This document summarizes a presentation on key factors for successful implementation of extended producer responsibility (EPR) programs in Asia. It identifies important actors like industry organizations, recyclers, and government. It also notes contextual factors like urgency due to landfill depletion and waste management conflicts. The presentation argues that in developed countries, EPR aims to reduce social costs, while in developing countries the challenges are simultaneously formalizing waste management, organizing industry, and establishing law enforcement capabilities. It proposes that an information exchange platform on EPR implementation between countries could help identify solutions.
