Please find attached a fire safety application, Fire Safety Compliance Report and relevant Fire Safety
Certificate drawings for the change of use and proposed extension to the Assembly Halls, Dawson St,
Monaghan which is a Protected Structure, on behalf of my client Pat McElvaney. . Mr. McElvaney has
been the current owner of the ‘Assembly Halls’ since 1974 and has commissioned PC Consultants to
create a feasible redevelopment design for the aforementioned property which will meet all the
requirements Technical Guidance Document Part B. In addition, please find enclosed a fee of €1,492.00.

1.0 Introduction.
This Fire Safety Compliance Report is submitted on behalf of our client, Mr. Pat McElvaney. In
addition, drawings and documentation in support of an application for a Fire Safety Certificate under
Part III of the Building Control Regulations 1997-2006 are included for the proposed change of use of
Assembly Halls, Dawson St. Monaghan, Co. Monaghan. It is proposed to develop the property in
question from its current derelict/uninhabited state to a wine/tapas bar and fine dining restaurant.

1.1 Scope.
In this report it is demonstrated that the works, if carried out in accordance with the drawings and
documentation submitted with the application with performance requirements prescribed in this report,
will comply with the requirements of Part B (Fire) of the Second Schedule to the Building Regulations
2006. It is noted that the objective of the fire safety measures set out in this report is to satisfy the
obligations of the Building Regulations, which are concerned with Health, Safety and Welfare of persons
in and about the proposed development.
Additional measures may be necessary to protect against risk of property and consequential loss, such
measures are however a matter for the client and his insurers.
This report is sub-divided into sections dealing with each of the specific requirements of Part B as
follows:
B1 Means of Escape in case of fire- Included
B2 Internal fire Spread (Linings) - Not included,
B3 Internal fire Spread (Structure) - Not Included,
B4 External Fire Spread- Not Included,
B5 Access and Facilities for the Fire Services- Not Included;
1.2 Outline Project Description.
The proposal involves the redevelopment of the Assembly Halls and for the change of use from a
currently uninhabited former Parochial Hall to Wine/Tapas bar & fine dining restaurant. The overall
height of the structure is 10.900m and it has a GIFA of 347m2 which is evenly distributed over both
floors. It has been determined from the site survey carried out that the external structural elements of the
building are in good condition.
Internally the ground floor has a volumetric area of 422m3 with a ceiling height of 3.066m and the first
floor has a volumetric area of 680m3 with a ceiling height of 4.095m. The ground floor is of concrete
construction while the intermediate floor is of timber construction. It has been determined from the site
survey carried out that internally there has been superficial damage to the internal partitions and
intermediate floor.
It is proposed that existing first and second floor areas will form a restaurant/ wine/tapas bar and
ancillary areas. It has therefore been determined, with particular regard to the client’s needs and to
ensure the accommodation meets current contemporary standards, a 117m2 extension will be required.
This will increase the overall floor area of the building from 347m2 to 464m2.
Demolition of:
 8m2 on centre bay of the East facing to provide a new primary entrance.
Provision for:
 Elevated car park to be integrated with existing Monaghan County Council car park, (Rooskey,
Monaghan) to the rear of the site (East Facing boundary). This is to include 14 car park spaces, 2
of which will need to be designated for disabled use plus a set down area.
 For a single storey glazed entrance lobby (7m2) on the West facing front elevation of the existing
structure.
 Two storey extension (117m2) to be connected to the existing structure to the rear of the property
including the provision for a new entrance to the property at proposed car park level.
 Ramped access adjacent to proposed extension from car park level to ground level.
 Erection of signage/advertisement on both the East facing front elevation of existing structure,
and the West facing rear elevation of the proposed extension and within the site boundaries.
Ancillary:
 All associated site works.

1.3 Basis of Compliance.
The basis for compliance for this building is based on the guidance set out in Technical Guidance
Document Part B, Fire Safety 2006, Part K 1997, Part J Heat Producing Appliances 2014 and Part M,
Access & Use 2010.

1.5 Fire Performance Ratingsfor Materials/Structures/Doorsets:
Where a fire performance rating for materials/structure/doorsets is referred to in the report, it shall be
taken as meaning (except as noted otherwise in the report) that the materials/structure/doorsets satisfies
the performance criteria prescribed in Appendix A and B of Technical Guidance Document B.
 Fire Resistance Ratings
Where a fire resistance rating for elements of structure and other forms of construction is specified in
this report, it shall mean that the item satisfies the performance criteria prescribed in Table A1 of TGD-B,
i.e. load bearing capacity, integrity and insulation as appropriate) as determined by reference to BS 476:
Parts 20-24: 1987 (or to BS 476: Part 8:1972 in respect of elements tested or assessed prior to January
1st 1988). In the case of elements in which uninsulated fire resisting glazing is permitted the extent of
such glazing shall be limited in accordance with Table A4 of TGD- B except as noted otherwise in this
report.
 Fire Doorsets
Door sets which are designed as FDx are to achieve “30” minutes integrity rating to BS 476: Part
22:1987 (or BS 476: Part 8:1972 for doors tested or assessed prior to January 1st 1988). Where the doors
are additionally prescribed as having FDxS rating in the report the doors shall be fitted with smoke seals
which limit the leakage past the head and jambs to a value not exceeding 3m3/m/hour when tested at
25Pa under BS 476: Section 31.1 (1983). All fire resisting doorsets are to have fitted approved self-
closing devices capable of closing the door against any latches fitted to the door with the exception of
the following:
 Doors to service ducts or cupboards which are normally kept locked shut
 Other doors specifically noted as not having self closers fitted in the following sections of the
report
 Linings
Linings which are designated Class D –s3, d2 (European class) or class 3 (National Class) or Class C –
s3, d2 (European class) or class 1 (National Class) are rated for performance by reference to BS476 Part
7:1971 or 1987 when tested for surface spread of flame. Class B – s3, d2 (European class) or class 0 are
in the case of the lining material or the surface together with its substrate in case of a composite product,
either:
 Composed throughout of materials of limited combustibility determined by reference to the
test method in BS476: Part 11:1982, or
 A class 1 material which has fire propagation index (I) of not more than 12 and a sub- index
(i) of not more than 6 determined by reference to the test method BS476: Part 6: 1968,1981
or 1989.

