Position Project Manager M & E: USAID funded needs based Scholarship
Program for Pakistani Students (31 participating universities, 06
disciplines)
Job Summary
• Monitoring and Evaluation: Primarily responsible for the;
Program Monitoring and Evaluation (M&E) activities as per M&E Framework.
Field monitoring visits to Universities Financial Aid Office and University
Advancement Offices (FA/UA). Developing Need assessment tools. Baseline
Survey Design and Planning Activities. Program Policy & Procedural
implementation. M&E activities/tasks including continuous checking quality of
processes through various parameter. Review compliance status of various
program activities. Review flow of funds and funds utilization reports. Prepare
and disseminate monitoring & evaluation findings to all stakeholders.
• Prepare Reports: Draft a detail evaluation reports both internal &
external along with a detail letters of monitoring findings and
recommendations to the stakeholder (universities/institutions/PMU/Donor) for
the corrective measures.
• Having strong Communication and Outreach expertise for the
educational/scholarship program is an incremental skill.
Detail Job Responsibilities
• Monitor and evaluate the execution and impact of the Program
periodically
• Responsible to prepare reports and monitor and evaluate results
and impacts, to suggest measures to improve the implementation strategy
and plans
• Develop the overall program evaluation framework, policy, systems,
procedures and new reporting formats
• Guide and coordinate partner universities for timely preparation of
periodical progress report
• Coordinate Monitoring & Evaluation activities of the Program as per
approved M&E Framework.
• Coordinate program periodic meetings with the donors and other
stakeholders
• Field Monitoring and Evaluation visits to partner universities. Field
Monitoring and Evaluation covers the following;
 Investigate multiple research indicators that are essential to
determining the degree to which the program is an effective and
cost efficient.
 Need assessment and beneficiaries feedback
 Baseline survey activities
 Data verification (Qualitative/Quantitative)
 Determine the program’s bottlenecks
• Developed and execute Program Baseline Survey and field
Monitoring Workplan
• Co-Ordination with Financial Aid and University
Advancement Offices of 31 partner universities about process of
scholarship and fund disbursement mechanism.
• Developed various templates for data gathering and feedback of the
universities (quantitative/qualitative)
• Designed and Developed yearly M&E work plan
• Extend advices and recommendations to the Universities where
deemed necessary
• Preparation & submission of Quarterly Report, Annual Report of the
Program
• Designing of need assessment tools, awareness campaigns, data
collection methods (quantitative/qualitative), Data analysis & Reporting
• Research and Evaluation of the impact of the program
• Responsible for Impact Analysis of the program on the socio-
economic development of the recipients
• Conducting communication & outreach activities of the
Scholarship Awareness Program for random assessment of this activity
• Conducted Students interviews to appraise the eligibility and need
assessment
• Scholarship operations of ‘USAID Funded Merit & Needs Based
Scholarship Programs (Phase-I)’ of total 1807 scholarships. Program has
11 public / private participating universities of Pakistan. Main components of
the programs are:
• Award of Scholarships to the needy and deserving students of
Pakistani universities. These Scholarships are purely on needs based and on
financial destitution of the applicants.
• Correspondence with the Students Financial Aid Offices in the
participating universities as well as respond the queries of general public on
telephone/emails.
• Success stories writing according to Donor Requirements
Achievements
a) Implemented & Executing independent monitoring and evaluation systems
which includes quantitative/qualitative data collection, verification,
accountability and learning.
b) Enhanced the need assessment tools by incorporating more parameters
c) Developed and designed program SOP’s
d) Coordinate and represented HEC in more than 30 Institutional Scholarship
Award Committee (ISAC) meetings to assess the neediness of the
applicants and to short list them for final approval.
e) Initiated, developed and designed students success stories
f) Coordinate Six SMC’s meetings during the FY 2009-10, 2010-11 and 2011-
12 at HEC, Islamabad.
g) Established Alumnae database
h) Conducted and supervised Road Shows in various universities for the
awareness of target audience about the Scholarship Program.
TRAININGS
1.Successfully completed Five days training on “A Manager’s Guide to
Project Management Feb 16 – 20, 2015 Global R.E.P Awards 40
PDUs by PMI” at HEC, Islamabad.
2.Successfully completed Four days training on “Monitoring and Evaluation
for Senior Managers” at LUMS.
3.Three days’ workshop on “Project Performance Management” organized
by Higher Education commission, Islamabad.
4.Work plans Management: As Higher Education Commission follows high
standard to keep on enhancing the skills of its staff, the trainings convened once
a year.
5.Three days training on “Strategic and Operational Planning for
Financial Aid Offices & Use of MIS by the Financial Aid Office staff”
organized by the USAID funded Higher Education Commission-Financial Aid
Development Program.
6.Three days’ workshop on “Proposal Development & Donor Relations”
organized by the USAID funded Higher Education Commission-Financial Aid
Development Program.
7.Three days’ workshop on “Communication, Branding & Product
Development” organized by the USAID funded Higher Education
