The mission of the Skolkovo Innovation Centre and the Skolkovo Foun-
dation responsible for the Centre creation lies in forming in the territory
of the Russian Federation of innovative ecosystem favourable for inno-
vative processes’ development, first and foremost for the support of
cutting-edge research and development with subsequent commercial-
ization of its results by five priority directions of technological develop-
ment.
The Skolkovo Foundation ensures formation of in-
novative process complete cycle comprising ed-
ucation and R&D works and commercialization of
its results, on the basis of the Innovation Centre.
The Skolkovo Foundation shapes the pattern for
innovative economics Russia-wide development.
The Innovation Centre acts as the ground for re-
fining of the mechanisms of implementation into
the country economics of the advanced scientific
concepts proposed by the Russian scientists in
academic and applied institutes.
SKOLKOVO is THE KEY COMPONENT OF THE RUSSIA DEVELOPMENT INSTITUTES’ SYSTEM
focused on innovative projects’ support at all stages – from idea generation to placement at capital
markets – and shapes “the innovation elevator” for continuous support of start-ups. The Skolkovo
Foundation activity is focused on business development pre-sowing and sowing stages and partial-
ly covers the launching stage. Further stages – business growing, expansion and placement in the
capital markets, are supported by RVK, ROSNANO, and VEB, correspondingly.
THE SKOLKOVO INNOVATION CENTRE ACTING UNDER THE FEDERAL LAW NO.244 “ON SKOLK-
OVO INNOVATION CENTRE” (SEPTEMBER 28, 2010) HAS BEEN FOUNDED TO RESPONSE TO
THE FOLLOWING NEW CHALLENGES OF THE WORLD ECONOMICS: TECHNOLOGICAL DEVEL-
OPMENT ACCELERATION, AGGRAVATION OF COMPETITION FOR KNOWLEDGE AND COMPE-
TENCIES BETWEEN THE LEADING COUNTRIES.

SKOLKOVO INDUSTRIAL PARTNERS -
FIRST ACHIEVEMENTS
The industrial partners place the R&D centres in Skolkovo and act as the Customer and Consumer
of the start-ups’ innovative solutions thus integrating the research environment and business
environment of the Skolkovo innovative system.
KEY ADVANTAGES OF COOPERATION
WITH SKOLKOVO FOR INDUSTRY PARTNERS
• Access to the best staff and cutting-edge Russian science – the Skolkovo is the attractive place
...of employment and the attraction centre of the best experts from Moscow and other cities.
• Convenience of research and experiments based on concentration of process and human
...resources, cooperation with Skolkovo Institute of Science and Technologies (Skoltech),
...dedicated Russian institutes, the Skolkovo partners.
• Access to advanced technologies being created by start-ups, the Skolkovo residents, including
...with state support.
• Simplification of ministerial procedures, absence of bureaucratism and red tape.
• Tax and customs concessions as for the Skolkovo participating companies.
Within the Innovation Centre development strategy
“finetuning”,specialattentionispaidtodevelopment
of the ecosystem interaction with industrial partners.
First of all, this is the partners’ support in creation
of work places, forming of the required research
competencies and attraction of investment into
creation of the partners’ R&D centres research
infrastructure. Jobs at R&D centres will account for
at least a quarter of all jobs within the ecosystem.
Population of the office and research facilities, as
well as accommodation within the innovation centre
is another priority area in cooperation with the
industrial partners.
A number of industrial partners, including Kamaz,
Rosatom, Dauria, Tatneft and Tekhnoserv, already
have offices in the Innovation Centre. The total area
of R&D centres planned to be set up within the
Innovation Centre is approximately 130 thousand
m2.

  • 11. SKOLKOVO INDUSTRIAL PARTNERS - FIRST ACHIEVEMENTS The industrial partners place the R&D centres in Skolkovo and act as the Customer and Consumer of the start-ups’ innovative solutions thus integrating the research environment and business environment of the Skolkovo innovative system. KEY ADVANTAGES OF COOPERATION WITH SKOLKOVO FOR INDUSTRY PARTNERS • Access to the best staff and cutting-edge Russian science – the Skolkovo is the attractive place ...of employment and the attraction centre of the best experts from Moscow and other cities. • Convenience of research and experiments based on concentration of process and human ...resources, cooperation with Skolkovo Institute of Science and Technologies (Skoltech), ...dedicated Russian institutes, the Skolkovo partners. • Access to advanced technologies being created by start-ups, the Skolkovo residents, including ...with state support. • Simplification of ministerial procedures, absence of bureaucratism and red tape. • Tax and customs concessions as for the Skolkovo participating companies. Within the Innovation Centre development strategy “finetuning”,specialattentionispaidtodevelopment of the ecosystem interaction with industrial partners. First of all, this is the partners’ support in creation of work places, forming of the required research competencies and attraction of investment into creation of the partners’ R&D centres research infrastructure. Jobs at R&D centres will account for at least a quarter of all jobs within the ecosystem. Population of the office and research facilities, as well as accommodation within the innovation centre is another priority area in cooperation with the industrial partners. A number of industrial partners, including Kamaz, Rosatom, Dauria, Tatneft and Tekhnoserv, already have offices in the Innovation Centre. The total area of R&D centres planned to be set up within the Innovation Centre is approximately 130 thousand m2.
