This document summarizes a threat and risk assessment of the WestVirginian Apartment Homes located in Richfield, Minnesota. Key details include that the apartment complex is located near major highways and Mall of America, in an area that has seen increases in various crimes from 2010 to 2014. The document evaluates current security measures and makes recommendations to improve physical security, add electronic surveillance, and provide on-site security personnel. However, the on-site property management agrees more needs to be done but is restricted by budget constraints from the larger management company.

11. Recommendations
I highly recommend that Steven Scott Management perform a serious,
professional threat and risk assessment on this property. The risk to physical,
logistical, and human assets is more than unacceptable. Crime is quite high in
this area of Richfield and, as such, the protection of residents and their guests
should be paramount, regardless of the age or structure of the building.
This property is extremely high risk for property crimes and low to moderate
violent crimes. Security is seriously laughable at this location. Recommend all
security be upgraded, updated, changed, and adapted to allow better
protection to the families and residents whom live here.
12. Feedback
Unfortunately, due to the highly restrictive budget and political nature of
Steven Scott Management at this property, most of my recommendations
cannot be accompanied or even advised at this time.
The on-site property management has taken all of my recommendations into
account and wholeheartedly agrees with my assessment. They believe that
much more effort is needed to appropriately protect and control the property
from both property and violent crimes.
Until such time that the upper management branch of Steven Scott
Management is able to adhere or advise the threat assessment I have made,
the on-site property management has decided to make what little revisions
and changes they can to increase the overall safety and security of the
residents.
