2. OVERVIEW
• As a part of National Policy on Electronics (NPE), the
activity of developing and mandating standards has
been initiated by the Government of India with a view to
align with NPE.
• DeitY has notified "Electronics and Information
Technology Goods (Requirement for Compulsory
Registration) Order, 2012" mandating fifteen categories
of electronics items under the Compulsory Registration
Scheme of Department of Consumer Affairs based on
their compliance to Indian safety
standards. Performance standards on these products
are currently not applicable.

3. OVERVIEW
• On 7 November 2014, the Bureau of Indian Standards (BIS)
has introduced 3 LED Light related product categories, listed in
Table A, for the BIS Compulsory Registration Scheme for
electronics and information technology goods.
• All goods mentioned in Table A, will have to apply for the
registration scheme before they are placed in the Indian
market or imported to India.
• The Date of implementation has been extended to 13 August ,
2015

• The date of manufacturing for domestically produced goods
and date of landing of consignments in India for goods
manufactured overseas would apply for consideration against
deadlines notified.

5. LIABILITY FOR TESTING OF IMPORTED
PRODUCTS
• Once registered by the manufacturing unit, the
order allows imports of registered goods by the
multiple importers. The Registration is for the
manufacturers (factory). Hence, it is the
responsibility of manufacturer to get the products
tested from BIS recognised laboratory. Authorized
Indian representative of the foreign manufacturer
can apply for BIS testing and registration with BIS on
behalf of foreign manufacturer

7. ADDITIONAL INFORMATION
• Different brands are required to be registered
separately. If this is being done based on a common test
report, all the brands should be listed in the test report
based on sample of each brand submitted. No
objection certificate /consent letter from brand owner or
alternatively copy of Agreement with brand owner is to
be provided to BIS by the applicant
• If a manufacturer is not registered with BIS and continues
selling the products in Indian market, The manufacturer
is liable for prosecution under clauses 3(2) (deformation
of products beyond use) and 4(3) (seizure of products)
of Electronics and IT Goods (Requirement for
Compulsory Registration) Order, 2012 notified by DeitY
on 03 Oct. 2012 and 2(a)(2) of amendment order dated
25 June 2013.
