Editor's Notes
A Standard is an agreed way of doing something
Usually prepared by a steering group and by a working group who are experts in their field, issued as a draft document and then published
There are currently 6 FM standards although others are being developed as we speak covering a range of themes in FM. Developed predominately by BS, CEN but as you will see shortly ISO are starting to take over which is a good thing for Global FM
Have been generally developed as BS and subsequently EN standards and generally cover a wide range of aspects relating to FM
How many of you are familiar with any or actually use any of the above Standards?
The above covers 5 FM Standards developed by BSI national committees, all of which are fairly recent.
The first FM Standard was however developed jointly between the BSi and CEN as a European Standard back in 2006. It is usual for Standards to be reviewed every 5 years or as the dynamics of business and business requirements change so and I will discuss how this Standard is being reviewed as we speak.
BS EN 15221 Facility management comprises 7 parts but to my knowledge are under publicised
Provide excellent reference documents and considered as Best Practice Guides.
1. Within GVA and based on the work that we do with Asset and Property Management companies we procure FM contracts on the requirements of BS 8572:2011 – Procurement of facility related services. We have realised a number of benefits in doing it this way.
Recommended within the RICS Service Charge Code – GVA’s processes and templates are aligned with this
Takes you through all of the steps necessary within the Procurement Cycle
Includes a useful ‘Actions Checklist’ covering all of the above steps
If combined with BS 8903:2010 – Procurement and framework for procuring sustainably, PAS 7000:2014 – Supply chain risk management will provide a very powerful tool and process that will demonstrate ‘Best Practice’ based procurement.
2. Here are some of the statistics within GVA consulting relating to our own FM procurement using BS 8572
Dozens of contracts procured
Circa 300 contractors vetted
Over £300 million value of FM contracts procured
Achieve an average of 16% savings based on the above
The new Annex SL is made up of 10 sections and will be consistent for all new ISO Management standards
There are a number of Management Systems within ISO, traditionally these have been structured differently but with some common languages throughout. This has however made things difficult requiring a number of resources covering a multitude of management systems.
Many of these have been developed over the last few years placing additional burden on the organisations that wish to adopt these management systems
Annex SL will therefore make it far easier for organisations to encompass and include a number of different ISO Standards for business improvement
Many FM suppliers are using BS11000 Collaborative Business Relationships, some as a USP and another option to pushing ISO 9001 etc.
Feel that it assists in developing working relationships and trust in a true collaborative sense…partnerships
They say that it Improves Business Performance & promotes innovation
First company to gain the BS11000 accreditation
Shared resources between client and customer
BS 50001 Energy Management System
BS 22301 – Business Continuity
ISO 15686 and BS 8544 – Service Life Planning & Costing
Are you aware of any of these Standards/Accreditations?
Has anyone used the EFQM within their business?
Is anyone aware of a recognised standard for FM or Maintenance?
The EFQM is based around 8 Fundamental Concepts of Excellence and is measured through scoring of 5 ‘Enabling’ criteria (Leadership, People, Strategy, Partnership & Resources & Processes, Products and Services)
4 Results based criteria – People, Customer, Society and Business
Essentially measures how an organisation compares to an ‘Excellent and High-Performing Organisation’
Throughout all of the British, European and International Standards and other Qualitative Industry Standards and Accreditations there is a consistent theme or aspects that run through each one. These are also the original fundamental principles of Total Quality Management, a concept conceived originally in the 1920’s – 1940’s by the American William Edwards Deming
Regardless of advancement in the way we work, in technology and in the development of countless Business Improvement Systems and Management Systems over the years the same core aspects of qualitative perspectives apply today as they have always done
