3.0 PROJECT DESIGN ANALYSIS
3.1 SWOT Analysis
STRENGTH
The site was located in the heart of the city and faing the main axis of Putrajaya, The Boule-
vard. It was a location where most of the activities happening here. Hence, it also consist the
highest vehicular and pedestrian circulation among the Putrajaya. The site was located
beside the Palace of Justice, one of the well known landmarks. Therefore, it will bringing
constant visitor for site seeing.
OPPORTUNITY
WEAKNESS
The strongest weakness of the site is lack of shading which will make the visitors quickly pass
through the site. Besides, the site was surround by the bulky and enclosed commercial and
govermental building which lack of activities happen. The tall court house beside the site
might block the vision of visitor to notice the site.
THREAT
Due to the site facing the main road, the smoke of vehicles will lead to air pollution to site.
The site was exposed to sun since the building beside just covered partial of site.

By following the buiding requirement implemented by Perbadanan Putra-
jaya, the requirement such as 3 meter of green perimeter for free standing
building, 6 meter setback from the sides , vertical control, LRT reserve,green
building design, OKU needs and etc, are imposed into the building design.
The flat and open site allows the proposed building to maximize its exposure
to sun and wind coverage. The boulevard infront of the site contain green
landscape which have little coverage to the site. To ensure the commercial
entertainment activities do not create noise problem and the waste water
Putrajaya now planned as a garden and intelligent city, they are trying to
promote paper-less system among different department and company.Hence,
putrajaya located along the Multimedia super corridor path where it acco-
modate underground fibre cable to achieve high internet connection speed.
Putrajaya now accommodates most of the ministries and the government ser-
vants.It was Malaysia's biggest project with estimated final cost of US 8.1
billion dollars. The host of activities in Putrajaya as an administrative capi-
tal includes governing the nation, hosting international conferences and
events. Other major activities for the public include agro bazaars, religious
activities, hosting festivals and special sporting events. The various parks are
meant for recreational, research and educational activities. The events gave
many job oppotunities to locals expand their business to visitors.

As a city planned and built virtually overnight of just over 20 years, Putrajaya is replicated
based on a northern city model, and arguably not appropriated to the local environmental
and cultural conditions. Putrajaya had strong islamic identity due to government are trying
to promote malaysia has strong islamic background to international. Precinct 3 planned as
a civic and cultural precinct,it has to create commercial area that contributes to a liely and
safe environment.Hence, the area is surround by the massive government building and was
monitored by the Perbandaran Putrajaya..
As of 2015, the population of putrajaya were recorded be roughly 88300
people where malayu took 97% of the population. Through different events
from different organisation,such as Hot Air Balloon Events dy, Lampu and
etc. This brought many opportunities for people to socialize with others
Many facilities nearby the site which provide opportunity for the location to become a cen-
tral node. The location also has a great potential to become a public community space since
there is no public space around the site in the range of 5 km. Hence, the future railway system
will bring in the crowd to our site.

CENTRE OF DEMOCRACY
When political theorist discuss public space, they generally refer the print
and digital media as the representative for democracy, this is contrast to the
olden civilization where public spaces such as the forum and debating cham-
ber played a significant role in determine the idea of democracy, the shift
from physical to virtual has taken place for a number of reasons. This is due
to scale and complexity of our society, as our civilization evolves and grew
larger, it is impossible for everyone to gather and argue in a physical forum,
furthermore with the invention of print media and the beginning of digital
age, physical forum has taken a backseat and sadly it remained architectur-
ally stagnant in term of design.
The centre accommodate a sequence of varied, liberal spaces interconnect-
ing larger institutional and domestic spaces. Suspended above the settle-
ment is a protective tensile membrane which respond to varying environ-
mental conditions as well as social ones.The centre was constructed around
various practical, environmental, political, and symbolic constituents,
mainly model the site into an democracy hub that sustains the act of protest
through institutional and domestic facilities.