2. Part B1; Means of Escape
2.1 Horizontal Escape
With a capacity of less than 500 persons at any one time within the premises, the following requirements
in TGD Part B apply to the development of the Assembly Halls. Each part of these is examined in the
following sections. In accordance with Section 1.2.2.4 the minimum number of escape routes for a
building which accommodates between 1-500 persons is two. Additionally with reference to Table 1.2
the development falls into 2 purpose groups and the travel distances applicable have been applied.
Furthermore, Table 1.4 specifies the minimum exit capacity requirements associated with door widths.
Door widths have been measured from an open doors handle to the inner leaf of the frame.

2.1.1 Travel Distances
The majority of the building falls into purpose Group 5 permitting 18m escape in one direction, with
45m escape in two directions in accordance with Table 1.2 TGD B. The commercial kitchen falls into
Purpose Group 2-8 permitting 9m escape in one direction, with 18m escape in two directions in
accordance with Table 1.2 TGD B.

2.1.2 Occupancy Load Factor
The number of occupants in the building is based on the occupancy load factors given in Table 1.1; TGD
Part B. For the proposed development the bar will have a occupancy load factor of 0.5, while the
restaurants occupancy load factor is 1.0 and the areas considered to be ‘places of special risk’
(commercial kitchen & plant room) will have an occupancy load factor of 7.0.

2.1.3 Alternative Escape Routes
The requirement is satisfied as alternative escape routes already exist in both recessed bays. The chosen
design layout provides additional escape routes on the front elevation of the existing structure, at the
point of connection between the existing structure and the extension at ground level. At first floor level
a new escape route is provided in the extension on the East facing elevation.
2.1.4 Single Escape Routes
There are a number of locations where the beginning of the escape route is in one direction only, to a
point where alternative escape routes are available. Total travel distance shall be within the limits for
routes where escape is possible in more than one direction.
2.1.5 Place of Safety
This requirement is satisfied as every escape route leads to a place of safety and gives direct access to
that place of safety.
2.1.6 Inner Rooms
There are two inner rooms at first floor level. They provide ancillary storage for the commercial kitchen.
Both these areas comply fully with the requirements in Part B section 1.2.3.1. Including items (a) to (e)
and (f i, ii and iii).
2.1.7 Open Connections between Floors
The open connections do not prejudice any escape route or exits as it there is a choice of routes which
lead away from the openings.
2.1.8 Planning of Exits in a Central Core
There is no central core in the development.
2.1.9 Access to Storey Exits
It is not necessary to pass through one stairway to reach another.

2.1.10 Separation of Circulation Routes from Stairways
The escape stairways do not form part of the primary circulation routes between different parts of the
building at the same level.
2.1.11 Storeys divided into different Occupancies
There is division of occupancy within the two storeys of the development.
2.1.12 Width of Escape Routes and Exits
With a maximum capacity of 120 people the Part B minimum requirement is 950mm. All escape routes
and exits are a minimum 1200mm in compliance with Section1.3.3.3 (Corridors and passageways) Part
M which takes precedence.
2.1.13 Corridors
 Protected Corridors
Protected corridors shall be provided for both corridors that link the primary activities of each
floor to the recessed bays which house the escape stairs.
 Enclosure of Escape Corridors
All new corridors linking escape stairs will be enclosed in 30 minutes fire resistant construction
complete with FD30S fire resistant doorsets.
 Sub – Division of Corridors
Does not apply to the development;
2.1.14 External Escape Stairs
There is no external escape stairs in the development.
2.1.15 Evacuation – Planning for progressive horizontal evacuation
Places of refugees are provided at first floor level in both compartmented recessed bays which house the
MOE stairwells.
1.1.16 Compartmentation
On the ground floor the bar area will be compartmentalised with partition walls to the deck. At first
floor level the kitchen and ancillary storage will be compartmented from the fine dining restaurant with
partition walls to the deck. In addition, the stairwells on the North & South elevations of the structure
will be naturally compartmentalised by the inherent solid wall form of construction.
2.1.17 Premises provided with a Stage
There is no stage proposed for the bar area of the development.
2.1.18 Disabled Access:
Externally, level entry will be provided at the proposed primary entrances to the premises on both the
West facing (front elevation) and the East facing (rear elevation) first floor entrance. In addition,
ramped access will be provided from the car park level to ground floor level to the rear of the building
adjacent to the extension to provide entry to the Wine/Tapas bar from the rear of the property. At the
points of entry/exit on the recessed bays and the East Facing (rear elevation) emergency exits/exits with
gently sloped access will be provided in compliance with Part B section 1.1.1.3. Internally, there are 2
ambulant stairways provided in the recessed bays at either end of the building. In addition:
Escape stairwell to provide a place of refuge in event of fire.
Stairwells/refuge communication devices are to be directly connected to a point in front of house.
Communication system will be installed in lift even though it will not be used as a means of escape in
event of fire.
All staff who is involved in the implementation of an organised evacuation procedure requires training
from a competent person who is aware of the differing needs of people.

