciett, + 91%
for Eurociett) and more than 3,000 tweets were sent with a reach of well over 1 million,
engaging in meaninful conversations.
•	LinkedIn: Ciett created the Way to Work page on LinkedIn. This page exists next to the LinkedIn
discussion Group of Ciett members. The page has grown to 270 followers, and is used to post
regular updates on the World of Work and Ciett matters.
•	ScoopIt: Website managed by Ciett to curate relevant articles published on the changing
world of work
Websites
Ciett and Eurociett websites clearly form the first point of information on the employment and recruitment
industry, and serve as a database with a wealth of knowledge about the industry and its members.
In 2014 both websites were revamped, including an integration of social content on the homepage. This led
to a total of 6,600 individual visitors to the Eurociett website, who made approximately 20,000 unique page
views. Average visits last for over two and a half minute, showing that visitors find the content interesting and
relevant enough to stay on the website.
Ciett website had significantly more visitors: 18,300 with 41,000 unique page views. The average visitor stayed
on the Ciett website for about 2 minutes.

  • 3. 2014 Activity Report / Ciett / 3 T hroughout 2014 Ciett has continued with its strategy to win better recognition for the positive role played by the employment and recruitment industry in reaching better functioning labour markets around the world. I am delighted to be able to take this opportunity to share with you the results in this year’s activity report, which comes in a new format. From raising the profile of the industry vis-à-vis international policymakers and calling for appropriate regulation to be adopted on private employment services to providing capacity building to the Ciett members and to developing a better understanding of the reality of the industry, this report demonstrates what Ciett & Eurociett have done for their members and the industry as a whole. As the only authoritative voice representing the employment and recruitment industry at global level, Ciett has been working hard on developing pro-active engagements with many of our stakeholders, be it international policymakers such as the International Labour Organisation, the Organisation for Economic Co-operation and Development, the International Organisation for Migration, and the EU institutions, trade unions or the academic world. On top of that, 2014 was for Ciett a year of change, with a new leadership put in place under the newly-elected Ciett President Annemarie Muntz. A new strategy has been adopted by Ciett members to take our industry to the next level. Entitled “Reaching out & Partnering”, the Ciett strategic plan for 2015-2017 has three main objectives: to strengthen the global geographical scope of Ciett, to better link private employment services to other business services and to increasingly cover the enlarged scope of HR services provided by Ciett members. The implementation of this strategic plan has already started, and the first outcomes will be delivered in 2015! At the same time, Ciett will continue to develop its operational activities in terms of advocating, capacity building and educating. Our Way to Work campaign and related events and materials will be further developed to debunk misperceptions and prejudices about our industry. Looking at the persistent level of unemployment across the world, private employment services are more than ever needed to ensure a better match between supply & demand of work and for accompanying workers, businesses and public authorities in adapting to the new world of work! I would like to thank the staff of the Ciett & Eurociett Secretariat for their hard work, the respective members of the Ciett & Eurociett Board for their long-lasting, active commitment and the Ciett & Eurociett members for their support and contribution. It is thanks to the Ciett family that so much has been achieved in 2014! Ciett will continue to develop its operational activities in terms of advocating, capacity building and educating.   • 4. 4 / Ciett / 2014 Activity Report About Ciett Founded in Paris in 1967, Ciett is the authoritative voice representing the interests of the employment and recruitment industry across the world. It is recognised as such by international policymakers (e.g., International Labour Organisation, Organisation for Economic Co-operation and Development, International Organisation for Migration, World Bank, EU institutions) as well as by global stakeholders (International Organisation of Employers, International Trade Union Confederation, think tanks, academic world). Ciett represents the full spectrum of HR services provided by its members: agency work, permanent recruitment, interim management, executive search, outplacement, training. Ciett brings together 50 national federations and 8 of the largest multinational staffing companies. Through their network of 260,000 agencies and their 1.66 million permanent employees, Ciett members employ 12 million agency workers (full time equivalent) on an average day. Each year over 60 million workers gain access to work through private employment agencies. Ciett’s mission is to seek greater recognition for the contribution that the employment and recruitment industry makes to better functioning labour markets. Ciett gave the employment and recruitment industry a stronger voice in 2014! 4 ANNEMARIE MUNTZ MEETING BRA WAY TO WORK EVENT ON UNDECLA CIETT MEETING WITH GUY RYDER, Calling for appropriate regulation through face-to-face meetings with key policymakers ILO Ciett regularly meets ILO officials to discuss appropriate regulation and related topics. In 2014 people we met included: Guy Ryder (Director General), Moussa Oumarou (Director Governance and Tripartism Department), José Maria Salazar-Xirinachs (Assistant Director-General for Policy), Corinne Vargha (Chief Fundamental Principles and Rights at Work), Manuela Tomei (Director of Work Quality), Michelle Leighton (Chief of Labour Migration), Beate Andrees (Chief of the Special Action Programme to Combat Forced Labour), Deborah France-Massin (Director ACT/EMP), José Assalino (Head of ILO Country Office Nepal) ONE-TO-ONE MEETINGS Meetings took place with Ministers of Labour from Argentina, China, India and Nepal. EU • 75 meetings were implemented with officials from European Commission (DG Employment, DG Market, DG Enterprise and Industry), Members of the European Parliament (MEP), EU Member States’ Permanent Representations in Brussels • A Eurociett Strasbourg visit took place for a series of MEP meetings as part of the special PA programme on the European Elections • Networking visits for Eurociett member federations were organised in Brussels (Germany/BAP, Bulgaria/BG Staffing and Netherlands/ABU)

  • 11. 2014 Activity Report / Ciett / 11 Media profile 2014 was a successful year in terms of media relations. In total Ciett was referenced over 400 times in newspapers, magazines, radio or TV. Although Ciett and Eurociett are often mentioned together, Eurociett was separately quoted more than 100 times in 2014. 5 Columns • 24 columns published in Global Recruiter magazine Staffing Latin America website • 17 interviews with Ciett/Eurociett leaders published in several national and international media Social media • Twitter: Number of followers increased dramatically in 2014 (+ 203% for Ciett, + 91% for Eurociett) and more than 3,000 tweets were sent with a reach of well over 1 million, engaging in meaninful conversations. • LinkedIn: Ciett created the Way to Work page on LinkedIn. This page exists next to the LinkedIn discussion Group of Ciett members. The page has grown to 270 followers, and is used to post regular updates on the World of Work and Ciett matters. • ScoopIt: Website managed by Ciett to curate relevant articles published on the changing world of work Websites Ciett and Eurociett websites clearly form the first point of information on the employment and recruitment industry, and serve as a database with a wealth of knowledge about the industry and its members. In 2014 both websites were revamped, including an integration of social content on the homepage. This led to a total of 6,600 individual visitors to the Eurociett website, who made approximately 20,000 unique page views. Average visits last for over two and a half minute, showing that visitors find the content interesting and relevant enough to stay on the website. Ciett website had significantly more visitors: 18,300 with 41,000 unique page views. The average visitor stayed on the Ciett website for about 2 minutes. Media profile
