2. COP26: PM Modi arrives in Glasgow for
climate summit
 Prime Minister Narendra Modi arrived in Glasgow on October 31, 2021,
to participate in the 26th Conference of Parties (COP26) on Climate
Change from November 1, 2021, to November 2, 2021.
 PM Modi is on a two-day UK visit where he will address the World
Leaders’ Summit to mitigate climate change and articulate India’s
efforts in this regard.
 He will also hold a bilateral meeting with UK Prime Minister Boris. PM
Modi left for Glasgow after concluding the G20 Summit during his
three-day visit to Rome.
 The World Leaders’ Summit (WLS), a high-level segment of COP26 will
be held on November 1 to 2, 2021, in Glasgow which will be attended
by Heads of State and Governments of more than 120 countries.
 Meanwhile, the COP26 to the United Nations Framework Convention
on Climate Change (UNFCCC) began on October 31, 2021, in Glasgow,
Scotland. Under the Presidency of the UK partnering with Italy in
Glasgow, COP26 is being held from October 31 to November 12, 2021.

3. India, World Bank sign $40 million
Meghalaya Health Systems Strengthening
Project
 The Ministry of Finance stated that the Meghalaya Health
Systems Strengthening Project, signed on October 28, 2021,
will aid in boosting the management and governance
capabilities of Meghalaya and its health facilities.
 The Department of Economic Affairs, Ministry of Finance
stated that “Strengthening and expanding health care
systems is a priority for the Government of India.”
 The MHSSP was signed by Rajat Kumar Mishra, Additional
Secretary, Department of Economic Affairs, Ministry of
Finance (on behalf of Central government), Ramkumar S,
Joint Secretary, Department of Health and Family Welfare
(on behalf of Meghalaya government), and Junaid Ahmad,
Country Director India (on behalf of the World Bank).

4. Japan PM Fumio Kishida's coalition retains
majority with fewer seats
 Japan's ruling coalition led by Liberal Democratic Party won an
absolute majority in the recent Parliamentary elections held on
October 31, 2021. The coalition won a majority with fewer seats
from its pre-election share.
 The Liberal Democratic Party led by Fumio Kishida, who is also
the current Japanese Prime Minister, won 261 seats, well above
the majority number of 233 in the 465-member lower house of
Japan's Parliament.
 The party along with its junior coalition partner has 293 seats,
which is lesser than the 305 seats held by them previously.
 Following the result, Kishida said, "The lower house election is
about choosing a leadership. I believe we received a mandate
from the voters.”

5. Asgar Afghan, former Afghanistan skipper,
announces retirement from International
Cricket
 The former Captain of Afghanistan Cricket Team Asgar
Afghan has announced retirement from all forms of
cricket. He will play his last match for Afghanistan on
October 31, 2021, against Namibia in the ongoing T20
World Cup 2021.
 Afghanistan Cricket Board in a tweet said, “Afghanistan’s
ex-captain Asgar Afghan who holds the highest winning
streak as a Captain in T20 Internationals surpassing Indian
Legend MS Dhoni by one extra win, decides to bid farewell
with all formats of Cricket in Afghanistan’s third match
against Namibia at T20WC.”

6. Elon Musk to spend $6 billion to solve world
hunger if UN shares a spending plan
 SpaceX and Tesla CEO Elon Musk on October 31, 2021, said
that he is willing to sell some Tesla stocks if the World Food
Programme (WFP) shares a plan on how 2 per cent of total
wealth which is $6 billion could solve world hunger.
 The development came days after in response to a remark
by United Nations (UN) World Food Programme’s Director
David Beasley who said that a small group of ultra-rich
individuals could help solve global hunger with a just a
fraction of their net worth.
 As of November 1, 2021, World’s richest man Elon Musk’s
current net worth jumped to $311 billion, as per the
Bloomberg Billionaires Index.

7. ADB approves $250 million loan for India’s
National Industrial Corridor Development
Program
 ADB is committed to contributing to the ambitious
reform agenda of the Government of India to strengthen
industrial infrastructure.
 The assistance will also aid India in boosting the
competitiveness of its manufacturing sector, generating a
high level of formal employment, and increasing the
share of manufacturing in the Gross Domestic Product
(GDP).
 The first subprogram loan of $250 for India’s National
Industrial Corridor Development Program (NICDP) will
aid Indian government initiatives in strengthening
institutional framework and capacity building for
industrial corridor planning, facilitating ease of doing
business, improving project readiness, and creating
opportunities for domestic and international investors.

8. Health Minister's meeting on dengue: Centre to send
expert team to states with rising Dengue cases, speed
testing to be done
 Health Minister's meeting on dengue: Union Health Minister
Mansukh Mandaviya chaired a review meeting on the dengue
situation in Delhi on November 1, 2021.
 The Minister said on the occasion that on-ground initiatives
like hotspot identification, fogging and timely treatment will be
carried out.
 The central government will also be sending a team of experts
to the states with rising Dengue cases. He also assured the
centre's full support to the states.
 The Minister stressed on active coordination between the
Centre and states during the meeting.
 He also pointed out that many poor people are not diagnosed
properly and their death goes unreported and stressed on the
need to ramp up testing.

9. Mission Clean: Punjab Chief Minister
announces initiative to curb illegal sand
mining, liquor trade
 The Chief Minister of Punjab, Charanjit Singh Channi, announced
‘Mission Clean’ in a meeting on October 31, 2021, held with all the
Deputy Commissioners and the Senior Superintendents of Police
(SSPs) of the state.
 The Chief Minister of Punjab, during the meeting, directed the
officials to adopt a ‘zero-tolerance policy’ against corruption.
 He also ordered strict action against the drug, sand, and the
liquor mafia.
 As per the tweet by the Chief Minister’s Office, “Chief Minister
Charanjit Channi directs the Civil and Police Administration of the
state to launch ‘Mission Clean’ by taking strict action against
Drug, Sand and Liquor Mafia besides ensuring the zero tolerance
for corruption.”

10. 16th G20 Summit 2021 Highlights: Leaders
adopt Rome Declaration; PM Modi calls G20
Summit 'fruitful'
 Prime Minister Modi had reached Italy to attend the 16th G20
Summit which was scheduled to be held in Rome on October
30-31, 2021.
 He paid tribute to Mahatma Gandhi on his first day of arrival in
Rome and he also called on Pope Francis in the Vatican during
his two-day visit.
 Prime Minister Narendra Modi visited Rome and the Vatican City
from October 29 to October 31, 2021, at the invitation of Prime
Minister of Italy Mario Draghi.
 As the G20 Summit 2021 concludes, Prime Minister has now
landed in Glasgow, United Kingdom, on November 1-2 for the
COP26 meeting.
 He will be visiting the country at the invitation of UK PM Boris
Johnson.