2.2.2 Number of Escape Stairways
As per sub section 1.3.3(a), the number of escape stairways needed in a building is determined. There is
a requirement for only one MOE as there is no floor with a height over 5metres above ground level. The
existing recessed bays which house two existing staircases will house two ambulant staircases and
function as escape stairways. An accommodation stairway will form part of an open connection between
the bar area and the fine dining restaurant. In relation to1.3.2.3, an automatic fire detection and alarm
system is provided throughout the building therefore an independent MOE is not required for the
separate purpose group activities on the first floor. It is to be noted that the proposed design facilitates
the requirement all the same.
2.2.3 Minimum Stairway Width.
In accordance with Table 1.5, the minimum width required is 1000mm. This is based on the maximum
number of occupants of 120 people. The ambulant staircases in the development have been designed
with a minimum clear width of 1200mm in compliance with Part M 1.3(a).
2.2.4 Protection of Stairways.
Both recessed bays are compartmentalised and meet the 60 mins fire protection requirements as
indicated in Appendix (A) Table A1-A2 due to the inherent form of construction. With reference to sub
section 1.3.6.3 both protected stairways discharge to a final exit.
In addition with reference to Appendix B1 Provision for Fire Doors; Fire Doors with minimum fire
resistance in terms of integrity (60 mins.) tested to National Code FD 60 or European code E 60 will be
installed.
2.2.5 Disabled Access
Both staircases will ambulant and comply with the requirements in section 1.3 Part M. In addition to
provide access from ground floor level to first floor level an elevator will be provided in compliance
with Part M subsection 1.3.4.2 (Passenger lift details).
2.3 General Means of Escape
2.3.1 Fire Resistance of Enclosures.
The walls, partitions and other enclosures that form the escape routes will be in accordance with the
provisions of Table A1 and A2 of TGD Part B. As previously noted, the inherent construction of the
recessed bays will provide compliance with the requirements indicated in Appendix (A) Table A1-A2.
The plant room is deemed a place of special fire risk as outlined in paragraph 1.0.9 of TGD Part B.
Therefore it will need to be enclosed within 60mins (minimum) fire rated construction. All fire rated
partitions will be carried up to the underside of the floor/roof above, or alternatively to the underside of a
fire rated ceiling having the same fire resistance to comply with 1.4.2 (Fire Resistance of Doors).
2.3.2 Fire Resistance of Doors
Fire resistance doors are to be in compliance with the provisions of paragraph 1.4.2.2 of TGD Part B. As
previously noted the doors within the protected stairways will be of a minimum fire resistance in terms
of integrity (60 mins.) and tested to National Code FD 60 or European code E 60.
Similarly, the doors to storage areas and all doors to/within a protected corridor are to be 30 mins
(minimum) fire doors with a leakage rate not exceeding 3m3/m/hour when tested at 25 Pa under BS 476:
Section 31.1 (FD30S).
2.3.3 Fire Resistance of Glazed Elements
Fire resistance of glazed elements are to be in accordance with Table A1 and subsection 3.2.7.3 of TGD
Part B. All structural glazing used for the glazed wall connection between the existing structure and the
extension will have be 30min (minimum) fire rated glazing (each side).

