3. Introduction/Statement of the Research Problem
Dhaka city’s traffic system is considered to be one of the
most chaotic ones in the world. The residents are
compelled to undergo physical stress and suffer financial
losses in terms of man-hours lost on working days.
Various attempts were taken to reduce the intensity of
traffic problem in Dhaka City. Yet, there was no
improvement in the traffic situation.
Over 95% Vehicles does not comply with MVA*. Traffic
signalling system is ineffective during rush hours.
Elevated expressways, subways and multi-layer fly-over
across the city hold the key to solving the Problem.
Due to traffic jam, we are suffering economically, physically
and even mentally. So, we want to work on this vital issue
to find out the causes and suggest some realistic possible
solutions and their economic impact on the people of
Dhaka city.
4. Rational of the Study
Dhaka city has one of the worst traffic congestion
conditions in the whole world.
The flyovers, under-pass, elevated roads,
underground commuter systems are very common in
many of the world’s metropolis but very few in
Dhaka.
The time of offices, schools, markets are
unsynchronized.
We need to Know the economic, health &
environmental impact of Traffic jam.
Overall, finding the cause, effect/impact & possible
solutions of Traffic Jam in Dhaka City are the main
reasons of the study.
5. Objectives of Research Proposal:
Broad objective is to find out the possible causes & effect of
traffic jam in Dhaka City and to figure out the possible
solutions.
Specific Objectives: Objective and Scope of the study is
limited to -
i. Find out all the possible causes of traffic jam in Dhaka city.
ii. Find out the all possible solutions for the traffic jam in Dhaka
city.
iii. Rank the problems and solutions according to their impacts
and importance.
iv. Economic impact and benefit analysis of the problems and
solutions on the basis of: i) Fuel Consumption ii)
Transportation Cost
6. Md. Asadullah Khan has described the scenario of
traffic jam in Dhaka city in Daily Star with the title
“When shall we get rid of Dhaka city traffic jam?”,
published on October 20, 2007 .According to him with a
huge fleet of cars, buses and all other types of
vehicles gridlocked near a rail gate or road
intersection. People are afraid to get out of their houses
because of late in the offices, work places or on any
scheduled appointments, mental disgust, exhaustion and
loss of effective man hours is a colossal drain on the
resources of the whole country.

According to DCC there are about one lakh licensed
rickshaws in the city but unofficially perhaps four lakh
rickshaws are plying on the city roads. Due to rickshaws
on the same road lane, the fast moving transports can
hardly make 15 to 20 km per hour.
Mr. Md. Masud Karim Says, ‘Worsening situation of traffic
congestion in the streets and sufferings of the inhabitants
from vehicle emissions demand extensive research in this
field’.
‘The Greater Dhaka Metropolitan Area Integrated
Transport Study', funded by the United Nations
Development Program; recommended an immediate
action plan and a long-term strategy to improve transport
infrastructure in the Greater Metropolitan area of Dhaka.

• Mr. AH Jaffor Ullah mentioned that, ‘One could see the
crawling vehicles, as far as the eyes would allow one to
see, lining up the avenues near the bustling
intersections. Intersections clearly indicates that Dhaka’s
road system is unplanned from the very beginning’.
• BIWTA conducted a research on “Water way around
Dhaka City, ‘According to them, if alternative water way
can be introduced around the Dhaka city, traffic jam can
be reduced. Government has tried But due to some
environmental and seasonal factors this project failed’.

• Shuichi and Hironao have shown in their study that by
improving traffic signaling strategies can improve the
traffic situation of the street cars.
• Syed Saiful Alam Shovan has shown interesting
findings on fuel consumption and environmental impact
of rickshaw in Dhaka City. Most trips in Dhaka are short
in distance, usually one to five kilometers. These trips
are perfect of Rickshaws. Rickshaws are cheap,
popular, safe, environmentally friendly and do not rely
on fossil fuels.

• As per DUTP-1998 data, Rickshaws took up 38% of road
space while transporting 54% of passengers, but private
cars took up 34% of road space while only transporting
9% of the population in Dhaka city.
• Every year the Rickshaw saves 100 billion taka in
environmental damage. Blaming Rickshaws, but Traffic is
still as bad now as it was before the Rickshaws were
banned on major roads.
• According to the knowledge reviews showing that due to
lack of effective planning and proper focusing on the
issues of traffic jam in Dhaka city, it has become a serious
problem now a days. So, Adequate research and some
alternative solutions might give us some hope and light to
11. Methodology of Proposed Research:

Both qualitative & quantities data will be collected for research. The study
will cover Dhaka cities most Traffic jammed area, stakeholder & regulatory
authority.

Our data is required from all the stakeholders related to traffic jams. We have
covered
a. People who are suffering traffic jams,
b. Researchers who are working on it and
c. Government officials who are in the organizations to make rules.

Data will collect from both Primary & Secondary sources.
Primary Sources:- a. Focused Group discussion, b. Questionnaire survey, c.
Direct observation,
& d. Personal Interview.
Secondary Sources:- a. Related journals and articles, b. Website articles, c.
Articles from Government/ Non-government organizations & d. Previous works on
the related issue.

Data Collection Mechanism/Research Question
i) We will gone through a focused group discussion to get or/and
find out the possible causes of traffic jam.
ii) We will prepare a structured questionnaire directly to the
people.
iii) We will interview some government high officials from RAJUK,
and DTCB to get to know their views and government plans.
iv) We will talk to faculty members of Civil Engineering and Urban
Resource and planning department, BUET to get to know about the
planners view about the traffic jam.
v) We will also talk to the director of Accident Research Institute
about the traffic jam issue and get to know some more details
about the impact of traffic jam Dhaka City.

Data to be collected (Questionnaires):
1.What are causes or source of Traffic Jam in Dhaka City
2.Wastage of Energy Data: Observational technique – Hours/Minutes of
waiting for each of the modes of transport.
3. Fuel usages per hour by each of the modes of transport
4. Perception of local residents regarding air pollution
5. Type and nature of health hazards from air pollution
6. Traffic congestion is causing wastage of energy like petroleum,
diesel, CNG etc.
7. How timing of offices, schools & markets impacted on Traffic jam &
health & what will be the way of improve.
8. Unawareness about the damaging effect of air pollution on health.
9. Sought out the guideline/Solutions to reduce Traffic Jam.

Sampling Design:
1) Multi-stage sampling procedure will be followed. In the first
stage 20 areas will be selected within Dhaka city.
2) In the second stage, 100 individuals/ residents will be selected.
3) Prior information about traffic jam intensity available from
existing study will be used as a guide.

15. Data Analysis Procedure:
Data will be tabulated and analyzed by different statistical tools.
Data analyzing software or program will be used on demand.
1. Description of traffic congestion: Pie-Chart, Bar Chart.
2. Regression analysis, Correlation test, Chai square test &
Calculation of energy wastage etc.
Potential Ethical Issues/Consideration:
The researcher will follow the ethical issues concerned with the researcher
such as avoiding bias, provision or deprivation of a treatment, using
appropriate research methodology; correct reporting, information validation,
cross cheek, perfect questionnaires, observation & interview. Outmost care
will ensure for using secondary data. Data collection, observation & all other
activities will conducted by different group of people.
16. Conclusion/ last words:
Dhaka City is the capital of Bangladesh which is
a least developed country. By reducing traffic jam, this
city can play a very important role for the country and at
the same it can also bring relief and peace for the
citizens by ensuring healthy environment free from noise
and pollution.
Our focus should be the solution of traffic jam,
strong economy and healthy environment.
As a result, we ‘Seven Star’ group proposed
to research on Traffic Jam in Dhaka city.
