Executive Summary
Introducing a groundbreaking system which caters for direct, un-mediated communication between
politicians and their constituents. Most messages travel via the mainstream media outlets, which
have extraordinary influence in the political cycle and the outcomes associated with policy making.
ABC TV (June 2015) reported that people care
deeply about the main issues, but currently
feel disillusioned with the political process
and powerless to influence any decision mak-
ing by their elected representatives.
Public-Democracy Pty Ltd believes, given the
opportunity to make a difference, many people
would like to respond directly to politicians.
After consultation with Australian politicians,
they have indicated that they are not averse to
hearing from their constituents - but don’t rel-
ish heavy interference. They would much rath-
er deal directly with their constituents than be
at the mercy of the media and their powerful
proprietors.
General assumptions:
•	 In our current test market (Australia), there
is an election (either state or federal) at
least once every year.
•	 Priority #1 for a politician is to get elected.
•	 Priority #2 is to be relevant & effective and
stay elected.
•	 Most people do not know who their local
representative is – there is a low recogni-
tion factor.
•	 People, in general, are unhappy with the
state of affairs – they feel many areas or
issues are being ignored or mishandled by
their politicians.
•	 The problem of a communication gap/lack
is not restricted to Australia – it is a world-
wide problem.
•	 There will be a federal election in Australia
no later than the end of 2016 (frequency ev-
ery 4 years).
•	 There is a Presidential election in the U.S. in
November 2016 (frequency every 4 years).
•	 There are two major election cycles in the
U.S. overlapping every two years.
•	 There is a European Parliament election in
2019 (frequency every 5 years)
•	 There are at present 28 member countries
in the EU, each with regular elections.
These points all represent outstanding oppor-
tunities to improve democracy and get it right.

Eric Gyors has more than 25 years experience
in the political arena, as a State and Federal
Campaign Director, formerly for The Australian
Democrats.
He is accredited with the election of a number of politicians to State & Federal
Parliaments and with helping the Party raise substantial funds, through imple-
menting new and innovative campaign techniques.
Prior to this he founded and ran ‘Australian Real Estate Computer Systems’
(ARECS), the largest creator/supplier of turn-key computer systems for the
Real Estate Industry in the southern hemisphere at the time. He is one of two
principal founders of iPowow Ltd. Currently operating in the U.S.A., iPowow is
the single most successful supplier of second screen technology - the inter-
action between viewers and TV shows in a real time environment. It utilizes a
second device such as a smart phone or tablet allowing for interaction with
TV programs and is being used by major networks (FOX, NBC, CBS, Disney).
Gary Davis has been involved in a large number of
successful Initial Public Offerings (IPOs), which
included ‘ProMedia Limited’ and ‘Tribeca’. He was a
Founding Director of ‘Tribeca’, an on-line compli-
ance training business, which was sold to The Washington Post. He was a
founder of ‘AdStream’, a company that developed tools enabling the circulation
of advertising messages in ‘real time’ in all media environments.
He is a major founder of Enhanced Energy Recovery Limited (EER), which deliv-
ers enhanced oil recovery technology in an environmentally sustainable way.
He has an ongoing involvement with this business.
He is also a principal founder of iPowow Ltd.

Company History
iPowow! ™ was formed as a public company by Gary Davis and Eric Gyors in late
2007, to deliver communications services to politicians and political parties. Davis
& Gyors were instrumental in designing and patenting a series of ‘second screen
technology View and Vote Communications tools’ .
From its inception iPowow! was trading under the ASSOB umbrella, during which
time the company raised a substantial amount of capital through a number of pub-
lic offerings.
In 2007 and again in 2010 iPowow! covered, along with the legacy/major TV net-
works (ABC, SBS, channels 7, 9 & 10) the Australian federal election. They broadcast
the election count and live results, direct from the Federal Tally room in Canberra
and were the first organisation to ever provide live coverage of an election via the
Internet.
Although no longer on the board, the two founders are still the major shareholders
in iPowow! Ltd.
At present iPowow! is headquartered in the US and is operating through iPowow! Inc.,
which is an operational, company utilising the technology, which was designed and
developed by iPowow! Limited, in Australia.
It all began with the creation of iPowow! ™
Public-Democracy Pty Ltd’s new product is a tech-
nological first which builds on and surpasses
earlier interactive technologies. The historical
precedent was set by iPowow!, which gives broad-
casters and other content owners new options
for encouraging interaction from their audiences
in real time. iPowow! uses a smartphone-based
application through which consumers interact
with content, such as voting in a television
based poll. This feedback is then
received and processed by iPowow!’s
secure, cloud-based network which
is able to handle more than a
million responses per second,
delivering almost instant
responsive feedback to
participants.