The target user group are the Bersih movement
supporter and the commitee members.The centre will
provide the legal advice and support for the supporter.
Hence, the centre will also conduct workshop and
classroom to promote the awareness of democracy.
The community from public and the nearby building
are one of the target user for the building. In the
centre, it provides the public space for people to
engage and communicate. Beside, the programme will
promote the freedom of expression and speech.
There are few project objectives to focused in order to achieve client’s goal.
The main criteria where this project have to be completed in time, so the
construction schedule must be well planned and ensure every stage were not
delayed .Then, the second goal for the project is managed according to the
project constrained : time,quality, scope and Budget. This project is a com-
munity project, the budget is crucial for the project. Successful negotiation
with supplier and contractor can help client to keeping budget according to
their affordability. Another criteria is the flexibility,the project is being flexi-
ble to facing any difficuties and accidents.Back up plan must be ready from
any aspect. Last but not least, to ensure the project to be success,thesupport
and cooperation from every different field is essential. So, the project can be
complete effectively and to be perfect.

Spatial Hierarchy
The ground level of the centre house a cafe, Public Conference Area where people can
access freely without authorisation and constraints. The first level, where Bersih office
and Legal aids area where users can access with request and some authorisation
approved. Then, the second level is the floor where the library and accommondation
locared. These spaces require quiet and privacy.

It is no secret that the Malaysian mainstream
media fails to practice proportionate, fair
and objective reporting for political parties
of all divide. It calls on the EC to press for
all media agencies, especially state-funded
media agencies such as Radio and Televi-
sion Malaysia (RTM) and Bernama to allo-
cate proportionate and objective coverage
for all potlical parties.This centre provides a
lot of platform for people to giving out their
idea and thought.Based on the local context
which promote a paperless city. This
approach can attract the crowd to gather to
learn in the process of recycling stuff and
how to wisely turn their recycle material into
an installation art and profit rather than
useless thing.

clean to avoid accidents for the next use.
Arrangement of books and cleanliness of the bookshelves should be
managed due to the constant flow of users.

ongoing of project with minimal disruption.
2) Internal meetings between consultants to solve construction issues

3)Use of Gannt Chart throughout the construction to ensure tasks to

4)Determine the critical path and the float of tasks using the pert
chart to calculate the shortest time needed for project completion.
5)The project should be completed within a period of 12 months while
ensuring the good quality of works.

1.2 Site Introduction
The site is located at Presint 3 in Putrajaya, Selangor. Putrajaya are now accommodates most of the
ministries and the government servants. Planned as a garden and intelligent city, 38% of the area is
reserved for green spaces. As indicated in the figure ground diagram, the buildings are quite spread
out with large swathes of green and water bodies in between.The site was facing toward the boulevard
and located beside the Palace of Justice which is house two courts: The federal court , the highest
court of Malaysia and Court of appeal. A monorail reserve cuts through the site into two portions,
which it’s now absorbed as part of the site.The current site was treated as a carpark area where the
goverment servant and workers from nearby building can park their transport.

1.0 INTRODUCTION
1.1 Introduction of Project
In this project, the proposed programme is to increase the public awareness and par-
ticipation in the movement of democracy.The proposed site is located beside the
Palace of justice.The centre for democracy was a constructed space for exploring
and expressing democracy ideologies via legitimate and progressive means, and
developing strategies to counteract modes of suppression by law enforcement and
government.Conceived with direct help from ‘BERSIH’ organisation, the project
developed from the growing numbers of people and organisations who fight for the
right to protest against undemocratic ideals.
1.3 Client and Client Brief
The BERSIH 2.0 Steering Committee
The original Committee comprises members from the political parties, as well as repre-
sentatives from thefollowing NGOs: Suara Rakyat Malaysia (Suaram), Women’s Devel-
opment Collective (WDC) and Writers Alliance for Media Independence (WAMI).The
Coalition for Clean and Fair Elections (better known by its Bahasa Malaysia name
“BERSIH”) issued its first joint communiqué on 23 November 2006.
At its formation, BERSIH comprised civil society organisations and political parties with
the objective of campaigning for clean and fair elections in Malaysia. BERSIH’s journey
thus far has been both monumental and memorable. Almost 3 ½ years later, the aims of
BERSIH remain relevant. The time came for BERSIH to continue its crusade for clean
and fair elections independent of any political party. BERSIH was thus re-launched as
BERSIH 2.0, a coalition of like-minded civil society organisations unaffiliated to any
political party. Our aim is to effectively monitor both sides of the political divide.

