The ARPAS Emergency Services Group is developing a support strategy involving emergency services to standardize drone training, measure benefits of drone usage, ensure data protection, and review equipment. They will work with organizations like CAA, CFOA, and NARU. Yuneec Ltd. has provided a drone for ARPAS to demonstrate safe usage to emergency services interested in drones.
1. Within the ARPAS Emergency Services Group we are developing a support strategy
that could involve all ES’s with a current remit to develop the following areas:
Standardised training with risk area focus for persons flying as part of an ES
(Risk Assessment (dynamic and analytical), ES procedure for use of UAV,
close to buildings, carbonaceous materials, thermal changes due to
heat/spurious winds, flying near persons, extended risks due to situation, two
person team training etc.).
Key measurables, data evidence of improved incident resolution, reduced risk
to staff and public, development of different ways of working. Evidence to
support the use of drones and to identify the operational deployment risks.
Refresher training (maintenance of competency).
Data protection issues, control of video, management of the data, ownership of
data, for anything recorded at an incident.
Secure ES user forum within ARPAS.
CAA approval of anything within this project.
Working with all appropriate ES organisations/working groups (CPOA, CFOA,
Volunteer S&R, NARU and so on.
Reviewing of equipment for this purpose (i.e. what works and what doesn’t –
working with suppliers and users to support the ES).
List of ES’s currently using drones (Police, Fire, Ambulance(HART), Mountain
Rescue/Coast Guard) with a contact list - up to date.
Information pack for ES’s using/looking to use drones and information location

A little about ARPAS:
ARPAS is not-for-profit association run by an elected committee at the hub of developing &
promoting best practice to further the use of UAS in a safe and professional manner, driving
standards higher through the adoption of CPD and sharing of safety critical information, while
promoting collaboration amongst members to realise new opportunities. Ensuring all
members are kept up to date on rapidly changing legislation and have the chance for their
voice to be heard during consultations at National, European and International level to help
minimise risk to existing or future operations and/or businesses. We tackle not only aviation
issues but also those of privacy and data that are more common in this field than traditional
aviation.
We have formal relationships and strategic partnerships established with the CAA, DfT, NATS
and other key stakeholders and have members who have pioneered many industry firsts by
pushing the boundaries of technology and legislation. ARPAS are represented on the Industry
Coordination Group with the CAA, the NATS-ARPAS Safety Partnership Agreement and sit on
the Department for Transport Government Working Group for Drones. ARPAS have also just
received £100k funding to work on the AIRSTART project with Airbus to help develop new
BVLOS technology. Delivering this higher standard of operational excellence ensures we
safeguard the industry from bodies who see it as threat to aviation, safety or privacy.