iPowow! Inc. has a strong market-hold on live-to-air interactive TV, providing services
at any given time, to around 50+ TV shows, predominantly in the entertainment,
sport and reality TV sectors.However, as iPowow! switched to the TV & entertain-
ment market, both Gyors and Davis felt that their initial vision and objective of
providing an empowerment tool to the public and a direct line of communication
between politicians and their constituents had been abandoned.
Gyors spent several years traveling predominantly in Europe, where he forged rela-
tionships with a number of highly placed officials in government, in several of the
EU countries. At the same time Davis spent considerable time dealing extensively
with highly placed officials in the US, personally presenting to the President in the
White House.
In 2014 Eric Gyors and Gary Davis decided to rekindle the original vision and they
formed Public-Democracy Pty Ltd in order to bring communications and empower-
ment tools to the public and their elected representatives. Building on their cumu-
lative years of experience and their product knowledge, they redesigned the original
products that were created to provide these services and with the help of a highly
skilled development team, supplied to them by Google, they created the current
offerings to the public and political, activist, environmental and social
groups.
iPowow! Inc. provides services to most major TV networks in the US, including ABC, NBC.
ESPN, Fox and CBS.

An Innovative Product
The product delivers immediate interactive
results to questions posed via the app by pol-
iticians, unions, polling companies and other
large, member-driven organisations.
Public-Democracy Pty Ltd has a patent pending
for the technology used in these Apps (both
IOS & Android), in particular in the area of
Bio-Metric Interactive Feedback.
Competing Products?
We are not aware of any other products on the
market at this point in time that deliver the
same communications service at the same
rate (1 million responses per second in real
time, using interactive video content on smart
devices).
Field Test
A proto-type of the product has been suc
cessfully tested in a live environment using
an elected politician in Australia (Qld- Liberal
Party) with the following results:
•	 The test field returned a 7.5% response
rate
•	 When combined with the use of other
social media the overall response rate was
enhanced.
•	 On the relevant Facebook account the
“Talking About” rate was lifted from 5%
when the product was not used, to 50%
when the product was incorporated with
traditional social media.
•	 The proto-type was field-tested over a
9-month period during which time it never
failed
The Public-Democracy product is a downloadable app, running on smart devices (phones & tablets)
using the Apple (IOS) and Google (Android) operating systems.

Benefits of using the Public Democracy System
For an interactive project to be successful there has be a buy-in (i.e. sufficient reason) for both the
politicians and their constituents (Responders) to want to use the system:
Politicians: take control of the agenda away from main stream media, stay a
step ahead, guarantee “clean air”. Gain close & regular communication with
constituents. Electoral recognisability. Poll faster, more often, more accurately
& privately. Fund raising right through the electoral cycle. Member & Volunteer
recruitment. Updating & maintaining demographic integrity.

Our Market
Public Democracy’s product has an international market base.
AUSTRALIA
•	 Australia has 819 State & Federal elected representatives with a voting pop-
ulation of approximately 13.2 million people with between 95 - 98% turnout
•	 Voting is compulsory so there is a high degree of public interest and involve-
ment.
•	 There are a number of (activist & environmental) member driven organisa-
tions with substantial membership levels.
USA
•	 The US has 7811 State & Federal elected representatives with a voting popu-
lation of approximately 212 million people of which around 121 million voted
in the 2012 election (54%)
•	 Voting is not compulsory in the US, therefore a considerable amount of time,
effort and money is spent on convincing voters to turn up on the day.
•	 Direct communication with the public can greatly enhance voter turnout.
EUROPE
•	 The EU has 28 member States, which combined produce 751 elected repre-
sentatives to the EU parliament. The population of Europe is approximately
750 million people and the EU member states are listed as approximately
508 million people. The eligible voting population is approximately 300 mil-
lion people.
•	 Voting is not compulsory and voter turnout varies from country to country
with some being as low as 19% but on average the turnout is as high as
80%.

A “Now” Product for the Free World
Wherever people are seeking to strengthen democracy and make their system of government
more responsive, effective, accountable and fair - Public Democracy’s product is an invaluable
tool for change.
New technology feedback mechanisms such as text messaging have demonstrated contempo-
rary consumers’ desire to interact with content.
But until now these methods have been clumsy to use and limited in their functionality.
Public-Democracy takes advantage of the high penetration of smartphones and tablets amongst
consumer populations to create a personal feedback mechanism that offers a broader range of
functions, lower costs, speed, immediacy and responsiveness that can be integrated with social
media channels.

