6. Stress Tests Show ‘Urgent Measures’ Are
Needed On Nuclear Safety (Oct 05, 2012)
5 Oct (NucNet): Hundreds of technical
upgrade measures are needed at nuclear
power plants in Europe with many “urgent
measures” identified after Three Mile Island and
Chernobyl still not implemented in some
European countries, the European Commission
has said.

Stress tests show room for EU
improvement (Oct 05, 2012)
Although the tests have not shown that any
European nuclear power plant should be shut down
for safety reasons, they have identified a number
of plant-specific technical improvements. They
also revealed that international safety standards
and best practices are not being uniformly
implemented across all the member states of the
European Union (EU). Further improvements are
needed at nearly all of the EU's operating nuclear
power plants, the report says.

21. Technology and Education.
Why could Post-Fukushima investments go
beyond Improved Technology and include
Education?
• Post Fukushima investments aiming at improved safety
• Investments mainly in technologies existing before
Fukushima!
• Existing technologies not implemented!
Education (of decision makers) might be issue!

Safety Culture.
• INSAG-4
• Safety culture is that assembly of
characteristics and attitudes in organizations
and individuals which establishes that as an
overriding priority, nuclear plant safety issues
receive the attention warranted by their
significance.

30. ASN: Opinion n°2012-AV-0147 of 10 April
2012 on the importance of research to ASN
Autorité de sûreté nucléaire (ASN) considers:
• that the quality of its decisions depends primarily on sound
technical expertise, and
• that this in turn relies on the best current scientific and
www2.ijs.si/~r4www/ 30
technical knowledge.
ASN deems in consequence that:
• ASN, like its foreign counterparts, must ensure that the
necessary knowledge is available to sustain the expertise it
will call on over the next five, ten or twenty years;
• although ASN is not a research body, it is important that it
identifies the research areas which contribute to the
acquisition of such knowledge.

31. Research and Safety Culture.
Why should sustainable development of Safety
Culture rely on Research?
• openness to experience, new ideas, new knowledge
are essential for good safety culture
• the quality of decisions depends primarily on sound
technical expertise, and
Nuclear safety related decisions must be based
on the best current scientific and technical
knowledge.

Public Communication.
Why should the nuclear safety professionals
Publicly Communicate the need for more
Research and Education?
• We have the best safety record among the industries.
• There will always be ample space for improvement.
• We can not improve Safety without Education and
Research.
We simply can not afford to be shy about the
need for Research and Education!