  • 2. 3.0 PROJECT DESIGN ANALYSIS 3.1 SWOT Analysis STRENGTH The site was located in the heart of the city and faing the main axis of Putrajaya, The Boule- vard. It was a location where most of the activities happening here. Hence, it also consist the highest vehicular and pedestrian circulation among the Putrajaya. The site was located beside the Palace of Justice, one of the well known landmarks. Therefore, it will bringing constant visitor for site seeing. OPPORTUNITY WEAKNESS The strongest weakness of the site is lack of shading which will make the visitors quickly pass through the site. Besides, the site was surround by the bulky and enclosed commercial and govermental building which lack of activities happen. The tall court house beside the site might block the vision of visitor to notice the site. THREAT Due to the site facing the main road, the smoke of vehicles will lead to air pollution to site. The site was exposed to sun since the building beside just covered partial of site. 3.2 Pestle Analysis Political Factor Economical Factor Sociological Factor Technological Factor Legal Factor Environmental Factor By following the buiding requirement implemented by Perbadanan Putra- jaya, the requirement such as 3 meter of green perimeter for free standing building, 6 meter setback from the sides , vertical control, LRT reserve,green building design, OKU needs and etc, are imposed into the building design. The flat and open site allows the proposed building to maximize its exposure to sun and wind coverage. The boulevard infront of the site contain green landscape which have little coverage to the site. To ensure the commercial entertainment activities do not create noise problem and the waste water Putrajaya now planned as a garden and intelligent city, they are trying to promote paper-less system among different department and company.Hence, putrajaya located along the Multimedia super corridor path where it acco- modate underground fibre cable to achieve high internet connection speed. Putrajaya now accommodates most of the ministries and the government ser- vants.It was Malaysia's biggest project with estimated final cost of US 8.1 billion dollars. The host of activities in Putrajaya as an administrative capi- tal includes governing the nation, hosting international conferences and events. Other major activities for the public include agro bazaars, religious activities, hosting festivals and special sporting events. The various parks are meant for recreational, research and educational activities. The events gave many job oppotunities to locals expand their business to visitors. ` As a city planned and built virtually overnight of just over 20 years, Putrajaya is replicated based on a northern city model, and arguably not appropriated to the local environmental and cultural conditions. Putrajaya had strong islamic identity due to government are trying to promote malaysia has strong islamic background to international. Precinct 3 planned as a civic and cultural precinct,it has to create commercial area that contributes to a liely and safe environment.Hence, the area is surround by the massive government building and was monitored by the Perbandaran Putrajaya.. As of 2015, the population of putrajaya were recorded be roughly 88300 people where malayu took 97% of the population. Through different events from different organisation,such as Hot Air Balloon Events dy, Lampu and etc. This brought many opportunities for people to socialize with others Many facilities nearby the site which provide opportunity for the location to become a cen- tral node. The location also has a great potential to become a public community space since there is no public space around the site in the range of 5 km. Hence, the future railway system will bring in the crowd to our site.
  • 3. 2.0 PROGRAMME VIABILITY 2.1 Proposed Programme 2.2 Project Objectives 2.3 Target User & Programme Relevance 2.4 Client & Stakeholders CENTRE OF DEMOCRACY When political theorist discuss public space, they generally refer the print and digital media as the representative for democracy, this is contrast to the olden civilization where public spaces such as the forum and debating cham- ber played a significant role in determine the idea of democracy, the shift from physical to virtual has taken place for a number of reasons. This is due to scale and complexity of our society, as our civilization evolves and grew larger, it is impossible for everyone to gather and argue in a physical forum, furthermore with the invention of print media and the beginning of digital age, physical forum has taken a backseat and sadly it remained architectur- ally stagnant in term of design. The centre accommodate a sequence of varied, liberal spaces interconnect- ing larger institutional and domestic spaces. Suspended above the settle- ment is a protective tensile membrane which respond to varying environ- mental conditions as well as social ones.The centre was constructed around various practical, environmental, political, and symbolic constituents, mainly model the site into an democracy hub that sustains the act of protest through institutional and domestic facilities. Public Community Bersih Commitee Member Political Parties:Authorities:Organisation: Bersih Steering Commitee Aliran Kesedaran Negara Bar Council Tenaga Nasional(TNB) Syarikat Bekalan Air Selangor Sdn.Bhd Perbandaran Putrajaya People’s Justice Party Pan-Malaysian Islamic Party Democratic Action Party The target user group are the Bersih movement supporter and the commitee members.The centre will provide the legal advice and support for the supporter. Hence, the centre will also conduct workshop and classroom to promote the awareness of democracy. The community from public and the nearby building are one of the target user for the building. In the centre, it provides the public space for people to engage and communicate. Beside, the programme will promote the freedom of expression and speech. There are few project objectives to focused in order to achieve client’s goal. The main criteria where this project have to be completed in time, so the construction schedule must be well planned and ensure every stage were not delayed .Then, the second goal for the project is managed according to the project constrained : time,quality, scope and Budget. This project is a com- munity project, the budget is crucial for the project. Successful negotiation with supplier and contractor can help client to keeping budget according to their affordability. Another criteria is the flexibility,the project is being flexi- ble to facing any difficuties and accidents.Back up plan must be ready from any aspect. Last but not least, to ensure the project to be success,thesupport and cooperation from every different field is essential. So, the project can be complete effectively and to be perfect.