Our Business Model
Prime Objectives
The objective is to list Public-Democracy Pty Ltd on a public exchange, initially in Australia and
then subsequently in the US on the NASDAQ. This listing may take the form of an Initial Public
Offering (IPO) or be articulated via a Reverse Merger listing on the OTC, utilising an existing listed
vehicle.
The time frame for phase 1 is between 6-12 months with the US component being undertaken in
the following year.
Operational Model
Around 18 months of research, testing and dealing with major political organisations in Europe has
been undertaken, at an initial expense of around $150,000 (funded by the project initiators).
The results have shown that there is an overwhelming interest in the product, from both the politi-
cal and the voter sides. In certain markets the organisations themselves would be prepared to pay
up-front fees along with micro-payments during usage. In a number of markets the public would
be prepared to pay a download charge a between $1.99 and $4.99 in order to simply register the
product, enabling them to maximize their opinion. This can be coupled with a reward system, pro-
viding additional benefit to the user. In the event that download fees may pose a problem, in a any
a particular market, the product can be made available for free with revenue being derived from
third party sources.
During the test period no problem apparent in users providing a moderate (but extremely useful)
amount of personal data on registering the product for use.
The current perception therefore is that the value of the product lies in gaining as large a
user base as possible, in the shortest possible time. This would lead to large quantities of
meta-data & attitudinal data being collected which in turn can be converted by various
means into revenue deriving potential.
The proposition is to distribute the product as quickly and as widely as possible, with
download revenue taking a second spot, in order to gain as large a user-base as
possible in the shortest amount of time.

Most messages travel via the mainstream media outlets, which have extraordinary influence in the political cycle and the outcomes associated with policy making. ABC TV (June 2015) reported that people care deeply about the main issues, but currently feel disillusioned with the political process and powerless to influence any decision mak- ing by their elected representatives. Public-Democracy Pty Ltd believes, given the opportunity to make a difference, many people would like to respond directly to politicians. After consultation with Australian politicians, they have indicated that they are not averse to hearing from their constituents - but don’t rel- ish heavy interference. They would much rath- er deal directly with their constituents than be at the mercy of the media and their powerful proprietors. General assumptions: • In our current test market (Australia), there is an election (either state or federal) at least once every year. • Priority #1 for a politician is to get elected. • Priority #2 is to be relevant & effective and stay elected. • Most people do not know who their local representative is – there is a low recogni- tion factor. • People, in general, are unhappy with the state of affairs – they feel many areas or issues are being ignored or mishandled by their politicians. • The problem of a communication gap/lack is not restricted to Australia – it is a world- wide problem. • There will be a federal election in Australia no later than the end of 2016 (frequency ev- ery 4 years). • There is a Presidential election in the U.S. in November 2016 (frequency every 4 years). • There are two major election cycles in the U.S. overlapping every two years. • There is a European Parliament election in 2019 (frequency every 5 years) • There are at present 28 member countries in the EU, each with regular elections. These points all represent outstanding oppor- tunities to improve democracy and get it right. He is accredited with the election of a number of politicians to State & Federal Parliaments and with helping the Party raise substantial funds, through imple- menting new and innovative campaign techniques. Prior to this he founded and ran ‘Australian Real Estate Computer Systems’ (ARECS), the largest creator/supplier of turn-key computer systems for the Real Estate Industry in the southern hemisphere at the time. He is one of two principal founders of iPowow Ltd. Currently operating in the U.S.A., iPowow is the single most successful supplier of second screen technology - the inter- action between viewers and TV shows in a real time environment. It utilizes a second device such as a smart phone or tablet allowing for interaction with TV programs and is being used by major networks (FOX, NBC, CBS, Disney). Gary Davis has been involved in a large number of successful Initial Public Offerings (IPOs), which included ‘ProMedia Limited’ and ‘Tribeca’. Davis & Gyors were instrumental in designing and patenting a series of ‘second screen technology View and Vote Communications tools’ . From its inception iPowow! was trading under the ASSOB umbrella, during which time the company raised a substantial amount of capital through a number of pub- lic offerings. In 2007 and again in 2010 iPowow! covered, along with the legacy/major TV net- works (ABC, SBS, channels 7, 9 & 10) the Australian federal election. They broadcast the election count and live results, direct from the Federal Tally room in Canberra and were the first organisation to ever provide live coverage of an election via the Internet. Although no longer on the board, the two founders are still the major shareholders in iPowow! Ltd. At present iPowow! is headquartered in the US and is operating through iPowow! Inc., which is an operational, company utilising the technology, which was designed and developed by iPowow! Limited, in Australia. Inc. has a strong market-hold on live-to-air interactive TV, providing services at any given time, to around 50+ TV shows, predominantly in the entertainment, sport and reality TV sectors.However, as iPowow! switched to the TV & entertain- ment market, both Gyors and Davis felt that their initial vision and objective of providing an empowerment tool to the public and a direct line of communication between politicians and their constituents had been abandoned. Gyors spent several years traveling predominantly in Europe, where he forged rela- tionships with a number of highly placed officials in government, in several of the EU countries. At the same time Davis spent considerable time dealing extensively with highly placed officials in the US, personally presenting to the President in the White House. In 2014 Eric Gyors and Gary Davis decided to rekindle the original vision and they formed Public-Democracy Pty Ltd in order to bring communications and empower- ment tools to the public and their elected representatives. Building on their cumu- lative years of experience and their product knowledge, they redesigned the original products that were created to provide these services and with the help of a highly skilled development team, supplied to them by Google, they created the current offerings to the public and political, activist, environmental and social groups. iPowow! Inc. provides services to most major TV networks in the US, including ABC, NBC. ESPN, Fox and CBS.