2.3.4 Door Fastenings
Door fastenings on doors on escape routes will be simple fastenings that can be operated from both sides
of the door without the use of a key, and be openable from the escape side of final exit doors as in
accordance with 1.4.3.2 of TGD Part B.
Where security is an issue (staff areas, store areas etc.) the doors may be fitted with electro-mechanical
key pad door locks connected to the fire alarm system, which upon activation will release the assisted
lock. On final exits where security is an issue they may be fitted with a panic bolt device which
complies with BS 5725 Part 1.
2.3.5 Direction of Opening of Doors on Escape Routes
All doors on escape routes will be hung to open in the direction of escape/ similarly all final Exit doors
will open in the direction of escape (refer to plans) all in accordance will paragraph 1.4.3.3 of TGD Part
B.
2.3.5 Vision Panels
These are needed where doors on escape routes subdivide corridors, or where the doors are hung to
swing both ways. In these cases they will comply with Part M section 1.3 (h).
2.3.6 Construction of Escape Stairs
In accordance with 1.4.4.1 of TGD Part B, the protected escape stairs will be constructed of materials of
limited combustibility with a 30 mins (minimum) period of fire resistance. As previously noted, the
inherent construction of the recessed bays will provide compliance with the requirements indicated in
Appendix (A) Table A1-A2. All stairs and landings comply with the requirements of Part K 1997
(Stairways, ladders, ramps and guards) and Part M 2010 (Access and Use) where applicable.
2.3.7 Height of Escape Routes
In accordance with 1.4.5 TGD Part B the escape routes will have clear headroom of not less than 2m.
All escape routes on the ground floor will have a head height 2.5m. On the first floor the head height
will be 2.8m in the existing structure and 2.5m in the extension.
2.3.8 Floors of Escape Routes
All floors of the escape route will have even slip-resistant surfaces in accordance with the provisions of
Part B 1.4.6.
2.3.9 Final Exits
There are 6 final exits to the building. There are 3 on the West facing front elevation at ground level and
3on the East facing rear elevation one at first floor level. They all lead away from the building and
directly to the open air and a place of safety. The final exits are all 1580mm on width to facilitate the
evacuation of the building within the normal evacuation time. All final exits to the building will comply
with Part B in that the exit will not be less than width of the approaching escape route.
2.3.10 Emergency Lighting
In accordance with the provisions of Paragraph 1.4.8 and Table 1.8 of Part B, escape lighting will be
provided to the following areas:
 Undefined Escape Routes
 Defined Escape Routes
Emergency escape lighting should be designed and installed in accordance with the relevant
recommendations in I.S. 3217: 2013 Code of practice for emergency lighting.
Locations of Emergency Lighting in Development:
 At each exit and emergency exit door to the building.
 At each protected staircase that it will easily identifiable to the staff and general public for
direction escape route in emergency. Lighting placed within each protected stairwell.
 Lighting will be placed at each change in direction.
 Lighting to be placed outside each exit from the building.
 Lighting placed next to call points.
 Lighting to be placed close to all fire- fighting equipment.
 The lift car and the lift shaft is to be provided with emergency lighting to provide lighting to
those using the lift and those who may be maintaining the lift.

2.2.10 Lift
A traction lift will be installed within the existing structure of the building in accordance to Part M
1.3.4.2. It will not be used in an emergency and has only been installed for the purpose of allowing
wheelchair users to access the first floor.
2.2.11 Electrical Installations
All the electrical installation will need to be installed in accordance with the national rules of electrical
installation (ET101) 2008 Published by Electro- Technical Council of Ireland. All electrical work that
has been carried out will need a certificate of compliance Electrical Completion Certificate (ETCI). All
sub- contractors must C2 registered to carry out any work
2.2.12 Mechanical Ventilation
Mechanical ventilation has been the chosen option for the refurbishment of the building. Any system of
mechanical ventilation should be designed to ensure that in a fire the air movement is directed away
from protected escape routes and exits. In this case of a system which re-circulates air, the system will
meet the relevant recommendation for re-circulating distribution systems in BS: 5588: Part 9 Code of
practice for ventilation and air-conditioning ductwork in terms of its operation under fire conditions.
2.2.13 Refuge Storage
Refuge will be stored at ground level in an enclosed area under the proposed elevated car park. Disposal
will be facilitated by the ramped access provided from the car park level to ground level on the East
facing boundary.
2.2.15 Signage
In accordance with Part B 1.4.12, exit signs will be provided on the escape route and over escape doors
and supplemented with directional sign posting where the location of the exit would otherwise be unclear.
Signs to indicate escape routes, including any doorways or exits which provide access to the means of
escape or exits will be provided and will be illuminated so that they are clearly visible and
distinguishable by the occupants of the unit. Signs will be provided to indicate the position of fire -
fighting equipment (fire hose reels and portable fire extinguishers) and all fire alarm call points.
Signs must be in accordance with BS5499: Part 5: 2002 should be provided on all fire doors. Particular
attention should be paid to No.132 1995 Safety, Health & Welfare at Work (Signs) Regulations 1995.

2.2.16 Fire Detection & Alarm System
An automatic fire detection and alarm system will be designed, installed and commissioned in
accordance with the requirement of Part B. The chosen L2 system complies with the recommendations
relevant to design and installation contained in CEN TS 54: Part 14: 2004, Fire detection and fire alarm
systems. Further guidance can be sought with regard to planning, design, installation, commissioning,
use and maintenance from (European) or I.S. 3218: 2013, Code of practise for fire detection and alarm
systems for buildings – system design, installation and servicing. All specifications and wiring
procedures are to be in full compliance with BS 5839: Part 1.
2.2.17 First Aid and Fire Fighting Equipment
In accordance with Part B 1.4.16, hose reels are not required as the proposed building does not fall under
the purpose groups listed. Dry powder fire extinguishers will be put in place. These are suitable for
fighting Class A-B-C type fires and will comply with IS 290: 1986 and will be installed, inspected and
maintained in accordance with IS 291: 2002. A fire hydrant is located opposite the South West corner of
the property on Dawson Street. In addition, a new fire hydrant will be located on the East boundary of
the property to facilitate the emergency services (See Drawing No. 1).
Fire- fighting equipment is to be provided at various locations throughout the building in accordance
with Safety, Health and welfare Act 2005.
2.2.18 Heat Producing Appliances
A 30kW boiler will be required to heat the building. This will be provided by a Dimplex LA 35TUR+ Air
to Water Heat Pump with a maximum 35kW output to meet the needs of the development and will be
located externally. To supplement the hot water system it is proposed that a 30kW Worcester Greenstar