The space in the centre is design according to people, community and democracy. Hence, its allow public to access seamless inside the build- ing to achieve the idealogy od democracy. It calls on the EC to press for all media agencies, especially state-funded media agencies such as Radio and Televi- sion Malaysia (RTM) and Bernama to allo- cate proportionate and objective coverage for all potlical parties.This centre provides a lot of platform for people to giving out their idea and thought.Based on the local context which promote a paperless city. This approach can attract the crowd to gather to learn in the process of recycling stuff and how to wisely turn their recycle material into an installation art and profit rather than useless thing.

  • 7. 1.2 Site Introduction The site is located at Presint 3 in Putrajaya, Selangor. Putrajaya are now accommodates most of the ministries and the government servants. Planned as a garden and intelligent city, 38% of the area is reserved for green spaces. As indicated in the figure ground diagram, the buildings are quite spread out with large swathes of green and water bodies in between.The site was facing toward the boulevard and located beside the Palace of Justice which is house two courts: The federal court , the highest court of Malaysia and Court of appeal. A monorail reserve cuts through the site into two portions, which it’s now absorbed as part of the site.The current site was treated as a carpark area where the goverment servant and workers from nearby building can park their transport. NORTH Palace of Justice Menara Prisma PersiaranPerdana Jabatan Alam Sekitar Jalan Kemerdekaan 1.0 INTRODUCTION 1.1 Introduction of Project In this project, the proposed programme is to increase the public awareness and par- ticipation in the movement of democracy.The proposed site is located beside the Palace of justice.The centre for democracy was a constructed space for exploring and expressing democracy ideologies via legitimate and progressive means, and developing strategies to counteract modes of suppression by law enforcement and government.Conceived with direct help from ‘BERSIH’ organisation, the project developed from the growing numbers of people and organisations who fight for the right to protest against undemocratic ideals. 1.3 Client and Client Brief The BERSIH 2.0 Steering Committee The original Committee comprises members from the political parties, as well as repre- sentatives from thefollowing NGOs: Suara Rakyat Malaysia (Suaram), Women’s Devel- opment Collective (WDC) and Writers Alliance for Media Independence (WAMI).The Coalition for Clean and Fair Elections (better known by its Bahasa Malaysia name “BERSIH”) issued its first joint communiqué on 23 November 2006. At its formation, BERSIH comprised civil society organisations and political parties with the objective of campaigning for clean and fair elections in Malaysia. BERSIH’s journey thus far has been both monumental and memorable. Almost 3 ½ years later, the aims of BERSIH remain relevant. The time came for BERSIH to continue its crusade for clean and fair elections independent of any political party. BERSIH was thus re-launched as BERSIH 2.0, a coalition of like-minded civil society organisations unaffiliated to any political party.