Public-Democracy Pty Ltd has a patent pending for the technology used in these Apps (both IOS & Android), in particular in the area of Bio-Metric Interactive Feedback. Competing Products? We are not aware of any other products on the market at this point in time that deliver the same communications service at the same rate (1 million responses per second in real time, using interactive video content on smart devices). Field Test A proto-type of the product has been suc cessfully tested in a live environment using an elected politician in Australia (Qld- Liberal Party) with the following results: • The test field returned a 7.5% response rate • When combined with the use of other social media the overall response rate was enhanced. • On the relevant Facebook account the “Talking About” rate was lifted from 5% when the product was not used, to 50% when the product was incorporated with traditional social media. • The proto-type was field-tested over a 9-month period during which time it never failed The Public-Democracy product is a downloadable app, running on smart devices (phones & tablets) using the Apple (IOS) and Google (Android) operating systems.

AUSTRALIA • Australia has 819 State & Federal elected representatives with a voting pop- ulation of approximately 13.2 million people with between 95 - 98% turnout • Voting is compulsory so there is a high degree of public interest and involve- ment. • There are a number of (activist & environmental) member driven organisa- tions with substantial membership levels. USA • The US has 7811 State & Federal elected representatives with a voting popu- lation of approximately 212 million people of which around 121 million voted in the 2012 election (54%) • Voting is not compulsory in the US, therefore a considerable amount of time, effort and money is spent on convincing voters to turn up on the day. • Direct communication with the public can greatly enhance voter turnout. EUROPE • The EU has 28 member States, which combined produce 751 elected repre- sentatives to the EU parliament. The population of Europe is approximately 750 million people and the EU member states are listed as approximately 508 million people. The eligible voting population is approximately 300 mil- lion people. • Voting is not compulsory and voter turnout varies from country to country with some being as low as 19% but on average the turnout is as high as 80%.

New technology feedback mechanisms such as text messaging have demonstrated contempo- rary consumers’ desire to interact with content. But until now these methods have been clumsy to use and limited in their functionality. Public-Democracy takes advantage of the high penetration of smartphones and tablets amongst consumer populations to create a personal feedback mechanism that offers a broader range of functions, lower costs, speed, immediacy and responsiveness that can be integrated with social media channels.

Copyright © 2014 Public-Democracy Pty Ltd14 Our Business Model Prime Objectives The objective is to list Public-Democracy Pty Ltd on a public exchange, initially in Australia and then subsequently in the US on the NASDAQ. This listing may take the form of an Initial Public Offering (IPO) or be articulated via a Reverse Merger listing on the OTC, utilising an existing listed vehicle. The time frame for phase 1 is between 6-12 months with the US component being undertaken in the following year. Operational Model Around 18 months of research, testing and dealing with major political organisations in Europe has been undertaken, at an initial expense of around $150,000 (funded by the project initiators). The results have shown that there is an overwhelming interest in the product, from both the politi- cal and the voter sides. In certain markets the organisations themselves would be prepared to pay up-front fees along with micro-payments during usage. In a number of markets the public would be prepared to pay a download charge a between $1.99 and $4.99 in order to simply register the product, enabling them to maximize their opinion. This can be coupled with a reward system, pro- viding additional benefit to the user. In the event that download fees may pose a problem, in a any a particular market, the product can be made available for free with revenue being derived from third party sources. During the test period no problem apparent in users providing a moderate (but extremely useful) amount of personal data on registering the product for use. The current perception therefore is that the value of the product lies in gaining as large a user base as possible, in the shortest possible time.