30Si Compact Combi Boiler natural gas boiler is installed. This is to be located in the boiler room to the
rear of the development at ground level. A flue will exit horizontally from the plant room approximately
600mm above ground level and will be installed in accordance with Table 4 and section 3.6 of Part J of
the Second Schedule to the Building Regulations. Installation will be carried out by a registered a gas
installer (RGI).
2.2.19 Gas storage & Distribution
To be stored externally in a 500 litre cylinder located at the South boundary. Isolation valve located at
ground level at cylinder. To be enclosed with access restricted to authorised personnel only. Entry into
building will be achieved via an external riser on rear elevation of existing structure to first floor level
which is to be enclosed in protective cladding. Pipe work will be directed through the intermediate floor
to the commercial kitchen. All works to be compliant with I.S. 820 – Non Domestic Gas Installations.
2.2.20 Separation of special fire risk areas:
In relation to 1.3.6.8 both the commercial kitchen and plant room are separated from the protected
stairwells and partition wall are finished to the deck to ensure compartmentation.
2.2.21 Water Hydrants
Hydrant located opposite the South West corner of the property on Dawson St. An additional hydrant is
to be located at the North East corner of the property at car park level for use of authorised personnel
only.

This Fire Safety Compliance Report is submitted on behalf of our client, Mr. Pat McElvaney. In addition, drawings and documentation in support of an application for a Fire Safety Certificate under Part III of the Building Control Regulations 1997-2006 are included for the proposed change of use of Assembly Halls, Dawson St. Monaghan, Co. Monaghan. It is proposed to develop the property in question from its current derelict/uninhabited state to a wine/tapas bar and fine dining restaurant. The drawings submitted as part of this application include: Drawing Title Drawing No. Scale Site Plan No.1 1:200 Ground floor. No.2 1:100 First floor. No.3 1:100 1.1 Scope. In this report it is demonstrated that the works, if carried out in accordance with the drawings and documentation submitted with the application with performance requirements prescribed in this report, will comply with the requirements of Part B (Fire) of the Second Schedule to the Building Regulations 2006. It is noted that the objective of the fire safety measures set out in this report is to satisfy the obligations of the Building Regulations, which are concerned with Health, Safety and Welfare of persons in and about the proposed development. Additional measures may be necessary to protect against risk of property and consequential loss, such measures are however a matter for the client and his insurers. This report is sub-divided into sections dealing with each of the specific requirements of Part B as follows: B1 Means of Escape in case of fire- Included B2 Internal fire Spread (Linings) - Not included, B3 Internal fire Spread (Structure) - Not Included, B4 External Fire Spread- Not Included, B5 Access and Facilities for the Fire Services- Not Included; 1.2 Outline Project Description. The proposal involves the redevelopment of the Assembly Halls and for the change of use from a currently uninhabited former Parochial Hall to Wine/Tapas bar & fine dining restaurant. The overall height of the structure is 10.900m and it has a GIFA of 347m2 which is evenly distributed over both floors. It has been determined from the site survey carried out that the external structural elements of the building are in good condition. Internally the ground floor has a volumetric area of 422m3 with a ceiling height of 3.066m and the first floor has a volumetric area of 680m3 with a ceiling height of 4.095m. The ground floor is of concrete construction while the intermediate floor is of timber construction. It has been determined from the site survey carried out that internally there has been superficial damage to the internal partitions and intermediate floor. It is proposed that existing first and second floor areas will form a restaurant/ wine/tapas bar and ancillary areas. It has therefore been determined, with particular regard to the client’s needs and to ensure the accommodation meets current contemporary standards, a 117m2 extension will be required. This will increase the overall floor area of the building from 347m2 to 464m2. Demolition of:  8m2 on centre bay of the East facing to provide a new primary entrance. Provision for:  Elevated car park to be integrated with existing Monaghan County Council car park, (Rooskey, Monaghan) to the rear of the site (East Facing boundary). This is to include 14 car park spaces, 2 of which will need to be designated for disabled use plus a set down area.  For a single storey glazed entrance lobby (7m2) on the West facing front elevation of the existing structure.  Two storey extension (117m2) to be connected to the existing structure to the rear of the property including the provision for a new entrance to the property at proposed car park level.  Ramped access adjacent to proposed extension from car park level to ground level.  Erection of signage/advertisement on both the East facing front elevation of existing structure, and the West facing rear elevation of the proposed extension and within the site boundaries. The basis for compliance for this building is based on the guidance set out in Technical Guidance Document Part B, Fire Safety 2006, Part K 1997, Part J Heat Producing Appliances 2014 and Part M, Access & Use 2010. 1.4 Purpose Group Classification Location Usage Purpose Group Classification Assembly Halls Dawson St, Monaghan Restaurant/Wine/Tapas bar Purpose Group 5 Commercial Kitchen Purpose Group 2-8 1.5 Fire Performance Ratingsfor Materials/Structures/Doorsets: Where a fire performance rating for materials/structure/doorsets is referred to in the report, it shall be taken as meaning (except as noted otherwise in the report) that the materials/structure/doorsets satisfies the performance criteria prescribed in Appendix A and B of Technical Guidance Document B.  Fire Resistance Ratings Where a fire resistance rating for elements of structure and other forms of construction is specified in this report, it shall mean that the item satisfies the performance criteria prescribed in Table A1 of TGD-B, i.e. load bearing capacity, integrity and insulation as appropriate) as determined by reference to BS 476: Parts 20-24: 1987 (or to BS 476: Part 8:1972 in respect of elements tested or assessed prior to January 1st 1988). In the case of elements in which uninsulated fire resisting glazing is permitted the extent of such glazing shall be limited in accordance with Table A4 of TGD- B except as noted otherwise in this report.  Fire Doorsets Door sets which are designed as FDx are to achieve “30” minutes integrity rating to BS 476: Part 22:1987 (or BS 476: Part 8:1972 for doors tested or assessed prior to January 1st 1988). Where the doors are additionally prescribed as having FDxS rating in the report the doors shall be fitted with smoke seals which limit the leakage past the head and jambs to a value not exceeding 3m3/m/hour when tested at 25Pa under BS 476: Section 31.1 (1983). All fire resisting doorsets are to have fitted approved self- closing devices capable of closing the door against any latches fitted to the door with the exception of the following:  Doors to service ducts or cupboards which are normally kept locked shut  Other doors specifically noted as not having self closers fitted in the following sections of the report  Linings Linings which are designated Class D –s3, d2 (European class) or class 3 (National Class) or Class C – s3, d2 (European class) or class 1 (National Class) are rated for performance by reference to BS476 Part 7:1971 or 1987 when tested for surface spread of flame. Class B – s3, d2 (European class) or class 0 are in the case of the lining material or the surface together with its substrate in case of a composite product, either:  Composed throughout of materials of limited combustibility determined by reference to the test method in BS476: Part 11:1982, or  A class 1 material which has fire propagation index (I) of not more than 12 and a sub- index (i) of not more than 6 determined by reference to the test method BS476: Part 6: 1968,1981 or 1989.

Part B1; Means of Escape 2.1 Horizontal Escape With a capacity of less than 500 persons at any one time within the premises, the following requirements in TGD Part B apply to the development of the Assembly Halls. Each part of these is examined in the following sections. In accordance with Section 1.2.2.4 the minimum number of escape routes for a building which accommodates between 1-500 persons is two. Additionally with reference to Table 1.2 the development falls into 2 purpose groups and the travel distances applicable have been applied. Furthermore, Table 1.4 specifies the minimum exit capacity requirements associated with door widths. Door widths have been measured from an open doors handle to the inner leaf of the frame. The chosen design layout provides additional escape routes on the front elevation of the existing structure, at the point of connection between the existing structure and the extension at ground level. At first floor level a new escape route is provided in the extension on the East facing elevation. 2.1.4 Single Escape Routes There are a number of locations where the beginning of the escape route is in one direction only, to a point where alternative escape routes are available. Total travel distance shall be within the limits for routes where escape is possible in more than one direction. 2.1.5 Place of Safety This requirement is satisfied as every escape route leads to a place of safety and gives direct access to that place of safety. 2.1.6 Inner Rooms There are two inner rooms at first floor level. They provide ancillary storage for the commercial kitchen. Both these areas comply fully with the requirements in Part B section 1.2.3.1. Including items (a) to (e) and (f i, ii and iii). 2.1.7 Open Connections between Floors The open connections do not prejudice any escape route or exits as it there is a choice of routes which lead away from the openings. 2.1.8 Planning of Exits in a Central Core There is no central core in the development. 2.1.9 Access to Storey Exits It is not necessary to pass through one stairway to reach another.

April 29, 2015 [FIRE SAFETY COMPLIANCE REPORT: ASSEMBLY HALLS, MONAGHAN;] PC Consultants | 5 2.1.10 Separation of Circulation Routes from Stairways The escape stairways do not form part of the primary circulation routes between different parts of the building at the same level. 2.1.11 Storeys divided into different Occupancies There is division of occupancy within the two storeys of the development. 2.1.12 Width of Escape Routes and Exits With a maximum capacity of 120 people the Part B minimum requirement is 950mm. All escape routes and exits are a minimum 1200mm in compliance with Section1.3.3.3 (Corridors and passageways) Part M which takes precedence. 2.1.13 Corridors  Protected Corridors Protected corridors shall be provided for both corridors that link the primary activities of each floor to the recessed bays which house the escape stairs.  Enclosure of Escape Corridors All new corridors linking escape stairs will be enclosed in 30 minutes fire resistant construction complete with FD30S fire resistant doorsets.  Sub – Division of Corridors Does not apply to the development; 2.1.14 External Escape Stairs There is no external escape stairs in the development. 2.1.15 Evacuation – Planning for progressive horizontal evacuation Places of refugees are provided at first floor level in both compartmented recessed bays which house the MOE stairwells. 1.1.16 Compartmentation On the ground floor the bar area will be compartmentalised with partition walls to the deck. At first floor level the kitchen and ancillary storage will be compartmented from the fine dining restaurant with partition walls to the deck. In addition, the stairwells on the North & South elevations of the structure will be naturally compartmentalised by the inherent solid wall form of construction. 2.1.17 Premises provided with a Stage There is no stage proposed for the bar area of the development. 2.1.18 Disabled Access: Externally, level entry will be provided at the proposed primary entrances to the premises on both the West facing (front elevation) and the East facing (rear elevation) first floor entrance. In addition, ramped access will be provided from the car park level to ground floor level to the rear of the building adjacent to the extension to provide entry to the Wine/Tapas bar from the rear of the property. At the points of entry/exit on the recessed bays and the East Facing (rear elevation) emergency exits/exits with gently sloped access will be provided in compliance with Part B section 1.1.1.3. Internally, there are 2 ambulant stairways provided in the recessed bays at either end of the building. In addition: Escape stairwell to provide a place of refuge in event of fire. Stairwells/refuge communication devices are to be directly connected to a point in front of house. Communication system will be installed in lift even though it will not be used as a means of escape in event of fire. All staff who is involved in the implementation of an organised evacuation procedure requires training from a competent person who is aware of the differing needs of people.

There is a requirement for only one MOE as there is no floor with a height over 5metres above ground level. The existing recessed bays which house two existing staircases will house two ambulant staircases and function as escape stairways. An accommodation stairway will form part of an open connection between the bar area and the fine dining restaurant. In relation to1.3.2.3, an automatic fire detection and alarm system is provided throughout the building therefore an independent MOE is not required for the separate purpose group activities on the first floor. It is to be noted that the proposed design facilitates the requirement all the same. 2.2.3 Minimum Stairway Width. In accordance with Table 1.5, the minimum width required is 1000mm. This is based on the maximum number of occupants of 120 people. The ambulant staircases in the development have been designed with a minimum clear width of 1200mm in compliance with Part M 1.3(a). 2.2.4 Protection of Stairways. Both recessed bays are compartmentalised and meet the 60 mins fire protection requirements as indicated in Appendix (A) Table A1-A2 due to the inherent form of construction. With reference to sub section 1.3.6.3 both protected stairways discharge to a final exit. In addition with reference to Appendix B1 Provision for Fire Doors; Fire Doors with minimum fire resistance in terms of integrity (60 mins.) tested to National Code FD 60 or European code E 60 will be installed. 2.2.5 Disabled Access Both staircases will ambulant and comply with the requirements in section 1.3 Part M. In addition to provide access from ground floor level to first floor level an elevator will be provided in compliance with Part M subsection 1.3.4.2 (Passenger lift details). 2.3 General Means of Escape 2.3.1 Fire Resistance of Enclosures. The walls, partitions and other enclosures that form the escape routes will be in accordance with the provisions of Table A1 and A2 of TGD Part B. As previously noted, the inherent construction of the recessed bays will provide compliance with the requirements indicated in Appendix (A) Table A1-A2. The plant room is deemed a place of special fire risk as outlined in paragraph 1.0.9 of TGD Part B. Therefore it will need to be enclosed within 60mins (minimum) fire rated construction. All fire rated partitions will be carried up to the underside of the floor/roof above, or alternatively to the underside of a fire rated ceiling having the same fire resistance to comply with 1.4.2 (Fire Resistance of Doors). 2.3.2 Fire Resistance of Doors Fire resistance doors are to be in compliance with the provisions of paragraph 1.4.2.2 of TGD Part B. As previously noted the doors within the protected stairways will be of a minimum fire resistance in terms of integrity (60 mins.) and tested to National Code FD 60 or European code E 60. Similarly, the doors to storage areas and all doors to/within a protected corridor are to be 30 mins (minimum) fire doors with a leakage rate not exceeding 3m3/m/hour when tested at 25 Pa under BS 476: Section 31.1 (FD30S). 2.3.3 Fire Resistance of Glazed Elements Fire resistance of glazed elements are to be in accordance with Table A1 and subsection 3.2.7.3 of TGD Part B. All structural glazing used for the glazed wall connection between the existing structure and the extension will have be 30min (minimum) fire rated glazing (each side).

April 29, 2015 [FIRE SAFETY COMPLIANCE REPORT: ASSEMBLY HALLS, MONAGHAN;] PC Consultants | 7 2.3.4 Door Fastenings Door fastenings on doors on escape routes will be simple fastenings that can be operated from both sides of the door without the use of a key, and be openable from the escape side of final exit doors as in accordance with 1.4.3.2 of TGD Part B. Where security is an issue (staff areas, store areas etc.) the doors may be fitted with electro-mechanical key pad door locks connected to the fire alarm system, which upon activation will release the assisted lock. On final exits where security is an issue they may be fitted with a panic bolt device which complies with BS 5725 Part 1. 2.3.5 Direction of Opening of Doors on Escape Routes All doors on escape routes will be hung to open in the direction of escape/ similarly all final Exit doors will open in the direction of escape (refer to plans) all in accordance will paragraph 1.4.3.3 of TGD Part B. 2.3.5 Vision Panels These are needed where doors on escape routes subdivide corridors, or where the doors are hung to swing both ways. In these cases they will comply with Part M section 1.3 (h). 2.3.6 Construction of Escape Stairs In accordance with 1.4.4.1 of TGD Part B, the protected escape stairs will be constructed of materials of limited combustibility with a 30 mins (minimum) period of fire resistance. As previously noted, the inherent construction of the recessed bays will provide compliance with the requirements indicated in Appendix (A) Table A1-A2. All stairs and landings comply with the requirements of Part K 1997 (Stairways, ladders, ramps and guards) and Part M 2010 (Access and Use) where applicable. 2.3.7 Height of Escape Routes In accordance with 1.4.5 TGD Part B the escape routes will have clear headroom of not less than 2m. All escape routes on the ground floor will have a head height 2.5m. On the first floor the head height will be 2.8m in the existing structure and 2.5m in the extension. 2.3.8 Floors of Escape Routes All floors of the escape route will have even slip-resistant surfaces in accordance with the provisions of Part B 1.4.6. 2.3.9 Final Exits There are 6 final exits to the building. There are 3 on the West facing front elevation at ground level and 3on the East facing rear elevation one at first floor level. They all lead away from the building and directly to the open air and a place of safety. The final exits are all 1580mm on width to facilitate the evacuation of the building within the normal evacuation time. All final exits to the building will comply with Part B in that the exit will not be less than width of the approaching escape route. 2.3.10 Emergency Lighting In accordance with the provisions of Paragraph 1.4.8 and Table 1.8 of Part B, escape lighting will be provided to the following areas:  Undefined Escape Routes  Defined Escape Routes Emergency escape lighting should be designed and installed in accordance with the relevant recommendations in I.S. 3217: 2013 Code of practice for emergency lighting. Locations of Emergency Lighting in Development:  At each exit and emergency exit door to the building.  At each protected staircase that it will easily identifiable to the staff and general public for direction escape route in emergency. Lighting placed within each protected stairwell.  Lighting will be placed at each change in direction.  Lighting to be placed outside each exit from the building.  Lighting placed next to call points.  Lighting to be placed close to all fire- fighting equipment.  The lift car and the lift shaft is to be provided with emergency lighting to provide lighting to those using the lift and those who may be maintaining the lift.

It will not be used in an emergency and has only been installed for the purpose of allowing wheelchair users to access the first floor. 2.2.11 Electrical Installations All the electrical installation will need to be installed in accordance with the national rules of electrical installation (ET101) 2008 Published by Electro- Technical Council of Ireland. All electrical work that has been carried out will need a certificate of compliance Electrical Completion Certificate (ETCI). All sub- contractors must C2 registered to carry out any work 2.2.12 Mechanical Ventilation Mechanical ventilation has been the chosen option for the refurbishment of the building. Any system of mechanical ventilation should be designed to ensure that in a fire the air movement is directed away from protected escape routes and exits. In this case of a system which re-circulates air, the system will meet the relevant recommendation for re-circulating distribution systems in BS: 5588: Part 9 Code of practice for ventilation and air-conditioning ductwork in terms of its operation under fire conditions. 2.2.13 Refuge Storage Refuge will be stored at ground level in an enclosed area under the proposed elevated car park. Disposal will be facilitated by the ramped access provided from the car park level to ground level on the East facing boundary. 2.2.15 Signage In accordance with Part B 1.4.12, exit signs will be provided on the escape route and over escape doors and supplemented with directional sign posting where the location of the exit would otherwise be unclear. Signs to indicate escape routes, including any doorways or exits which provide access to the means of escape or exits will be provided and will be illuminated so that they are clearly visible and distinguishable by the occupants of the unit. Signs will be provided to indicate the position of fire - fighting equipment (fire hose reels and portable fire extinguishers) and all fire alarm call points. Signs must be in accordance with BS5499: Part 5: 2002 should be provided on all fire doors. The chosen L2 system complies with the recommendations relevant to design and installation contained in CEN TS 54: Part 14: 2004, Fire detection and fire alarm systems. Further guidance can be sought with regard to planning, design, installation, commissioning, use and maintenance from (European) or I.S. 3218: 2013, Code of practise for fire detection and alarm systems for buildings – system design, installation and servicing. All specifications and wiring procedures are to be in full compliance with BS 5839: Part 1. 2.2.17 First Aid and Fire Fighting Equipment In accordance with Part B 1.4.16, hose reels are not required as the proposed building does not fall under the purpose groups listed. Dry powder fire extinguishers will be put in place. These are suitable for fighting Class A-B-C type fires and will comply with IS 290: 1986 and will be installed, inspected and maintained in accordance with IS 291: 2002. A fire hydrant is located opposite the South West corner of the property on Dawson Street. In addition, a new fire hydrant will be located on the East boundary of the property to facilitate the emergency services (See Drawing No. 1). Fire- fighting equipment is to be provided at various locations throughout the building in accordance with Safety, Health and welfare Act 2005. 2.2.18 Heat Producing Appliances A 30kW boiler will be required to heat the building.
